HomeMy WebLinkAbout03/14/1988 Council MinutesJ2 COUNCIL WORK SESSION MARCH 14, 1988 Acting Mayor Reinert opened the Council Work Session at 6:53 P.M. Council Members present: Bisel, Bohjanen. Council Members absent: none. Mayor Benson was absent. City Administrator, Randy Schumacher and Clerk- Treasurer, Marilyn Anderson were also present. The purpose of the Council Work Shop was to discuss the latest proposal for the 49ners Union Contract and to discuss the 1988 assessment contract with Assessor Gregg Johnson. Mr. Schumacher explained that he has met with the 49ners union and has given them the latest proposal from the City Council. The Union has agreed to all of the proposals. The following is an outline of the agreed proposal: Duration of the Contract: Pay Periods Health Insurance: Clothing Allowance Pay Range Limitations: Heavy Equipment 2 years 26 not 24 1988 $10.00 Increase 1989 $ 5.00 Increase 1988 $20.00 Increase 1989 $ 5.00 Increase 1st Year, 80% of Top Range 2nd Year, 90% of Top Range 3rd Year, 100% of Top Range Langauge will be added that would insure that if a pro- spective employee has ex- ceptional qualifications or special education the Ad- ministrator would be able to offer a better salary. 13 Cents per Hour Adjustment of Park Classification -40 Cents per Hour per Year Wages 1988 4% per Year 1989 4% per Year Funeral Leave Standa PAGE 1 rd Langauge 1 COUNCIL WORK SESSION MARCH 14, 1988 Training Langauge Training Classes and Sem- inars Must be Approved By Supervisor. Vacation Same as 1987 Contract Floating Holiday Not Added This matter will come before the Council at the Regular Council meeting tonight under New Business. Assesser - Gregg Johnson Mr. Schumacher explained that Mr. Johnson has been elected to the Town Board in his community and their first meeting is tonight and therefore he will not be here to explain his proposals. Mr. Johnson has reviewed the Assessors position and has prepared two recommendations for the Council. The recommendations are outlined in Mr. Schumachers memorandum of March 14, 1988. The third recommendation is to contract with Anoka County. Mr. Bisel suggested a fourth recommendation and that is hiring another part time assessor. Mr. Schumacher said he has recently talked to Mr. Gayle Leon at the County Assessors office and he says it is difficult to find qualified appraisers. Mr. Schumacher noted that the County proposal is long term committment. Mr. Schumacher told the Council that this is for their information tonight and this matter will be discussed in two weeks.
