FEBRUARY 12, 1990
Mayor Bisel called a work session of the Lino Lakes City
Council to order at 6:38 P.M. Council Members present:
Neal, Kuether, Reinert. Council Members absent: Bohjanen.
City Administrator, Randy Schumacher and Clerk - Treasurer,
Marilyn Anderson were also present.
The purpose of the work session was to list goals for the
City to accomplish in 1990 and to list goals for the City
Administrator for 1990.
GOALS FOR THE CITY
Council Member Neal suggested the following goals for the
City:
- Construct two (2) bays on Fire Station No. 2 and this will
eliminate the need for a new fire station in the near
future.
- Get started on senior housing.
- Add at least two (2) additional police officers to the
Police Department.
- Start an Auxiliary Police Department with at least ten (10)
officers.
- Start a system called Senior Care Calls. The Anoka County
Sheriff is currently setting up such a system for the
Sheriff's Department. This would insure that seniors be
contacted on a periodic basis to determine if there is a
problem.
- Put someone on the school board as a liaison. He noted
that this is a secret organization and the Council would
not believe what is going on there.
Mayor Bisel suggested the following goals for the City:
- Establish zoning for adequate commercial /industrial lands.
- Complete a fire study and also a study of police office
space and make recommendations for implementing study.
- Investigation and report of refuge haulers franchise before
end of the year.
- "Computerize Projects ". Investigate and see how to
implement this program.
Council Member Reinert suggested the following goals for the
City:
- Solid Waste pickup 'assigned to a person in projection
formation.
- Improve City entrances. Currently most entrances are
"trashy" and suggested this be assigned as a project.
Possibility landowners, the City Forester and Mr. Asleson
could be involved.
- License all builders. This would give the City a better
handle on them. Mayor Bisel noted that this will come as a
recommendation from the Economic Development Committee.

- Start setting the budget earlier by setting preliminary
meetings a month earlier than this past year.
- Develop a City theme.
Council Member Kuether suggested the following goals:
- Improve public relations and the image of the City. She
suggested that this City participate in activities of other
communities such as Blaine, Forest Lake and possibly the
Winter Carnival.
- Clean up City entrances. This would help improve the City
image.
- Noted the one thing this City is known for is the prison.
Mayor Bisel said he felt that the image of this City is
beginning to change for the better. He noted that developers
now use the name of the City when advertising rather than
saying "north of North Oaks ". Mayor Bisel asked Mr.
Schumacher to coordinate all of the goals mentioned.
1990 GOALS FOR THE CITY ADMINISTRATOR
Council Member Neal suggested the following goals for the
City Administrator:
- Get the Cable TV to work properly and have the City name
installed behind the Council so that viewers know who they
are watching.
- Get backup help for the office.
- Keep a time schedule of three (3) employees who do not get
to work on time.
Mayor Bisel suggested the following goals for the City
Administrator:
- Establish a follow up procedure to Council items.
- Prepare an updated staff chart with job descriptions.
- "Bottom Up Evaluation ". Each employee would evaluate their
supervisor.
- Prepare a publication so that everyone that appears before
the Design Review Board gets the same information regarding
procedure.
Council Member Reinert suggested the following goals for the
City Administrator:
- Better staff coordination for Council meetings.
- Staff personnel have good ideas a "pool" of ideas should be
established.
- Set better example of leadership from Administrators
position. Council Member Reinert complimented Mr.
Schumacher regarding his role in the Saturday, February 10,
1990 meeting.

Mayor Bisel asked the City Administrator to rank all the
goals presented and send this information to the Council for
further action.
The Council Work Session adjourned at 6:58 P.M.
