COUNCIL WORK SESSION JANUARY 22, 1990 Mayor Bisel called a work session of the Lino Lakes City Council to order at 6:35 P.M. Council Members present: Neal, Kuether, Reinert and Bohjanen. Council Members absent: none. City Engineer's Schneider and Boxrud, City Administrator, Randy Schumacher and Clerk - Treasurer Marilyn Anderson were also present. 1990 COMMUNITY DEVELOPMENT BLOCK GRANT PROJECTS Mr. Schumacher explained that Lino Lakes along with twenty three (23) other Anoka County cities will be sharing in a three (3) CDGB program. Lino Lakes allocation of the program is about $73,000.00 and this will be received over the three (3) year period. The purpose of the CDGB funds is to eliminate blight and to assist low and moderate income residents. Last year $4,500 of this funding was designated for the Senior Center coordinator salarys. There were several other designated receivers of this money with the bulk going to the Economic Development Committee. Several organizations have appeared before the Council this past year asking for funding for their projects. These organizations include the Forest Lake Youth Service Bureau, RISE, Anoka County Action Committee and the Senior Outreach Program. Mr. Schumacher suggested that the Council prepare a policy on who would be eligible for funding through this City. Mr. Schumacher explained that Section 18, 19 Surface Water Management Plan is currently being prepared. This management plan will cover approximately 500 acres. It will be necessary to acquire easement and maybe an entire parcel of land to complete the plan. Mr. Schumacher referred to the former Wilson property. He noted that it is a natural drainage area and he has had a meeting with the current property owner about the matter of acquiring the entire parcel. The parcel is ten (10) acres and is almost entirely wetlands. It cannot be developed. Mr. Schumacher asked that the Council consider spending a sizeable portion of the CDGB for 1990 to acquire this property. The current owner is receptive to negotiating this matter. One possibility is for the City to purchase the parcel and give the current owner the option of staying on the property for a fixed period of time. Council Member Reinert said that he liked the idea and asked if there was any possibility of utilizing the parcel jointly with the school district. The school district could use a portion for a nature trail. Council Member Reinert asked about the possibility of doing something with landowners to beautify our City. He noted
