COUNCIL WORK SESSION AUGUST 14, 1989
Acting Mayor Reinert called the Work Session to order at 6:13
P.M. Council Members present: Neal, Bohjanen, Bisel. Mayor
Benson arrived at 6:30 P.M. City Administrator, Randy
Schumacher and Clerk- Treasurer Marilyn Anderson were also
present.
The purpose of the Work Session was to review the Centennial
Fire District Joint Powers Agreement.
Mr. Bisel asked about section 6.3 and 6.4 Ownership with
regard to dissolution. Acting Mayor Reinert explained that
as Lino Lakes grows Lino Lakes will contribute a larger
portion to the budget and therefore will get a larger portion
of the equipment in the event that the District is dissolved.
Section 8.4 Balancing Formula was discussed noting that the
fire tax on a home in all three cities should not vary more
than 10 %. This balancing formula would guarantee that each
community is paying an equal fire tax.
Section 13.1 Distribution of Equipment was discussed. Mr.
Bisel asked about the original appraisal on some of the
original equipment. Mr. Schumacher explained that every so
often equipment will be re- appraised. He noted that
currently the City is paying depreciation on equipment that
is less than fifteen (15) years old. Acting Mayor Reinert
noted that one key to this section is that we must be sure
the appraiser is qualified.
Section 13 d, Allocated Dollars to Purchase Equipment was
discussed.
Mr. Bisel recommend that a sentence reading " When a City
reaches the point where it is responsible for 70% of the
payment of the budget, then the entire Joint Powers Agreement
shall be reviewed ". He explained that he felt this would be
a good check point. If something is out of line, this check
point would be a good place for an adjustment. Acting Mayor
Reinert noted that this would cause a problem if it were to
occur within the first five year period. Mr. Bisel said he
was concerned that it not go to far before an adjustment is
made.
Mayor Benson arrived and commented on this matter, explaining
that Mr. Schumacher could look at what would happen to the
percentages with a potential growth to 12,000 residents. Mr.
Reinert said he was concerned that the negotiating committee
has done all of this work and he wanted to give it a fair
chance. Mayor Benson asked what would happen if Lino Lakes
population went to 12,000, Circle Pines to 5,000 and
Centerville to 1,500? Mr. Schumacher said that an equalizing
formula has already been built into the agreement. There was
further discussion on this matter with Mayor Benson
expressing concern that we look at the formula before any

city withdraws. Mr. Reinert said that a check point has been
included in the budget as well as the Agreement. Mayor Benson
said he felt Mr. Bisel had a good point and suggested that it
be mandatory for all Councils to meet at the third quarter
and review the Agreement to see if any community has reached
the 70% point. Mr. Schumacher said he felt that there were
already a lot of checks and balances included in the
Agreement. Mayor Benson noted the potential industrial and
commercial growth and suggested that this idea be brought
before the other two cities.
Mr. Schumacher explained that he has a meeting with the
Administrators of Circle Pines and Centerville and he will
bring this to their attention at that time.
Mayor Benson noted two items that have not yet been addressed
are the uniform fire code and regulations for gas stations.
Mr. Schumacher explained that the attorneys for Centerville
and Circle Pines are now reviewing the document. They will
forward their opinion to staff.
Mr. Bohjanen moved to adjourn at 6:55 P.M. Mr. Bisel
seconded the motion. Motion carried unanimously.
As the meeting ended, the Council Members were served with Complaint and
Motion for Temporary Injunction by an undentified lady. Mr. Hawkins said
he would review these documents and give the Council his opinion on this
matter.
These minutes were considered, corrected and approved at a regular Council
meeting held August 28, 1989.
