Capital Improvements Plan
Mayor Bisel called a work session of the Lino Lakes City
Council to order, Wednesday, April 11, 1990 at 3:40 P.M.
Council Members present: Reinert, Kuether, Neal. Council
Members absent: Bohjanen. City Engineer's, Darrell
Schneider and Dan Boxrud; Chief of Police, Dean Campbell;
Public Works Director, Don Volk; Marc Schoen; Fire Chief,
Archie Gay; Administrator, Randy Schumacher and Clerk -
Treasurer Marilyn Anderson were also present.
Mayor Bisel explained that the purpose of this meeting was an
introduction to the Lino Lakes Capital Improvement Plan
(CIP).
Mr. Schumacher explained the purpose of a CIP and noted that
the Council was given some work sheets several weeks ago and
they were asked to prioritize items they felt were important.
This was incorporated into the CIP. A CIP is a plan listing
needs based on how Department Heads perceive their
departments should be operating in specific time periods.
This makes the Council aware of what Department Heads feel
their needs are even though the Council may not be able to
fund specific items. A CIP is an education process, a
financing and planning tool. It can be useful when the City
is bonding for improvements because it does show underwriters
that the City has a specific plan of direction.
Mr. Schumacher explained that the tax base can be affected if
capital items are not spread evenly over the tax years. It
can help avoid the "roller coaster" effect of taxes.
Mr. Schumacher told the Council that this afternoon he
planned to introduce the Council to portions of the CIP.
However, it is a large plan and several further meetings will
be planned to complete the introduction and to gather input
from the Council.
Council Member Reinert asked if the CIP is a "wish list" for
Department Heads? Mr. Schoen explained that the Department
Heads tried to be realistic but wanted to show the Council
how they feel their departments should operate.
Council Member Reinert asked if it were possible to project
revenues to see where peaks and valleys would be in the
budget. Mr. Schumacher explained this would be difficult
because of the state aid uncertainty. Council Member Reinert
said he would not like to see real needs and not have the
money to fund the need.
Mr. Schneider used the overhead projector to show the Council
improvement projects that he expects to be completed in the
next five (5) years. These projects will be included in the
CIP if the Council agrees. Mr. Schneider noted that
Centennial School District is looking at constructing another
elementary school in 1991 and is looking for a site in Lino

Lakes. He explained that if the school is to stand by itself
without a recreation area, about twelve (12) to fourteen (14)
acres would be needed. Normally twenty (20) to thirty (30)
acres would be needed and this would equate to approximate
forty (40) to fifty (50) lots. The District owns two sites
in Lino Lakes, one on Elm Street and the second on Birch
Street. The District is looking at continuing development in
the southwest corner of the District and is looking at that
area for the new location.
Mr. Schneider noted that sewer and water availability is a
critical factor in locating the new school. He explained
that Metro Waste Control feels it will probably be three (3)
years before the new gravity flow trunk will be completed.
This could influence where the school is constructed.
Council Member Neal asked if trunk sewer and water is being
constructed on Centerville Road south of Lino Lakes. Mr.
Schneider said yes and it is sized to accommodate Lino Lakes
when the need arises.
It was noted that the District is looking at the area east of
Ware Road and South of Birch Street as a location for the new
school. Mr. Boxrud said that cutting out lots for a school
would drastically change what is being platted. It was noted
that when Orrin Thompson built in Coon Rapids, he was
required to donate land for a school after building a certain
number of homes. This would be a method of locating a school
on trunk service lines in Lino Lakes.
The Council suggested that Mr. McClellan, Centennial School
District Superintendent come in and visit Mr. Schumacher to
let the City know what the District is planning.
Mr. Schneider referred to the plans for constructing the main
entrance to the Chomonix Golf Course through Aqua Lane. He
explained that the Comprehensive Trunk Water Plan indicates
that a water tower will eventually be located in this area.
This tower will serve the golf course as well as the City.
There was discussion on the benefits of the plan to the City
as well as to the County.
There was discussion on the construction of Second Avenue.
It is planned to re -route traffic while the road is under
construction because the DNR and the CORP are very concerned
about the area.
Drainage Area Section No. 8 was discussed. This area is
north of Main Street and planning should be done at this time
so that the plan is in place when development takes place.
Drainage Area South of Shenandoah was discussed. This
drainage should be planned as part of the overall drainage
plan for the City.

