HomeMy WebLinkAbout2004-007 Council ResolutionCITY OF LINO LAKES RESOLUTION NO. 04-07 RESOLUTION AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS — BIRCH STREET/HODGSON ROAD IMPROVEMENTS. WHEREAS, certain development proposals have identified the need to improve portions of CSAH 49 (Hodgson Road) and CSAH 10 (Birch Street) to accommodate their additional traffic generation; and WHEREAS, it is proposed to improve CSAH 49 (Hodgson Road) and CSAH 10 (Birch Street) in accordance with Anoka County Highway Department; and WHEREAS, the City's Engineer, TKDA, shall perform such services; and WHEREAS, Spirit Hills, Inc., Bruggeman Properties, LLC, and Anoka County have agreed to split the costs of the plans and specifications NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA: 1. The City Engineer is designated as the engineer for this improvement and he is directed to prepare plans and specifications for the Birch Street/Hodgson Road improvements. 2. The City Engineer shall not commence such activities until receipt of a Petition and Waiver Agreement has been received from Spirit Hills, Inc. and Bruggeman Properties, LLC for costs of the improvements. Studenski, City Engineer COUNCIL MEETING DATE: January 12, 2004 TOPIC: Resolution No. 04 -07, Authorizing Preparation of Plans and Specifications for Birch Street/Hodgson Road Improvements. VOTE REQUIRED: Simple majority BACKGROUND: In November of 2002, the City received a project review letter, from Anoka County, identifying the minimum required improvements for CSAH 49 (Hodgson Road) and CSAH 10 (Birch Street) to facilitate the development of Spirit Hilis Commercial Center as well as the Miller's Crossroads site A feasibility study was prepared and the layout was reviewed with Anoka County. The cost of the temporary signal and street improvements is estimated at $650,000.00. The costs have been discussed with the two developers and the County. The cost split would be $260,000.00 for Spirit Hilis Commercial Center, $340,000.00 for Miller's Crossroads, and $50,000.00 for Anoka County. It is staffs recommendation to authorize the preparation of plans and specifications in the amount of $62,000.00 for the temporary signal and street improvements contingent on receipt of a Petition and. Wavier Agreement from the two respective Developers. Anoka County is currently preparing a Joint Powers Agreement regarding their portion of the temporary signal costs. OPTIONS: 1. Adopt Resolution 04 -07, Authorizing the Preparation of Plans and Specifications for Birch Street/Hodgson Road Improvements. 2. Return to staff for further review. RECOMMENDATION: Option No 1 Staff recommends that Resolution No 04 -07 be adopted.
