COUNCIL WORK SESSION MAY 22, 1989
A work session of the Lino Lakes City Council was called
to order by Mayor Benson at 6:07 P.M., Monday, May 22, 1989.
Council Members present: Neal, Bohjanen, Bisel. Mr. Reinert
arrived at 6:35 P.M. Council. Members absent: none. City
Administrator Randy Schumacher and Clerk- Treasurer Marilyn
Anderson were also present.
The purpose of the work session is to review the 1989 Work
Plan.
Mr. Schumacher explained that he has taken the 1989 Work Plan
and has briefly reviewed the goals and will outline where he
presently is with the Plan.
PERSONNEL
The annual employee reviews are complete and the mid -term
reviews will be conducted during June. Mr. Schumacher and
Mr. Tesch have been working since February with a consultant
completing a non -union salary step program and would like to
schedule a work shop with the Council to review and adjust
this document along with both union contracts. A pay plan
will be included with the salary step plan. Mr. Schumacher
will discuss a date for the work shop with the consultant.
One possible date is June 5, 1989 between 4:00 P.M. and 7:00
P.M.
With the addition of two new staff members there has been a
need to re- organize and update job descriptions. This will
be done in June and will be submitted to the Council for any
further adjustments.
Mr. Schumacher noted the adjustments in staff for the Police
Department and the Public Works Department. Also a secretary
has been designated for the Planning Department.
The Personnel Policy is also being updated. The Policy will
come back to the Council for further review or adjustment.
Both union contracts expire December 31, 1989. The 49n'rs
Contract has been re- opened and there is some negotiations
currently taking place.
The Affirmative Action Program is being monitored. The
original Plan indicated that the staff was short five female
employees. Two female employees have been added since the
adoption of the Plan.
Mayor Benson asked if Mr. Schumacher had constructed a form
for feedback from employees. Mr. Schumacher said the form is
complete and he will submit it to the employees in June.
Mayor Benson asked to have the Council review the form prior,
to giving it to the staff. Mr. Bisel said he would like some
input from the staff as to what items should be included in

the form.
POLICE DEPARTMENT
Mr. Schumacher explained that Chief Campbell is currently
working on a plan to promote public involvement in
preventative crime programs and a plan to establish new
security policies that will handle increased commercial and
industrial development. He noted that the implementation of
the new computer system is going well.
Earlier this spring one additional officer was trained and
certified to help Mr. Volk implement a stricter program for
spring road restrictions. Additional hours were worked after
the normal work day patrolling for overweight violations.
Mr. Schumacher explained the problem regarding issuing
permits for half -loads and the operator hauling full- loads.
Mr. Schumacher explained that the Chief has been meeting with
the Centerville liaison on a monthly basis and that patrol
officers do stop at the Centerville City Hall but not on a
routine basis.
PARKS AND RECREATION
The new trails system ordinance was passed by the City
Council requiring dedication to the trails system. Arbor Day
was a success despite the weather. The new City newsletter
will have a section dedicated to City Parks and their
promotion. The capital outlay plan is updated on an annual
basis and a park inventory is being completed.
Mr. Schumacher noted that one of the top issues on the
Citizen Survey completed last fall was that a trail system
was needed in Lino Lakes. Also youth recreation programs
were seen as a specific need in Lino Lakes. Lino Lakes,
Centerville, Lexington, Circle Pines and Blaine have been
working on a recreation program for over a year and now •
Blaine has backed out of the program. The remaining cities
are still working on details of this program.
Mr. Volk told the Council that Mr. Ray Johnson, Chairman of
the Park Board is very upset because developers /builders have
not completed the parks within their subdivisions. There was
further discussion on this matter as well as the situation on
LaMotte Circle regarding the breakup of the street.
FUTURE BUILDING CONSTRUCTION
Bids have been received and several firms have been
interviewed regarding the needs analysis program. There are
two firms to choose from. Mr. Volk has been working with Mr.
Apitz regarding developing his farm into a site for a
possible future city hall, fire hall and /or possibly even an

