MAY 29, 1990
Mayor Bisel called a work session of the Lino Lakes City
Council to order at 6:08 P.M., Tuesday, May 29, 1990.
Council Members present: Neal, Bohjanen, Reinert. Council
Member Kuether arrived at 6:45 P.M. Council Members absent:
none. City Engineer's, Dan Boxrud and Darrell Schneider;
Public Works Director, Don Volk; City Administrator, Randy
Schumacher and Clerk- Treasurer, Marilyn Anderson were also
present.
The purpose -of the work session was to consider a Utility
Development Plan for the southeast portion of Lino Lakes and
to consider a revised Improvement Policy.
UTILITY DEVELOPMENT PLAN FOR SOUTHEAST LINO LAKES (GRAVITY
SEWER LINE)
Mr. Schumacher explained that the development in the
southeast portion of Lino Lakes is dependent upon the
installation of a new gravity sewer trunk line that will
connect to the Laurene Avenue lift station. The current
force main is at capacity and the City is now restricting
building permits on the force main.
A preliminary plat has been received for the Montain
property. It is planned that the beginning of the gravity
trunk line will be on the Montain property starting at Birch
Street. At this time a study has not been conducted so that
plans and specifications for this trunk line can be prepared
and the trunk line can be constructed as the plat is
developed. The concern is should the Montain property be
allowed to develop without the formal plans and
specifications for the trunk line. Another question is at
what level should the gravity line be constructed.
Mr. Schneider used the overhead projector to show two
different elevations for the trunk line. He noted that the
deepest trunk line would eliminate the need for two lift
stations presently owned and operated by the Metro Waste
Commission (MWCC). Mr. Schneider indicated that a request
should he submitted to MWCC for financial involvement in the
construction of the deep gravity trunk since the trunk line
would remove the expense of operating the two lift stations.
Mr. Schneider explained that if MWCC refused to partictate
in the construction of the new gravity trunk line, the this
City should ask Metropolitan Council to participate. on a

Mr. Schneider also told the Council that MWCC has
commissioned a study of the Laurene lift station to b-
completed by June, 1990. Plans and specifications ar. be
completed and the upgrade of the lift station is comp ly
on track for 1993. He noted that MWCC has a commitme ad
plans on using the upgraded Laurene lift station by 1'

The Council discussed the need for the feasibility study
noting that plans should be on record for developers to
reference when they are constructing their subdivisions. it
was noted that the gravity trunk line would service all of
Sewer District No. 1.
Mr. Schneider told the Council that he felt it was imperative
that this City approach MWCC with this request and that the
request be made in a positive manner. He explained that he
has found the attitude at Metro Council very positive and he
wished to continue in this manner. Mayor Bisel suggested
inviting members of Metro Council to Lino Lakes to show them
what is happening here.
There was further discussion regarding financing the gravity
trunk line. Mr. Schumacher explained that the trunk line
will be going past existing residential property and the City
will be bankrolling a portion of the installation. He noted
that he is in the process of doing an analysis of the Area
and Connection Fund so that the Council can make a sound
decision.
Mayor Bisel asked if there would be alternative routes for
the gravity lines. Mr. Schneider explained they would be
very limited.
Mr. Volk gave a brief background on why the force sewer main
was installed and how Lino Lakes became a co -owner in the
Black Duck lift station.
Mr. Schumacher explained that this item is on the agenda for
the regular Council meeting. He also noted that Baldwin Lake
Court is asking for a rezone this evening so that they can
install several more manufactured homes in the area where the
proposed gravity line would be constructed. Mr. Schumacher
explained a 120 foot easement would be needed if the gravity
line is constructed.
There was further discussion regarding the type of pipe used
for the gravity line and the maintenance of the line.
REVISED IMPROVEMENT POLICY
Mr. Schneider noted that he had given the Council a copy of
the revised Improvement Policy at the May 14, 1990 Council
meeting for their review. He explained that the most
significant change in the policy was the inclusion of the
Surface Water Management Plan. He explained how he reached a
formula for collection of fees from the developers and told
the Council how this money will be used by the City. The
need for storm water improvements were addressed for several
areas of the City. Mr. Schneider also prepared a brief
outline of what improvements can be done in each of the next.

five 5 years with a cost estimate. Council Member Reinert
noted that when Mr. [Jhde was platting his developments, he
was required to form a homeowners association for the
maintenance of his drainage areas. Now the City appears to
be moving away from the homeowners association concept and
going to City maintained drainage systems. Council Member
Reinert said he felt the policy should be uniform throughout
the City.
Mr. Schneider noted that there are areas of the Improvement
Policy that should be looked at further. However, this is a
start.
The work session was adjourned at 6:58 F.M.
These minutes were considered, corrected and approved at a
regular meeting of the Lino Lakes City Council meeting held
on June 11, 1990.
