HomeMy WebLinkAbout07/24/1989 Council Minutes1 1 COUNCIL WORK SESSION JULY 24, 1989 Mayor Benson called the Council Work Session to order at 6:08 P.M., Monday, July 24, 1989. Council Members present: Neal, Bohjanen. Council Members absent: Reinert and Bisel. City Engineer, Ron Stahlberg; Administrator, Randy Schumacher; Public Works Director, Don Volk and Clerk- Treasurer Marilyn Anderson were also present. Mayor Benson explained that the purpose of the Work Shop was to hear a summary of the West Central Trunk Sewer and Water Improvement Project, Phase II. Mr. Stahlberg used two overhead project maps to point out two possible routes of Phase II. The first route started at the intersection of Industrial Boulevard and 4th Avenue, north to 77th Street, east to the east side of Lake Drive, then south approximately 300 feet to the Rehbein property. The second route started at the intersection of Industrial Boulevard and 4th Avenue, east through the Feedrite Controls property and Rehbein property south of Lilac then to Lilac Street, then east to Lake Drive and then north to the Rehbein property. Mr. Stahlbergs second map showed all the property north of 35W interested in receiving sewer service. The area extended to the north boundary of Lino Lakes. At this point it appears that the route for Phase II is north to 77th Street and then east to Lake Drive. There is little resistance from the landowners and from an engineering standpoint this route is the most logical. Mr. Stahlberg explained that Mr. Volk and other staff people have been visiting with the landowners and obtaining petitions for services. Mayor Benson asked what problems are caused by the alternate route. Mr. Stahlberg explained that this route would not help to get the services north to the other areas requesting services. It is also probably the highest point in Lino Lakes and from an engineering stand point not a good location. Mr. Stahlberg discussed the time table for Phase II. The improvement public hearing is scheduled for August 14, 1989 and since it will be a completely petitioned improvement, fifty (50) of the sixty (60) day waiting period can be waived. Mayor Benson asked what would happen if two landowners did not sign a petition. Mr. Stahlberg said they would not be included in the improvement, thereby leaving it a 100% petitioned improvement. Mayor Benson asked starting at the proposed Outlet Mall (Rehbein property) and going west back over the first proposed route, how many landowners will not petition for the improvement. Mr. Stahlberg said two (2). Mayor Benson noted that only 51% of the landowners are required for an improvement project according to the Charter. This would COUNCIL WORK SESSION JULY 24, 1989 mean that everyone could be assessed. Also at this time, these landowners could petition out of the improvement but the City would pot have to accept their petitions. Mr. Stahlberg continued his planned time schedule for the improvement. The public hearing is scheduled for August 14, 1989. The improvement could be ordered and plans and specifications ordered at the August 28th Council meeting. Bids then could be let so that construction could begin yet this fall. The Outlet Mall people want to have a least a portion of the mall open by March, 1990. Mr. Stahlberg noted that there is a lot of work to do; obtain all the right -of- way, prepare the design and specifications, etc. A March, 1990 opening means a very tight schedule. Mayor Benson referred to the second map presented by Mr. Stahiberg showing the properties requesting utility services to the north corporate limits. He asked if the only way to get service to Main Street was through the Morehouse property. Mr. Stahlberg said yes at this time. It was also noted that the Morehouse property may be sold for development. Mr. Bohjanen asked about the property south of the proposed Outlet Mall site and asked if the utility service could be extended to this property. Mr. Stahlberg explained how this area could be served. It was noted that the Outlet Mall people are also interested in this property. Mr. Schumacher explained that if Phase II is not treated as a 1009 petitioned improvement project with the ability to waive fifty (50) of the sixty (60) waiting day period, it will mean winter construction and the possibility that the deadline of March 1st will not be met. He explained that he has met with Jim Schilling, owner of the majority of lots in the Industrial Park. Mr. Schilling has expressed a concern that there could be large assessments on each of his lots because of the long frontages and he may not get his money out of the lots. Mr. Schilling also expressed concern that if he petitions for the improvements and receives the assessment the Council may not be too cooperative about what will develop in the Industrial Park. Mr. Schilling has indicated that if he accepts the assessments he would like the paving and drainage to be constructed at the same time, Mr. Schumacher pointed out three lots on the very south portion of the Industrial Park and noted that these lots may be a very good location for a water storage tower. He suggested that this be considered by the Council. Mr. Bohjanen asked about the condition of these lots. Mr. Stahiberg explained that they do get the overflow from the drainage area. Mr. Neal referred to Phase I of this improvement and asked 1 1 1 1 1 COUNCIL WORK SESSION JULY 24, 1989 Mr. Stahlberg to explain the problem with the location of the utilities. Mr. Stahlberg explained that an error had been made in surveyipg which has resulted in the current ditch being in the wrong location. The error is being corrected at no cost to the City. Mr. Stahlberg told the Council that he has met with Mr. Uhde who is developing the land on the north side of Reshanau Lake owned by Mr. Robertson regarding the possible extension of an easement between Black Duck Drive and West Shadow Lake Drive on the west side of the lake. Mr. Uhde sees this as something that he can live with. Mayor Benson asked what Mr. Uhde's concern was. Mr. Stahlberg explained that the preliminary plat shows Black Duck Drive ending in a cud -de- sac and this would not allow extension of Black Duck Drive in the future. Mr. Neal asked if the proposed extension of Black Duck Drive runs through the Anoka County Open Space. It was explained that it will and Mr. Neal suggested that Mr. Torkildson would oppose the construction. Mr. Schumacher explained that at this time the City only wants the necessary easements. Mr. Schumacher asked about the proposed boat ramp on Reshanau Lake. Mr. Stahlberg explained that this is no long planned. Mayor Benson asked if the City is still looking at putting an additional cost on the golf course for the purpose of street improvements. Mr. Schumacher said nothing has been done yet. Mr. Bohjanen moved to adjourn at 6:37 P.M. Mr. Neal seconded the motion. Aye.
