v <br />1 4 <br />^ ^' "KCIL WORK SESSION JUNK 12, 1989 <br />Mayor Benson called the Work Session to order at 6 :00 P.M., <br />June 12, 1989. Council Members present: Neal, Bisel. <br />Council Members absent: Bohjanen,•Reinert. City <br />Administrator, Randy Schumacher; Engineer, Ron Stahiberg; <br />Public Works Director, Don Volk and Clerk - Treasurer, Marilyn <br />Anderson were also present. <br />The purpose of the Work Session was a discussion on State Aid <br />Road Project, 2nd Avenue. <br />Mr. Stahiberg explained that 2nd Avenue starting at Lake <br />Drive all the way through to Elm Street is on the State Aid <br />Road System for Lino Lakes. He gave the background as to why <br />the trunk sewer and water mains are being constructed at this <br />time without upgrading 2nd Avenue. He noted that the portion <br />of 2nd Avenue adjoining Sunrise Meadows will be upgraded to <br />State Aid status and now that another plat, Parkview Estates <br />is being considered. the portion of 2nd Avenue bordering this <br />subdivision should also be considered for upgrading. Mr. <br />Stahlberg also explained that he expects additional <br />subdivisions to come to the City for approval. The <br />subdivisions adjoin the area that is designed to become a <br />portion of 2nd Avenue (St. Joseph Church property). He <br />explained that he sees a developing need to get people off of <br />2nd Avenue to Lake Drive and asked for`direction from the <br />Council regarding acquiring additional right -of -way, the need <br />to re -align 2nd Avenue at the Church property and the need <br />for a lot of fill on 2nd Avenue near Lake Drive. He <br />suggested that the City proceed posthaste with these items. <br />There was discussion of getting people in the Sunrise <br />Meadows / Parkview Estates area out to Lake Drive in a <br />different direction than south on 2nd Avenue to Lake Drive. <br />Mr. Bisel suggested channeling traffic either east or west. <br />Mr. Bisel asked about floating the new road on 2nd Avenue and <br />Mr. Stahlberg explained that it would be floated starting <br />about 1400 feet north of Lake Drive and MSA would help pay <br />these costs. Floating the road did not appear to be a <br />problem. <br />Mr. Volk showed the Council a drawing of the proposed Lake <br />Drive /Highway #49 interchange update. He noted that there <br />would be no traffic lights as the amount of traffic through <br />that area does not yet warrant lights. Mr. Stahlberg <br />explained to the Council how the area would be designed to <br />channel traffic. This was discussed at length with Mr. <br />Stahlberg showing how the channeling would be designed. It <br />was noted that Mr. Stahiberg has been talking to the owners <br />of My -Place and with Mr. Shaw regarding obtaining additional <br />right -of -way from them. <br />OTHER POTENTIAL STATE AID ROADS <br />Mr. Stahiberg explained that the County State Aid plans for <br />
