RESOLUTION NO. 04-37
RESOLUTION APPROVING 2004 PARK BOARD GOALS
WHEREAS, The Park Board advises the City Council on matters of park acquisition and
development;
AND WHEREAS, The Park Board has recommended to the City Council the following goals for
2004:
■ Connect Existing Trail Along North Side of Birch Street - Black Duck $237,000
Drive to Pheasant Hills Drive
■ Designate Raven's Hollow Park Dedication Funds for Future Birchwood $85,240
Acres Park Development
■ Construct Trails at Birch Street\Hodgson Road Intersection $50,000
• Holly Drive Pole Relocation for New Trail $10,000
• Pave Birch Park Trail - Boardwalk to Parking Lot $ 5,000
• Extend Glenview Trail to Sunrise Park Parking Lot $ 3,000
■ Survey Arena Acres Residents Regarding Existing Tennis Courts --
AND WHEREAS, Funding for the above goals will be from the Dedicated Parks Fund.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO
LAKES, MINNESOTA: That the City Council directs staff to implement the goals listed above.

BACKGROUND:
The Park Board has recommended to the City Council the following goals for 2004:

Designate Raven's Hollow Park Dedication Funds for Future Birchwood $85,240

Connect Existing Trail Along North Side of Birch Street Black Duck Drive to Pheasant
Hills Drive This project will alleviate perhaps our most critical and visible trail
shortcoming in Lino Lakes. The recent development projects along Birch Street
(Stoneybrook, Miller's Crossroads, Spirit Hills) have generated substantial park
dedication dollars. By utilizing some of these dollars, we can complete the non - existent
segment of the "Birch Street Trail. " This will be a tremendous asset for our residents.
For example, this trail connection will provide more residents pedestrian access to the
Regional Park Reserve's trail system. It is important to note that the estimated project
costs do not adhere to the County's new standard of a 22' buffer zone from a rural
roadway to an off -road trail. Further discussions with Anoka County would need to
occur to determine whether this project is viable. I met with Jon Vondelinde, Anoka
County Parks and Recreation Director and Nick Eeloff, Anoka County Parks Planner
last month to discuss the proposed trail project. Both have indicated their support to
work with city staff when discussing this project with the Anoka County Highway
Department.
Designate Raven's Hollow Park Dedication Funds for Future Birchwood Acres Park
Development- The Park Board has determined that the future residents of Raven's
Hollow will utilize Birchwood Acres Park as their neighborhood park. Therefore, we are
recommending that the park dedication fees derived from Raven's Hollow be
designated for future development of Birchwood Acres Park.
Construct Trails at Birch Street \Hodgson Road Intersection - This trail project will occur
in conjunction with the scheduled improvements at Hodgson Road and Birch Street.
Trails are planned along both sides of Birch Street and along the east side of Hodgson
Road alongside the Miller's Crossing Development.
Holly Drive Pole Relocation for New Trail - Several utility poles need to be relocated
during the Holly Drive reconstruction project to accommodate the planned off -road trail.
Pave Birch Park Trail - Boardwalk to Parking Lot - This trail project will connect the
recently completed boardwalk to the open air shelter (will be installed this Spring), and
continue on to the parking lot. Trails extensions are also planned to the playground
areas.
Extend Glenview Trail to Sunrise Park Parking Lot This trail project will continue the
trail that originates at Glenview Trail to the recently paved parking lot at Sunrise Park.
This project will also provide handicapped accessibility to the playground area and park
shelters via paved trails.
Survey Arena Acres Residents Regarding Existing Tennis Courts - The two tennis
courts are again in need of repairs. Before spending additional dollars on the tennis
courts, we want to make sure the area residents still want and utilize the tennis courts.
Funding for the above goals will be from the Dedicated Parks Fund.
RECOMMENDATION:
It is my recommendation that the City Council approve .Resolution 04 -37, approving the
2004 Park Board Goals and authorize staff to implement the goals as presented.
