COUNCIL WORK SESSION DECEMBER 28, 1987
Acting Mayor Reinert called the Council Work Session to
order at 6:05 P.M. Council Members present: Marier, Bisel,
Bohjanen. Mayor Benson arrived about five minutes later.
City Engineer, Ron Stahlberg and Clerk- Treasurer Marilyn
Anderson were also present.
The purpose of the Work Session is to discuss the cost
recovery of ortho photo contour maps and to discuss the
Revised Public Improvement Financing Plan.
Qrtho Photo Contour Maps - Mr. Stahlberg displayed a sample
of these maps and explained the cost recovery plan outlined
in Resolution No. 76 - 87. He has reviewed the proposed
Resolution with both Mr. Schumacher and Mr. Miller.
Mr. Reinert asked if implementation of this Resolution will
recover costs of reproduction of the maps or the total cost
of producing the maps. Mr. Stahlberg explained it would
recover the costs of the major part of the entire cost
including administration. He explained how the City would
maintain an accounting of all costs as well as an accounting
of all receipts from developers. Mr. Reinert asked if this
is how other cities operate on this matter. Mr. Stahlberg
explained there are other methods but felt this would be a
useful tool for the Planning and Zoning Board as well as the
staff.
Mr. Marier asked where the maps would be stored. Mr.
Stahlberg said the reproducible maps would be kept at TKDA
so that he could reprint copies when purchased by
developers. The City Staff will receive a copy of all maps.
Mr. Marier expressed concern because of the problem the City
experienced when the City changed engineering firms several
'years ago.
Mayor Benson arrived at 6:10 P.M. and assumed the Chair.
Mr. Bisel asked if it would be cheaper for the developer to
go directly to Horizon, Inc. and get a copy of the map. Mr.
Stahlberg explained that the developer could not buy above
the City and if by chance this happened, he still would have
to pay the costs as part of his project. He also noted that
he had discussed this procedure with Mr. Uhde and one other
developer. Mayor Benson asked if this is common in other
cities. Mr. Stahlberg said yes, it is fair.

Mr. Bisel asked what is the object of Resolution No. 76 -
87, recover costs or make money? Mr. Stahlberg said to
recover most of the costs and to save staff time and money
in completing the drainage studies. Mr. Marier noted that
this could be monitored to determine if the cost recovery
plan is operating as anticipated and if not costs can be
amended. Mayor Benson said that the staff could keep the
Council updated on this matter. Mr. Marier suggested
setting up a procedure for this as well as bonds that are
coming due.
There was discussion regarding setting up a tickler file to
let the Council know periodically about map cost recover,
bonds that are coming due, and Mr. Stahlberg added updating
connection charges under the financing policy.
IMPROVEMENT FINANCING POLICY
Mr. Stahlberg noted the document before the Council is a
revision of the February 18, 1987 document with Appendix A
"Special Assessment Procedure" added. He noted a change on
page 3, the addition of life cycle for improvements. Item I
was amended to read (Ditches Under City Jurisdiction).
Mr. Marier questioned the 1st paragraph on page 9. Mr.
Stahlberg explained this language was arrived at by the
Council last spring. He also noted there would be no
assessments in an area that is not a development area.
Mr. Stahlberg noted the check list for all costs on page 10.
He added item H, "Surcharge for Aerial Photo Recovery ".
Mr. Reinert questioned item F, "Capitalized Interest ". Mr.
Stahlberg explained it was common to do this.
Mr. Reinert questioned item A on page 15 and asked what is
the policy for street surfacing and concrete curb and
gutter. Mr. Stahlberg explained if sanitary sewer and
municipal water are available concrete curb and gutter is
required, if not, blacktop curb and gutter is required.
Mr. Stahlberg told the Council that they will have to set
Connection Charges and User Charges shortly. He noted costs
go up every year, especially metro sewer charges. Mr. Bisel
asked if the City could adjust rates annually to keep pace
and Mr. Stahlberg said most cities do this. Mr. Marier said
the last increase was due to the fund being a deficit. He
felt this was the key to rate adjustments. He asked for the

status of the utility fund and then he said the Council
could look at the needs.
Mayor Benson asked for actual costs of the Fund and also
what affect a $5.00, $10.00 etc. increase would have on the
Fund and what impact this would have on the user. He also
asked for a projected growth in users and said this should
be scheduled for the agenda for the second meeting in
January. Mr. Stahlberg said he would get actual figures
from the audits.
The Work Session adjourned at 7:07 P.M.
