COUNCIL WORK SESSION NOVEMBER 27, 1989
A work session of the Lino Lakes City Council was called to
order by Mayor Benson at 6:30 P.M., Monday, November 27,
1989. Council Members present: Bisel, Reinert, Bohjanen,
Neal. Police Chief, Campbell; City Administrator, Randy
Schumacher and Clerk- Treasurer Marilyn Anderson were also
present.
The purpose for the Work Session was to discuss the 1990
Centerville Police Contract.
Mr. Schumacher explained that this item was discussed at a
Council Work Session on November 13, 1989 and he and Chief
Campbell were asked to bring additional information back to
the Council.
Chief Campbell explained one concern of the Council regarded
insurance coverage for the officers and which City was
responsible for providing the coverage. Chief Campbell
contacted the City Attorney and additional language was added
to the contract. This language is in Section 4 of the
contract. The cost of insurance is included in Contract
Figures Effective January 1, 1990.
Chief Campbell said he felt that it was important that this
issue was raised by the Council and the contract has been
corrected. Mr. Reinert explained that Centerville should be
made aware that the City of Lino Lakes assumes a great deal
of responsibility and liability by providing this contract.
Mr. Bisel said he still had a problem with the entire
process. He said he understood that Lino Lakes has always
provided police protection to Centerville and that Lino Lakes
has prepared a contract and then Centerville has negotiated
and accepted a contract. He felt this process was backwards.
He suggested that Centerville provide Lino Lakes with a list
of specifications or what they want in a contract and then
Lino Lakes respond with a cost. Centerville could also send
their specifications to other police protection providers and
they also could respond with a bid.
Chief Campbell explained that this is what happened in 1988.
There was discussion regarding the amount of time an officer
will spend in Centerville. Chief Campbell explained that he
is not dedicating an officer for eight hours a day, this
contract is providing service on the same basis as in the
past. The difference is that Centerville will pay for one
and one half officers for eight hours a day.
Mr. Reinert questions Section #6 on page four. Chief
Campbell explained that officers must be sworn officers in
the communities where they work. This allows the officers to
enforce the ordinances of the City of Centerville. Mr.
Reinert asked if this Section is giving the Mayor of

Centerville control over the Lino Lakes officers. Chief
Campbell said no, it is allowing the Mayor of Centerville to
direct the officers in matters regarding enforcing the City
of Centerville Codes. Mr. Schumacher said there is other
language in the contract that specifically states that all
direction for the officers will come from the Police Chief.
Mayor Benson asked if the event of a major disaster, would
the Mayor of Centerville have authority to direct the
officers? Chief Campbell said this would be at the
discretion of the officers. Section #6 is only allowing the
officers to enforce city ordinances.
Mr. Hawkins entered the Council Chambers and Mr. Reinert
asked him if this contract gives the Mayor of Centerville
authority to direct the Lino Lakes Police Officers. Mr.
Hawkins said only to enforce the Centerville ordinances. Mr.
Hawkins explained the technical problem of having police
officers from another entity enforcing another city's codes.
He noted that Section #2 deals with administration authority.
Mr. Bisel asked if all items in Section #9, page 4, are
covered in the contract costs. Chief Campbell said yes. Mr.
Bisel said he felt that the proposed cost for this contract
is $50,000 to $60,000 less than the quotes that they received
last year and he did not see why there should be this
discrepancy. Mr. Reinert said he felt that since Lino Lakes
surrounds Centerville, there would be less cost involved with
travel. Mayor Benson noted that in effect Lino Lakes is
provided twenty four hour coverage for the cost of eight hour
coverage. Mr. Schumacher explained that there will not be an
officer in Centerville for any one period. Mr. Bisel said
that this is not any different than any part of Lino Lakes.
There was discussion about asking the City of Centerville
about what services they would like to see in the contract
and then submitting a proposal based upon their request. It
was decided that it was too late in the budget process to do
this but, this should be considered for 1991.
Mr. Reinert noted that the Administrator and the Police Chief
have thoroughly reviewed this contract. He felt this would
be a good deal for Lino Lakes as well as Centerville. Mr.
Bisel did not agree and said they are buying protection and
if the City of Centerville were to buy protection from
another entity, then the City of Lino Lakes would reduce the
Police Budget accordingly. Mr. Schumacher explained that
even if Centerville did not contract with Lino Lakes, the
need for expanded police protection in Lino Lakes would
eliminate any significant budget reduction.
Mr. Reinert asked Chief Campbell if in his conversations with
Mr. Joe Pelton, Centerville liaison, is this contract what
Centerville is looking for? Chief Campbell said he has met

with Mr. Pelton and two Council Members from Centerville and
their concerns were considered when the contract was drafted.
Chief Campbell said he felt the Centerville representatives
will tell Lino Lakes that it is to late in the budget process
and they do not want to delay this any longer.
Mayor Benson noted that during the discussions last year,
visibility of a police officer was a major complaint. Chief
Campbell explained that he felt this was just one instance.
However, he felt it should be established by Centerville just
what they expect in the way of visibility.
Mr. Bisel moved to adjourn the Work Session at 7:12 P.M. Mr.
Bohjanen seconded the motion. Aye.
These minutes were considered and approved at a regular Council meeting
held on December 11, 1989.