elementary school. Also the owner of the lots adjacent to the
Lino Lakes fire hall has been approached regarding possibly
buying these lots and expanding the facilities on Lake Drive.
All new construction and land acquisition will be financed by
either a lease purchase plan, referendum or a combination of
the two.
FIRE DEPARTMENT
The Steering Committee continue to negotiate a new Joint
Powers Agreement. Mr. Schumacher felt that one more meeting
was needed to discuss the issue of fire hall locations and
how they were to be financed. When this is resolved, a staff
report will be prepared for each City Council summarizing all
the issues that were discussed.
ECONOMIC DEVELOPMENT
The Information Guide has been completed and an individual
has been contracted to put the information in a specific
format for marketing purposes. Mayor Benson asked that the
Council have a chance to review the document prior to sending
it to the printers.
A public improvements plan has been developed for the 1989
improvements scheduled for start -up in 1989. These
improvements include the West Central Trunk Sewer and Water
Lines, the Outlet Mall and street access to 24th Avenue
(Elmcrest).
The Laventhol report has been completed and the EDC is
considering producing a video yet this year. The report and
the video would be presented to the Council prior to making
them public.
Establishing a Business Retention Program was not high on the
EDC priority list. However, they do want to send out members
to visit local businessmen to be sure they will stay in Lino
Lakes.
The EDC is planning to have an incentive for Builders Day.
Mr. Bisel suggested that this event be held earlier in the
year to avoid the beginning of the construction season.
FINANCE
Mr. Schumacher explained the new computer system is
operational. Currently utility bills are being produced on
the new system. The payroll and fund accounting will take
additional time. The payroll should be operational during
the third quarter and the fund accounting during the fourth
quarter. All stations are using the word processing without
any difficulty.

The Council recently received a cash flow comparison produced
on the computer. Within the next thirty (30) to forty five
(45) days Mr. Schumacher will give the Council an update on
the 1989 Budget so that there will be no surprises at the end
of the year.
MUNICIPAL OFFICE AUTOMATION
Mr. Bisel told the Council that a member of the Planning and
Zoning Board audience was using a program on project
management. He suggested that this program may be useful for
Lino Lakes.
Mr. Schumacher explained that all staff have had the initial
computer training from Banyan Data Systems. Mrs. Romocky has
had additional training in Lotus. He also noted a program
used in several communities where the employer finances the
purchase of a computer for the employees personal use. The
cost of the computer is deducted from the employees paycheck
in equal installments. Mr. Bisel said that this was
happening at the school as well. This program encourages the
employee to use the computer at home with the idea that the
employee will become more proficient in using the computer.
PUBLIC RELATIONS
Mr. Schumacher explained that he has continued his program of
meeting with local businessmen on a one to one basis. Mr.
Reinert asked that Mr. Schumacher prepare a report on this
program for the Council.
The newsletter will be published quarterly starting with the
summer quarter. Mayor Benson asked if the Council will have
some :input. Mr. Schumacher explained that Cathy Wyland is
producing the newsletter and he would let her know that the
Council will provide input from time to time.
The City of Lino Lakes is now with the Anoka Chamber of
Commerce and Mr. Tesch attends these meetings.
CABLE TV
Mr. Schumacher explained that taping of city meetings will
begin with the Park Board meeting on June 5, 1989. The
Council meetings will be taped starting the fourth quarter of
1989.

Mr. Schumacher listed several issues that are currently being
addressed by him and /or the staff:

Mr. Reinert referred to Item No. 5, PERSONNEL and noted that
he realized that the City is growing and there is a need for
additional staff. He asked that some effort be made to
streamline and consolidate the work load and look for greater
efficiency. Mr. Bisel said that he felt that this is not a
problem at this time but should be monitored.
The meeting recessed at 7:05 P.M.
