HomeMy WebLinkAbout04/24/1989 Council Minutes1 A work session of the Lino Lakes City Council was called to order by Mayor Benson, Monday, April 24, 1989 at 6:00 P.M. Council Members present: Neal, Bohjanen, Reinert, Bisel. Staff Members present: City Administrator Randy Schumacher, City Engineer Ron Stahlberg, and Administrative Assistant Daniel Tesch. WEST SHADOW LAKE DRIVE IMPROVEMENT Mr. Stahlberg began his presentation to the Council by referencing a map behind the Council members, and a letter from his office dated April 21, 1989 (Re: West Shadow Lake Drive Preliminary Assessment Roll Commission No. 9747 -01). Preliminary costs for this improvement to West Shadow Lake Drive were stated as follows: Sewer: $ 401,100.00 Water: $ 299,900.00 Storm Sewer4 $ 200,300.00 Non State Aid $ Streets $ 71,900.00 State Aid Streets $ 844,100.00 TOTAL $1,817,300.00 Mr. Stahlberg stated that they had difficulty in putting together the assessments on this project due to the configuration of the lots, especially the lots around Shadow Court, ie. not being able to make an assessment greater than the market value of the property. The front footage of these lots correlate to assessments of over $25,000.00, with no possibility to subdivide. Mayor Benson asked Mr. Stahlberg what kind of a range for assessments are we looking at. Mr. Stahlberg answered roughly anywhere from 11,000.00 to $28,000.00. Mr. Stahlberg continued to describe just how utilities would be pumped around Reshanau Lake. Mr. Reinert voiced the Council's concern that there would be additional expense due to "double pumping" (the use of a lift station). He asked if there was any way to go around through Aqua Lane. Mr. Stahlberg replied that there are presently no facilities to use within this area. Lino Lakes is flat which translates into several lift stations. Mayor Benson asked Mr. Stahlberg if this then was the best route given what we have available today. Mr. Stahlberg replied yes. Mr. Stahlberg was asked how many hookups he foresees. Mr. Stahlberg replied that he would not know until after the meeting that was scheduled for Thursday night. (4- 27 -89) with the residents. Mr. Stahlberg emphasized his point that if this project is going to go through with such high assessments, our special assessment policy will need to be re- examined. The cost may be prohibitive. Mayor Benson questioned what funds we had available for project. Mr. Stahlberg replied that we had State Aid, Special Assessments, Connection Fees, and Area Assessments. The Mayor stated that we would more than likely not want to spend all our State Aid Funds on one project. Mr. Stahlberg had questions to put to the Council. First, would we be giving residents the option of hooking up, or not hooking up to this system. Second, should we be looking at another way of assessing this project. this In reply to his first question, Mr. Bisel stated that he was not comfortable with changing a policy because it did not always suit people. On the second question, Mr. Stahlberg offered the possibility of a unit cost. This would have every proPerty owner paying an equal cost for the improvement. Mayor Benson questioned who would be picking up the balance of the cost? Mr. Reinert was equally emphatic that everyone not be assessed the same cost. It would be discriminatory as the improvement would affect a $150,000.00 house differently than it would $300,000.00 house. Mr. Bisel remembered back a few years when residents around lakes were encouraged to hookup to public utilities. He asked where these funds came from. Mr. Stahlberg replied the State. The Council questioned the engineer as to whether or not the State still had funds of this nature available. Mr. Stahlberg said he thought not, but went on to explain to the Council the State's Needs List. Mr. Reinert added that this lake would probably not be deemed significant enough to rate a grant of any sort. Mayor Benson brought up the issue of the County assisting us with this project due to the fact that this road is the only access to their golf course. Mr. Bisel added that a tax per golf game might be in order. This would be earmarked specifically for road maintenance on West Shadow Lake Drive. Mr. Stahlberg stated that there is a potential, though not terribly realistic, of 95 developable lots here. Based on this figure, the cost of an assessment might be reduced to $7,500.00 per lot. Again, Mr. Reinert mentioned that this type of per unit cost was not fair, given the difference is home prices. Mayor Benson and Mr. Reinert thought that assessed value should enter into this unit cost. Again, Mr Stahlberg asked what direction he should take at his Thursday night meeting with the residents. The Council - directed Mr.- tahlberg to put to them all the issues and options we have discussed this evening. The residents 1 1 COUNCIL WORK SESSION APRIL 24, 1989 of West Shadow Lake Drive have requested we look into this situation. Mayor Benson asked the Council.. "What if the residents agree with a unit cost..." The Council agreed that it was up to the residents, and if they felt this was okay, then that would be find. In the meantime, Mr. Stahlberg was also asked to remain in touch with the County with regards to this project and possible assistance. Mayor Benson closed the work session at 6:55 P.M.
