COUNCIL WORK SESSION AUGUST 28, 1989
Acting Mayor Reinert called a work session of the City
Council to order at 6:10 P.M. Council Members present:
Neal, Bisel. Council Members absent: Bohjanen. Mayor
Benson arrived late in the meeting. Chief of Police, Dean
Campbell; Administrator, Randy Schumacher and Clerk -
Treasurer, Marilyn Anderson were also present.
The purpose of the work session was to review the Centerville
Police Contract.
Mr. Schumacher reviewed this matter with the Council noting
that contract for 1989 had not been established because the
City of Centerville had considered establishing their own
department and because the Lino Lakes Council had delayed
action until the Centennial Fire District Joint Powers
Agreement was near completion. Mr. Schumacher also explained
that the Council on May 22, 1989 had moved to establish the
1989 Centerville Police Contract for $85,000.00.
A new contract has been prepared, incorporating some new
langauge and this draft has been sent to Centerville. There
have been two meetings with the elected officials in
Centerville and they have asked that Lino Lakes consider an
adjustment as follows: 1) consider looking at more than a one
year contract, possibly a three year contract; 2) and
consider a 3% annual increase in costs. Chief Campbell and
Mr. Schumacher are recommending that the contract be based on
the cost of one and one half officers. The third
consideration requested by Centerville is that Lino Lakes
consider accepting the rate for the first one half of 1989 be
based on the same rate as in 1988. They do not have a
problem paying the full $85,000 rate for the last half of
1989. Mr. Schumacher explained that this would result in a
total payment for 1989 of approximately $76,000 or $9,000
less than Lino Lakes has requested.
Mr. Reinert asked what effect does the new full time officer
have in this matter. Mr. Schumacher explained that he will
cost about $16,000 for 1989.
Mr. Bisel said his concern started in late 1988 when
Centerville decided to start their own police department.
They advertised for bids and received bids based on actual
costs. Their bids came in higher than what this contract
will cost them and this contract is for full time coverage
not eight hours or sixteen (16) hours. He felt this situation
is the same as if Lino Lakes needed a consultant. The City
would ask the consultant what can you do for us and what will
you charge for this service. He explained that he felt this
case was no different, Centerville should come to Lino Lakes
and outline what they want for service and then ask the cost.
Mr. Bisel said he could not see that Centerville was in a
position to negotiate.

Chief Campbell explained that the Police Department is not
actually going to dedicate one man to serve Centerville only
but when planning the budget, dedicate one and one half man
to serve Centerville.
Mr. Reinert explained that the City recently hired an
additional new officer and he felt that Centerville should
pay for this new officer since we may not have had to hire
him if we were not providing service to Centerville. Mr.
Neal explained that the new officer was needed whether or
not service is provided to Centerville. Chief Campbell
agreed with this and noted that the Task Force recommendation
indicated that the Police Department was already short of
manpower.
Mr. Neal referred to the drug problems in the large cities.
He noted that the big cities will probably get all the
funding for drug control, however, as the larger cities move
on this matter the drug dealers will move to the suburbs such
as Lino Lakes and we do not have the manpower to handle the
problem.
Mr. Schumacher explained that he has provided the new Council
Members in Centerville a good background on this situation.
They feel that they should pay for their services but were
concerned that if Lino Lakes does not hold down the costs,
Centerville will look elsewhere for coverage. Mr. Bisel said
that he could not see that this Council should ask the Lino
Lakes citizens to support Centerville.
Mr. Reinert asked if they were prepared to pay $67,000 for
1989. Chief Campbell said yes, they were given this figure
at budget time and were told it was a preliminary figure.
They are willing to pay the additional amount of $9,000 over
this original $67,000.
Mr. Bisel expressed concern regarding the formula for 1990.
He felt the previous formula was to lengthy and did not want
to get into a long term contract. He felt that for 1990,
Centerville should ask for bids and then this City would bid
along with other departments. Mr. Bisel asked Chief Campbell
if Lino Lakes was gearing our Police Department to handle
Centerville. Chief Campbell said no, this department is
still two or three officers short of full manpower.
Mr. Reinert asked what Mr. Schumacher's recommendation is.
Mr. Schumacher said that we should compromise for 1989 and
"eat" $4,500, then 1990 could be either $85,000 or the cost
of one and one -half officers. Mr. Bisel said he was not
willing to do this. He felt that Lino Lakes did not have to
justify one man or two or three. We should provide them a
contract and tell them as of 12/31/89 our services are done
unless the contract is accepted. Chief Campbell said he
needs to get projected costs for 1990 and did not want to do

as Mr. Bisel suggested because Centerville did get bids in
late 1988. Mr. Reinert said since our 1990 budget is not
formulated, we cannot give Centerville a projected cost.
Mr. Reinert asked if we have to tell Centerville our costs.
Chief Campbell said the City Attorney has said that we do not
have to break down our costs. Mr. Reinert said this would
give Lino Lakes some flexibility. Mr. Bisel said that Chief
Campbell must know what activity is needed in Centerville and
he must have something in mind regarding costs. He felt if
Lino Lakes ties itself to population or the costs of one man
or one and one half men we could be locking ourselves into
this same situation as we were in before. The problem could
be that costs could be over $130,000.00.
Chief Campbell and Mr. Schumacher will meet with Centerville
and get the paper work in order and bring this matter back to
the Council. Mr. Bisel said the compromise is for 1989 only
and Lino Lakes will be presenting them a contract for 1990.
Mr. Bisel also said he did not want to enter into a long term
contract.
Mr. Bisel moved to adjourn at 6:50 P.M. Mr. Neal seconded
the motion. Aye.
These minutes were considered and approved at a regular Council meeting
held on September 11, 1989.
