RESOLUTION NO. 04-04
AUTHORIZING APPLICATION FOR A COMMUNITY DEVELOPMENT
BLOCK GRANT THROUGH ANOKA COUNTY COMMUNITY
DEVELOPMENT DEPARTMENT
WHEREAS, the City of Lino Lakes is a partner and participant in the development of
Legacy at Woods Edge, a development of a town center as a community gathering place;
WHEREAS, the City has identified the location and donated approximately seven acres
of land and infrastructure and has committed an additional $1.5 million to the
development of the Chain of Lakes YMCA;
WHEREAS, the City is committed to serving the needs, specifically of children and
youth, by investing specifically in the Teen Center at the Chain of Lakes YMCA;
WHEREAS, the City has the institutional, managerial and fmancial capability to ensure
adequate project administration;
WHEREAS, the City ensures that work on the Youth and Teen Center will not begin until
the Community Block Grant becomes available;
WHEREAS, the City certifies that it will comply with all applicable laws and regulations
as stated in the contract agreements; and
WHEREAS, the City Council of Lino Lakes, Anoka County, Minnesota agrees to act as
legal sponsor for the project as outlined in the Community Development Block Grant
application submitted on January 8, 2004;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LINO LAKES, MINNESOTA:
That the Economic Development Assistant is hereby authorized to apply to the County of
Anoka, Community Development Department, and to execute such agreements as are
necessary to implement the project on behalf of the applicant.
Adopted by the Council of the City of Lino Lakes this 12th day of January, 2004.

Development Block Grant

BACKGROUND:
The Anoka County Housing and Redevelopment Authority is soliciting
applications from Anoka County public agencies and nonprofit organizations for
2004 Community Development Block Grant Program (CDBG) Funds. Eligible
activities include funds for construction of neighborhood facilities that meet the
objectives of the program, which include benefiting youth, strengthening
communities and improving quality of life.
One of the city's objectives when partnering with the YMCA to build the Chain of
Lakes YMCA was to provide a teen center that would be available to all area
youth. A 2,000- square foot center is being planned to include cardiovascular and
muscle- strengthening equipment appropriate for teenagers, billiards and Ping
Pong tables, computers with Internet access, and access to a kitchen and snack
bar. This center has the potential to serve up to 1,000 teens. This component of
the new YMCA will ensure that youth and teens are included in the development
of our town center and will help to strengthen the goal of making this
development a lively, intergenerational community.
This year $1.3 million is available through, the CDBG program. This resolution
authorizes city staff to make application on behalf of the YMCA for $300,000 for
construction of a Youth and Teen Center.

Councilmember Carlson introduced Resolution No. 04 -04 at the regularly scheduled meeting of
the Lino Lakes City Council held on January 12, 2004, and moved its adoption.
The motion for adoption of the foregoing resolution was duly seconded by
Councilmember Dahl and upon vote being taken thereon, the following voted in favor thereof:
Reinert, Dahl, Bergeson, Carlson and Stoltz.
The following voted against same:
None.
Whereupon said resolution was declared passed and adopted.