Section 18 - 19 Drainage is currently being constructed in
the plats and will be completed this year. Mr. Schneider
noted that the costs to develop this drainage plan will be
used as a basis to formulate an assessment to developers as
they develop in all areas of the City.
The Miller drainage ditch and the Wood Duck Trail drainage
ditches were discussed. Mayor Bisel asked if the City had
any plans to go into these ditches and clean them when it is
dry to avoid large maintenance costs? Mr. Schumacher said
this would not be in the CIP since this is considered
maintenance expenditure rather than a capital expenditure.
He did note that ditches are cleaned and further developed in
new plats as part of the developers expense. Mr. Schneider
explained that many cities develop funds to clean ditches.
Mr. Schneider addressed the 1990 improvement projects which
include the West Central Trunk Phase II improvement, the
Outlet Mall, Lakes Addition No. 9 improvement, the Montain
property improvement and the Barott property improvement.
The West Central Trunk Phase II and the Outlet Mall are still
up in the air. Mr. Schneider has received word that there
are plans to do some developing in the Lake Addition No. 9
subdivision. There is a possibility of forty five (45) or
forty six (46) lots in this plat. The developers of the
Montain property plan to develop thirty (30) lots each year
for the next four (4) years. The developers of the Barott
property plan to develop forty (40) lots each of the next
five (5) years.
Mr. Schneider addressed the 1991 construction projects.
These include the trunk gravity sewer (phase I) for the area
south of Birch Street connecting to the Laurene Avenue lift
station, the Wenzel property, the West Central Trunk, Phase
III north of 77th Street, and the development of the
Morehouse property.
The 1992 improvements include an elevated water storage
facility near the Correctional Facility. Mr. Volk noted that
this improvement has been moved up one year on the priority
list. He noted that currently Lino Lakes is connected to the
Circle Pines water facilities. Circle Pines is considering a
new water treatment plant and this could cost Lino Lakes a
great deal of money. It would mean that Lino Lakes could no
longer share the Circle Pines elevated tower. There was
discussion regarding elevated storage tanks verses ground
storage tanks.
The sewer line to Ross's Corners would be a 1992 improvement.
Anoka County plans to construct the golf course access from
Lake Drive in 1992. The County will be sending letters to
residents along West Shadow Lake Drive regarding this matter.

An area known as the Anderson area just west of D. Erickson's
Second Addition is planned for development in 1991 and 1992.
There is a possibility of fifty lots in this area.
There was discussion regarding a tie between water systems
and locating a water storage facility near the Chomonix Golf
Course. It was noted that the water lines should be
installed at the same time the street is constructed. Well
No. 3 will probably be located near this water storage
facility.
Mr. Schneider noted that Phase II of the gravity trunk line
is scheduled for 1992. The West Shadow Lake Drive street
extension through the Montain property will probably be
constructed at the same time the development is constructed.
Mr. Schneider explained that the 1993 projects includes
Reshanau Lake South, Fourth Addition and the Crohn
development.
The 1994 projects include the extension of 62nd Street west
to connect with Highway #49 and the updating of Ware Road.
Mr. Schumacher explained that there would not be time to
address other portions of the CIP tonight. He noted that Mr.
Boxrud had more improvement projects to add to the above list
and each Department Head would like to review his own CIP
with the Council. Mr. Schumacher said that three more
meetings would be needed to complete the review of the CIP so
that the Council would be very familiar with the plan before
the public hearings are held.
Mr. Schumacher reminded the Council that a meeting will be
held Monday, April 16, 1990 to review the Capital Building
Needs Study.
Mr. Schoen told the Council that the current CIP is still in
very rough draft form. He will be refining the document.
Mr. Schumacher asked that the Council review the material
given them this afternoon and another work session will be
scheduled.
The work session adjourned at 5:15 P.M.
