^ ^' "KCIL WORK SESSION JUNK 12, 1989
Mayor Benson called the Work Session to order at 6 :00 P.M.,
June 12, 1989. Council Members present: Neal, Bisel.
Council Members absent: Bohjanen,•Reinert. City
Administrator, Randy Schumacher; Engineer, Ron Stahiberg;
Public Works Director, Don Volk and Clerk - Treasurer, Marilyn
Anderson were also present.
The purpose of the Work Session was a discussion on State Aid
Road Project, 2nd Avenue.
Mr. Stahiberg explained that 2nd Avenue starting at Lake
Drive all the way through to Elm Street is on the State Aid
Road System for Lino Lakes. He gave the background as to why
the trunk sewer and water mains are being constructed at this
time without upgrading 2nd Avenue. He noted that the portion
of 2nd Avenue adjoining Sunrise Meadows will be upgraded to
State Aid status and now that another plat, Parkview Estates
is being considered. the portion of 2nd Avenue bordering this
subdivision should also be considered for upgrading. Mr.
Stahlberg also explained that he expects additional
subdivisions to come to the City for approval. The
subdivisions adjoin the area that is designed to become a
portion of 2nd Avenue (St. Joseph Church property). He
explained that he sees a developing need to get people off of
2nd Avenue to Lake Drive and asked for`direction from the
Council regarding acquiring additional right -of -way, the need
to re -align 2nd Avenue at the Church property and the need
for a lot of fill on 2nd Avenue near Lake Drive. He
suggested that the City proceed posthaste with these items.
There was discussion of getting people in the Sunrise
Meadows / Parkview Estates area out to Lake Drive in a
different direction than south on 2nd Avenue to Lake Drive.
Mr. Bisel suggested channeling traffic either east or west.
Mr. Bisel asked about floating the new road on 2nd Avenue and
Mr. Stahlberg explained that it would be floated starting
about 1400 feet north of Lake Drive and MSA would help pay
these costs. Floating the road did not appear to be a
problem.
Mr. Volk showed the Council a drawing of the proposed Lake
Drive /Highway #49 interchange update. He noted that there
would be no traffic lights as the amount of traffic through
that area does not yet warrant lights. Mr. Stahlberg
explained to the Council how the area would be designed to
channel traffic. This was discussed at length with Mr.
Stahlberg showing how the channeling would be designed. It
was noted that Mr. Stahiberg has been talking to the owners
of My -Place and with Mr. Shaw regarding obtaining additional
right -of -way from them.
OTHER POTENTIAL STATE AID ROADS
Mr. Stahiberg explained that the County State Aid plans for

I Elm Street in the future are not clear. He has been
discussing exchanging Elm Street with 24th Avenue with the
County. The County is not very receptive to this idea.
2nd Avenue MSA improvement will be placed on the next Council
agenda.
D. ERICKSON'S TOWNHOUSES - WILLOW POND
Mr. Stahlberg displayed a map of the townhouses noting the
ponding area near Elm Street and the approach to Sunset Road.
He displayed another map showing a possible alignment of Elm
Street as it approaches Sunset Road. He has shown this map
to Mr. John Olson, County Engineer. Mr. Olson felt this
might be a practical solution and said he would talk to
another person at the County about this matter. The re-
alignment would affect about four parcels of property south
of Elm Street. It was suggested that if these properties
were condemned and the street re- aligned, then the property
to the north of the new street could be added to the townhome
subdivision. Mayor Benson noted that the citizens along Elm
Street have said no to the upgrading of Elm Street. However,
if the west end were upgraded, it would make sense to upgrade
the entire street. Mr. Neal suggested ,talking to the
developer and asking him to purchase the four parcels of land
affected by the re- alignment. The City could hold up the
development of the west portion of the townhomes until the
road situation is resolved and this would possibly add more
land to the townhome subdivision.
Mr. Stahlherg said he would place 2nd Avenue on the next
Council agenda and contact D. Erickson and Anoka County
regarding Rim Street. Mr. Bisel also suggested that another
neighborhood meeting be held in the Elm Street area.
The Work Session was adjourned at 6:54 P.M.
These minutes were considered and approved at a regular Council meeting
on June 26, 1989.
