HomeMy WebLinkAbout04/26/1990 Council MinutesCOUNCIL WORK SESSION APRIL 26, 1990 CAPITAL IMPROVEMENTS PLAN Mayor Bisel opened a work session of the Lino Lakes City Council at 3:30 P.M., Thursday, April 26, 1990. Council Members present: Neal, Kuether, Reinert and Bohjanen. Council Members absent: none. Chief of Police, Dean Campbell; Fire Chief, Archie Gay; Public Works Director, Don Volk; Engineer's, Darrell Schneider and Dan Boxrud; Planning Intern, Marc Schoen; Administrator, Randy Schumacher and Clerk - Treasurer Marilyn Anderson were also present. Mr. Schumacher explained that this work session is a continuation of the Capital Improvement Plan work session of April 11, 1990. Dan Boxrud began his presentation of engineering issues that will be addressed by SEH over the next five (5) years. - Pavement Management Plan. This Plan is currently being completed by himself and Mr. Volk. - Highway 49 /Lake Drive (CASH #23) Intersection. This has been planned as a 1990 improvement. However, approval of the plans and financing are taking some time. Mayor Bisel asked if Rice Lake Plaza can start their construction without this improvement. Mr. Boxrud explained that they are planning construction on the bank this year. He would like additional information from them as to where they plan to start construction. - Main Street /135E. The northern trunk sewer is projected for this area for 1991. Mr. Boxrud noted that he felt the CIP is the facility for things that might happen. Items can be eliminated or assigned to different years. - 24th Avenue. Soil borings are complete and Mr. Boxrud is waiting for the report. - Centerville Lift Station to Pheasant Hills. Mr. Boxrud is doing a feasibility report on this matter at the present time. He has talked to Centerville and they will nc be tieing into this line ?t 111, mt,^: hay not objectci to Lino L. making the connection. Mr. LaMott 11 allow easements for the trunk lines on his propert PAGE 1 39 COUNCIL WORK SESSION CAPITAL IMPROVEMENTS PLAN APRIL 26, 1990 - Trunk Water Main Along Birch Street to Brandywood Estates, Pheasant Hills and the school district property. The approximate cost of this extension is $325,000.00. All of the above mentioned projects appear to be 1991 improvements with some extending into 1992 or beyond. Mr. Boxrud noted that the Pavement Management Plan will be completed in the next couple of months. Another Council Work Session is planned for review of the completed study. Water System, I35E /Main Street. This system would be developed in response to development pressure in the area. White Tail Ridge. Mr. Boxrud felt that this would probably be a marginal project. There are concerns regarding the heavy assessment and what properties would share in the assessment.. Cedar Street /I35E. The property is owned by Acton Construction and Clyde Rehbein. If the subdivision progresses, it will require sanitary sewer and water. Several decisions will be made prior to proceeding with this development. - Municipal Water for Above Referenced Area. The time table for the above improvement is 1992 - 24th Avenue, Phase II to 80th Street is a possible 1993 improvement. - 24th Avenue, Phase III to the Lino Lakes boundary is a possible 1994 improvement. Mr. Boxrud noted that other projects may come out of the projects that have already been started or will be starting in the next year or two (2). Council Member Neal asked about the 49 /CASH Intersection improvement and if My- Place -On- The -Lake and the Darrell Shaw property will be acquired for this improvement. Mr. Boxrud noted that area is being shown as commercial, however it is not know how much of the area is usable because of DNR and CORP of Engineers restrictions. FIRE DEPARTMENT Fire Chief Gay said that priority No. 1 is getting Fire Station No. 2 constructed in 1992 so that it will be functional by January 1, 1993. The Centennial Fire District Joint Powers Agreement contains general standards for this facility. PAGE 2 COUNCIL WORK SESSION APRIL 26, 1990 CAPITAL IMPROVEMENTS PLAN Mr. Schumacher reminded the Council of the provision in the Joint Powers Agreement that sets aside $100,000.00 per year for fifteen (15) years for equipment purchases. - 1991 Rescue and Personnel Van, total cost $70,000.00. This is a replacement vehicle. A 1500 gallon tanker is planned to be replaced. Council Member Kuether asked if anything will be traded in. Chief Gay said no. There was discussion on the need for tanker trucks when water towers are planned. Chief Gay explained how fast water towers can be emptied by a large fire. He noted that with all of the development presently taking place, tanker trucks will be needed for a long time. Council Member Neal asked what a dry hydrant is. Chief Gay explained. POLICE DEPARTMENT Chief Campbell explained that squad cars normally are replaced every two (2) years or 100,000 miles. He has established a rotation plan and his CIP is based on this plan. 1991 - Two (2) squad cars, radar units and one (1) pick up is planned. 1992 -- Replacement of Blazer Unit, pickup for the Community Service Officer. He noted that the pickup now being used was donated but is in need of replacement. Chief Campbell noted that radar units should be replaced - every four (4) years because of changing technology. They pay for themselves. Council Member Reinert left the meeting at 4:40 P.M. PUBLIC WORKS DEPARTMENT Mr. Volk reviewed his Capital Improvement Plan. Mr. Vol explained that it is winter for maintr nce on ditches, manholes etc. A pipecutter /threader was questioned. Mr. Volk explained that this is a piece equipment that is used frequently. (Page 67) A flusher truck vehicle was questioned. (Page 68) Mr jlk. explained that this vehicle is used in the Parks Depa ant for flooding rinks and for other uses. APRIL 26, 1990 PARKS /RECREATION /FORESTRY ReForestation Program. Mr. Volk explained that there may be money coming from the Federal Government for Urban Reforestation. It is a high priority. Another funding source for this program may be a fee collected along with the building permit. Park Land Acquisition. Mr. Volk noted a problem is obtaining good park land from developers. He noted that the money in lieu of land ($400.00 per dwelling) should be increased to discourage developers from demanding that their dedication be money in lieu of land. Mr. Volk noted that some cities are charging up to $1,200.00 per dwelling. He noted the negotiations that are currently under way regarding Dennis Erickson. There has been considerable discussion regarding the need for a southside community park. The Apitz property has been discussed as a possible location. Bituminous Trails. Mr. Volk explained that currently developers must construct the trails and bring them to a gravel base condition before the City will accept dedication. He suggested establishing a separate account that would accumulate funds from developers for the maintenance of the trails. Mayor Bisel suggested that the City consider a policy that says when a certain number of homes are constructed in a subdivision, a certain acreage of parkland must be developed. Sign at City Hall. Mr. Volk said that he feels the identification sign at city hall should be changeable. A programmable sign would be the most convenient. Mr. Schumacher explained that the Centennial Fire District Steering Committee has hired a consultant to go through the process of hiring a new fire chief. The consultant would like to talk to the Council to determine what type of a person the Council is interested in hiring. The consultant will be here May 2, 1990 from 3:30 P.M. to 4:00 P.M. and also all day on Friday May 4, 1990. Mr. Schumacher reviewed the process that the Steering Committee is using for hiring the fire chief. He will send out reminders to the Council. The meeting adjourned at 6:00 P.M.
