MUNICIPAL FACILITY STUDY
Mayor Bisel called a work session of the Lino Lakes City
Council to order Monday, April 16, 1990 at 4:15 P.M. Council
Members present: Neal, Bohjanen and Kuether. Council
Members absent: Reinert. Chief of Police, Dean Campbell;
Administrator, Randy Schumacher and Clerk- Treasurer Marilyn
Anderson were also present.
The purpose of the work session was a presentation by
Winsor /Faricy of the Municipal Facility Study.
Ms. Ellen Luken, Timothy G. Quigley and Eugene C. Nelson were
present representing Winsor /Faricy.
Mr. Schumacher explained that Winsor /Faricy was hired several
months ago to preform a facilities need study. The Staff has
been working with representatives of Winsor /Faricy and a
needs analysis has been completed. Mr. Schumacher noted that
a lot of hard work and effort has gone into this study. He
explained that everyone is interested in municipal facilities
and what the facilities should look like, the concentration
should be on what the needs are. The study was prompted by
the lack of space at city hall and the fact that there is no
space to grow. Mr. Schumacher cited examples of growth in
the community that has precipitated the increase in staff and
the need for space for Staff. He also noted that at present
there is a trailer at the back of city hall to handle the
overflow of staff. Mr. Schumacher explained that matters
like this portray an image to the community and he asked if
this is the image the Council wished to portray.
Mr. Schumacher explained the mandate to Winsor /Faricy was to
investigate the present Staff and space and to project the
size of the Staff in five (5) years and ten (10) years and
then project the space needed for the Staff as well as for
community service needs. A realistic projection was
requested.
Ms. Luken explained that she is the project manager for this
study. She noted that she, Mr. Nelson and Mr. Quigley have
all participated in completing the study. In addition,
Barton Aschman provided information regarding fire department
response times and sites for locations of fire stations and
Cost Management Planning International (CPMI) provided
information regarding cost data.
Ms. Luken outlined the method used to complete the study.
Needs of the City were assessed, long range planning was
addressed and conclusions were determined. Ms. Luken noted
that typical costs of new facilities are summarized.
Location was not a factor in determining costs.
Mr. Nelson introduced the Winsor /Faricy firm to the Council.
He outlined the need for outside consultants to complete the
study. He noted that determining costs for a new city hall

is tricky. Costs will be refined as the study progresses.
Locations of facilities will be determined later and this
will provide soil information needed to determine costs.
Also this study does not address any particular type of
structure. This information would be needed to determine
costs. Mr. Nelson noted the tendency to compare costs of a
new city hall to other commercial buildings. He noted that
city halls are a very different type of building and are
usually used more frequently and for many more purposes than
most regular commercial buildings. All components of the
building are more affected by its use.
Mr. Nelson told the Council that he would like to continue to
work with the Council and to further define the cost figures
that are stated.
Mr. Nelson said that he did not expect any reaction to the
study at this meeting. He said he hoped that the Council
would go through the work and develop an understanding and
identify certain features of the study. He noted that this
is a big commitment and will affect the entire community for
many years.
Mr. Nelson identified three (3) strategies.
Strategy No. 1
- New larger city hall
- Police station
- Public works facility
- -Two new fire stations
Strategy No. 2
- New larger city hall
at central location
-- Police station next to
city hall or adjacent
to fire station
-Fire station on Lake
Drive
All these facilities would be
located in the central part of
the City. Expanded community
services would be located in

In all three strategies, the facilities would vary
the cost would remain equal. Land costs wouia be a
consideration.

Winsor /Faricy recommended Strategy No. 1. It was explained
that this would do the most for the community.
Several questions were asked. Would spreading facilities out
over the community interfere with communications? Should the
fire stations be located near where the fire volunteers live?
Would moving the facilities to a central location take some
of the top land in the City off of tax rolls?
Mr. Nelson suggested that the Council make a list of
priorities listing good points and bad points. Mayor Bisel
said he felt the most important criteria is that the
facilities meet the City's needs. He did not want to build a
monument.
Council Member Bohjanen asked how much expansion space is
available at city hall without disturbing recreation areas.
Mr. Volk explained that what recreation areas are destroyed
will have to'be replaced elsewhere. These areas are heavily
used.
There was discussion regarding where the central part of the
City really is. Ms. Luken noted that the Birch Street,
Hodgson Road area appeared to be the most rapidly expanding
area. However, no definite site has been selected for any
facility.
Location of a fire station in or near the City of Centerville
was discussed. It was noted that Centerville is planning to
build a new station in the center of the City.
Mr. Schumacher noted that the next step is for everyone to
review the study. In about four (4) or five (5) weeks
another meeting will be set. Items to be considered at that
time are: Choosing a strategy, planning for public
acceptance, a strategy of educating the public, determining
community involvement, financing methods and time table for
implementation.
The meeting adjourned at 5:55 P.M.
These minutes were considered, corrected and approved at the
regular Council meeting held on May 29, 1990.
