RESOLUTION NO. 04 -144
RESOLUTION ACCEPTING WELLHEAD PROTECTION PLAN
WHEREAS, The Federal Safe Drinking Water and Minnesota Groundwater Protection
Acts have mandated that all municipal well operators develop a Wellhead Protection
Plan; and
WHEREAS, The purpose of the plan is to address the long term and chronic health
effects of human caused contaminates to the groundwater supply; and
WHEREAS, The first part of the plan was completed in July of 2001 and encompasses
the delineation of the Wellhead Protection Areas (WHPA) and the vulnerability
assessments of each well and its corresponding Drinking Water Supply Management
Area (DWSMA); and
WHEREAS, The information and data within part two of the Plan provide a basis for the
development of strategies to manage identified potential contaminant sources within the
DWSMA of each municipal well; and
WHEREAS, The Plan also introduces the educational opportunities for residents and
businesses pertaining to wellhead protection; and
WHEREAS, A component of the wellhead protection planning process requires a public
hearing so the general public can review the Wellhead Protection Plan. A copy of the
entire document is available for review in the library at City Hall.
NOW, THEREFORE, BE IT RESOLVED that the Lino Lakes City Council hereby
accepts the Wellhead Protection Plan.
Adopted by the Lino Lakes City Council this 25th day of October, 2004.

BACKGROUND:
The Federal Safe Drinking Water and Minnesota Groundwater Protection Acts have
mandated that all municipal well operators develop a Wellhead Protection Plan. The
purpose of the plan is to address the long term and chronic health effects of human
caused contaminates to the groundwater supply.
The first part of the plan was completed in July of 2001 and encompasses the
delineation of the Wellhead Protection Areas (WHPA) and the vulnerability assessments
of each well and its corresponding Drinking Water Supply Management Area (DWSMA).
Municipal wells 1, 3, and 4 were determined to be non - vulnerable due to adequate
protection from confining layers between the aquifer and the land surface. Well 2,
however, lacks geologic protection and is considered to be vulnerable to potential
contaminants from the land surface.
The second part of the Plan requires the following:
• A review of the data elements.
• The results of the potential contaminant source inventory.
• A review of changes, issues, problems, and opportunities related to the public water
supply and the identified potential contaminant sources.
• A detailed discussion of the potential contaminant source management strategies
and corresponding goals, objectives, and action plans.
• A review of the wellhead protection program and alternative water supply
contingency strategy.
The information and data within part two of the Plan provide a basis for the development
of strategies to manage identified potential contaminant sources within the DWSMA of
each municipal well. Due to its vulnerable status, the emphasis of the Plan is to
address and manage the potential contaminant sources within the Well 2 DWSMA. The
Plan also introduces the educational opportunities for residents and businesses
pertaining to wellhead protection. The City of Lino Lakes has historically provided a
safe, reliable, and sufficient supply of high quality groundwater to its residents. It is the
City's intention, through the implementation of this Wellhead Protection Plan, to protect
the water supply for its residents well into the future.
A component of the wellhead protection planning process requires a public information
meeting so the general public can review the Wellhead Protection Plan. A copy of the
entire document is available for review in the library at City Hall.

1. Open Public Hearing, Take Comment, Close Public Hearing, and Approve
Resolution 04 -144, Accepting WellHead Protection Plan.
2. Return to staff.
