RESOLUTION NO. 04 -08 RESOLUTION AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR HOLLY DRIVE STREET RECONSTRUCTION PROJECT. WHEREAS, pursuant to resolutions of the Council adopted August 27, 2001, a study has been prepared by the City Engineer, with reference to the improvement of 12th Avenue/ Holly Drive Street Reconstruction by constructing Street, storm sewer, sanitary sewer and watermain extensions; and WHEREAS, the report provides information showing the proposed project is necessary, cost- effective, and feasible; and WHEREAS, the City's Engineer, TKDA, shall perform such services; and WHEREAS, the City proposes to use. Municipal State Aid, Surface Water Management, Trunk Area & Unit, and previous assessments for all of the cost of the improvements, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA: 1 The City Engineer is designated as the engineer for this improvement and he is directed to prepare plans and specifications for the Holly Drive Street Reconstruction project. COUNCIL MEETING DATE: January 12, 2004 TOPIC: Resolution. No 04-08, Authorizing Preparation of Plans and Specifications for Holly Drive Street. Reconstruction. VOTE REQUIRED: Simple Majority BACKGROUND: Due to the continued development and growth of the area increasing the traffic on this roadway and the deteriorating condition of 12th Avenue and Holly Drive between Ash Street and Birch. Street, the City Council order a feasibility study for the reconstruction of the street. The report was received at the October 28, 2002 Council meeting. This segment of roadway is designated as a Municipal State Aid. Street and serves as a minor collector within the City's Comprehensive Transportation Plan. The feasibility proposed the improvements to be performed in three phases. The first phase is from Holly Court to 12th Avenue. Through direction by the City Council, the street improvements will consist of a City standard 32' roadway and a separated 8.5' trail. The street reconstruction portion of the project will be funded mostly through Municipal State Aid. Funding will also come from the Trapper's Crossing subdivision which was previously assessed $265,000.00 for the road improvements. Surface Water Management and Trunk funds will complete the funding for this project. The utility extensions will be minimal at this time. It is staffs recommendation to authorize the preparation of plans and specifications in the amount of $87,750.00 for the Holly Drive Reconstruction project. OPTIONS:. 1 Adopt. Resolution No. 04 -08, Authorizing the Preparation of Plans and Specifications for the Holly Drive Reconstruction project. 2. Return to staff for further review. RECOMMENDATION: Option No. 1 Staff recommends that Resolution No. 04 -08 be adopted.
