RESOLUTION NO.04 -165'
SUPPORTING ANOKA COUNTY FEDERAL FUNDING APPROPRIATIONS
REQUEST FOR THE
I- 35E /CSAH 14 INTERCHANGE DESIGN
WHEREAS, the continued growth of the city and surrounding communities is leading to
increasing travel demand along the CSAH 14/I -35E corridor which, if unmanaged, can
negatively affect the level of performance, safety, and congestion experienced by users
of the corridor; and,.
WHEREAS, community leaders, motorists, and road authorities have identified this
growing travel demand and development pressure as a concern with potential negative
consequences for mobility and safety in the corridor, with the potential to further
degrade the performance level now provided by the corridor, and the resulting
implications for the economy and quality of life of the region; and,
WHEREAS, the CSAH 14/I -35E interchange is currently operating at a substandard
level of performance, continues to increase in congestion and is raising safety concerns;
and
WHEREAS, the Cities of Lino Lakes, Centerville, Forest Lake, and Hugo, the Town of
Columbus, and Counties of Anoka and Washington, recognizing the potential impact of
continued growth pressure on the corridor, have entered into a Joint Powers Agreement
to collaboratively evaluate the Tong -term role that the CSAH 14 Corridor will play in
meeting the transportation needs of the area and to support needed improvements to
the corridor, including the CSAH 14/I -35E interchange; and,
WHEREAS, Anoka County has submitted an appropriations request for federal funds to
assist with the engineering design work to the I -35E /CSAH 14 interchange.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LINO LAKES, MINNESOTA:
That the City of Lino Lakes supports the request of Anoka County for a 2005
appropriation of federal funds to complete the engineering design for the CSAH 14/1 -
35E interchange.
BE IT FURTHER RESOLVED, the City of Lino Lakes City Council is committed to
working in partnership with the Cities of Centerville, Forest Lake, and Hugo, the Town of
Columbus, and the Counties of Anoka and Washington in order to provide benefit to the
traveling public and to promote the stewardship of the public infrastructure through
coordinated programming of transportation infrastructure, and in the design, funding and
construction of such transportation infrastructure for the future.

Supporting Anoka County request for Federal
Funding for I -35E /CSAH 14 Interchange design
Simple Majority
Anoka County Commissioner Rhonda Sivarajah has initiated an appropriations request
for federal funding to assist with the engineering design of the I -35E /CSAH 14 (Main
Street) interchange. Over the last two years the City of Lino Lakes has partnered with
the surrounding communities of Centerville, Hugo and Forest Lake, the Town of
Columbus, as well as Anoka and Washington counties to emphasis the need for
improvements within this corridor and more specifically to advance the improvement
timeline for the interchange.
As previously discussed with the surrounding communities, while I- 35E/CSAH 14
interchange continues to operate poorly and increase in congestion, improvements to
the interchange are not included in Mn /DOT's 20 year plan and Anoka County's
previous requests for funding through the State Transportation Improvement Program
(STIP) have not been successful.
Due to the effort of Lino Lakes and surrounding communities the need for improvements
to the interchange is becoming more obvious. In an attempt to move the project
forward Anoka County has requested $750,000 in federal funds to assist with the
engineering design of the interchange. If awarded the dollars will allow for the design of
the interchange, improve our readiness to move forward on possible construction, and
possibly elevate the status of the project on future STIP applications.
RECOMMENDATION
Staff is recommending approval of Resolution No. 04 -165.
