HomeMy WebLinkAbout06/11/1990 Council MinutesCOUNCIL WORK SESSION JUNE 11, 1990 Mayor Bisel called a work session of the Lino Lakes City Council to order at 6:00 P.M., June 11, 1990. Council Members present: Neal, Bohjanen. Council Member Kuether arrived at 6:25 P.M. City Planner, John Miller; Engineer's, Darrell Schneider and Dan Boxrud; Administrator, Randy Schumacher and Clerk- Treasurer Marilyn Anderson were also present. INSIDE SPORTS PRESENTATION Mr. Donald Monson appeared before the Council to represent Inside Sports and introduced several other persons involved with this proposed development including Fred Dresser, Patrick Cullen, Dennis McEvoy, Hugh Heineke, Robert Baumeier and Jerald Freeman. Mr. Dresser outlined the mission of the project, the design and the benefits to the City. He also gave a brief outline regarding how he expected the project to be financed and how he expected that it would be self - supporting. Mr. Dresser gave each Council Member a booklet which introduces Inside Sports, Inc. Mr. Dresser explained that the reason Inside Sports, Inc. has decided to locate in Lino Lakes is that this area is a part of a very large softball area. He also noted that the community is growing and persons associated with this development have looked for an area that has good schools, quality homes and parks. Mr. Dresser outlined the design of the facility. He explained that Minnesota Sports Federation will operate ths facility and will be locating its headquarters the same area. Mr. Dresser explained that Inside Sports, Inc. will be able to meet its financial obligations. A market study has been completed to support this statement. Mr. Dresser said that Inside Sports, Inc. is proposing a partnership between Inside Sports, Inc. and the City of Lino Lakes. The City would purchase the land at a cost of $740,000.00 and through the Economic Development Authority (EDA) lease the land to Inside Sports, Inc. Inside Sports, Inc. would construct the facility and it would be operated by Minnesota Sports Federation. The City would have usage of the facility for community events. It is believed that the economic impact on the City would be immense in terms of attracting new businesses, national recognition and community service. Mr. Dresser asked that the Council act quickly on the matter so that construction can begin in September and games can begin in February, 1991. Council Member Bohjanen asked how this facility will fit into the Olympic facilities in the City of Blaine. Mr. Dresser PAGE 1 1 COUNCIL WORK SESSION JUNE 11, 1990 said it would compliment that facility. The Blaine facility is geared toward individual Olympic hopefuls. Inside Sports is geared toward amateur team sports such as softball and soccer. Council Member Neal asked about the seating capacity of the facility. Mr. Dresser said it would seat 200 spectators. He noted that usually softball is not a spectator sport. He noted additional seating could be added. Council Member Neal asked if a concert could be scheduled. Mr. Dresser said yes. There was discussion regarding the construction of the dome. Mr. Dresser noted that it could be constructed in two different ways. One way would be permanent and the second would be a "pull down" structure. He recommended that the permanent structure be constructed. The temporary structure is more costly. There was further discussion regarding filling the structure with activity. Mr. Dresser felt that this would not be a problem. Mayor Bisel expressed concern that Inside Sports would build this structure and then build another in a nearby community. This would draw activity away from this facility. Mr. Dresser said there are no plans to construct another facility at this time. However, plans to build in Burnsville have been considered. Mr. Dresser noted that the facility in Lino Lakes would be the flagship or show off facility. Mayor Bisel asked that Inside Sports, Inc. enhance the information presented today and thanked him for his presentation. Meeting was adjourned at 7:00 P.M.
