CITY OF LINO LAKES

Staff Members present: Public Works Director, Don Volk; City
Administrator, Randy Schumacher and Clerk- Treasurer Marilyn
Anderson.
Senior Housing Proposal, Gary Uhde and Gary Stout
The proposal was not ready for presentation and the matter was
tabled.
Impact of the Circle Pines Water Filtration Plant
Mr. Schumacher explained that a referendum was passed in the City
of Circle Pines regarding the construction of a filtration plant
for the Circle Pines municipal water utility. Since the City of
Lino Lakes is currently connected to the Circle Pines municipal
water system, this City will be asked to pay a larger sum to
continue to be connected to the water supply or be asked to
disconnect. It was explained that presently both Lino Lakes
wells and Circle Pines wells are pumping into the water supply
system. When the new filtration plant goes into operation, the
Lino Lakes water must be filtered or disconnected.
The purpose of the proposed filtration system is to remove iron
and manganese from the water supply. Once the plant is
operational, Lino Lakes will be given several options:
1. Disconnect from the Circle Pines water supply.
2. Connect the Lino Lakes well to the Circle Pines filtration
plant.
3. Shut off the Lino Lakes well entirely and purchase the

entire Lino Lakes water supply from Circle Pines.
4. Try to negotiate a joint powers agreement with the City of
Blaine.
Timing is a major concern. The joint powers agreement with
Circle Pines states that when Lino Lakes reaches 1200 water
users, Lino Lakes will build its own water storage facility
(water tower). Does it make sense to connect to the Circle Pines
filtration plant if Lino Lakes must build its own water tower
within the next couple of years? Also this City knows that it
will cost $1.00 per thousand gallons of water to purchase the
filtered water from Circle Pines.
Mayor Bisel asked how far away is this City from constructing its
own water tower? Mr. Volk estimated two (2) to 2 1/2 years.
Mayor Bisel asked if a major business were to build in a TIF
district, could TIF dollars pay for the new water tower. Mr.
Schumacher explained that it could not be shown that the water
tower would benefit the TIF business only, so only a portion of
the tower could be constructed with TIF dollars.
Mayor Bisel asked if there was property ready to be developed,
would this speed up the need for a new water tower? Mr.
Schumacher said yes, there would be more users and possibly the
Lino Lakes Correctinal Facility (LLCF) also hook into the system.
Mayor Bisel asked how much lead time is required to build a Lino
Lakes water tower. Mr. Volk explained about one (1) year. Mayor
Bisel noted that the City of Shoreview has a new water tower and
asked how far away from Lino Lakes is this tower. Mr. Volk
explained that the distance is from Birch Street to one third
mile inside of Shoreview.
Council Member Neal asked how soon will the new filtration plant
be operational in Circle Pines. Mr. Volk explained that they
hope to have it on line within one (1) year.
Council Member Neal noted that there is a small water tower at
the LLCF and asked what would happen to it if the City
constructed a large water tower. Mr. Volk explained the LLCF
tower would be removed. It is too small to serve any particular
area.
Council Member Kuether asked if the cost to Lino Lakes users
would greatly increase if the City purchased the Circle Pines
filtered water. Mr. Volk said yes.
Mr. Schumacher will work with TKDA on this matter. Additional

evaluations will be completed and options reviewed. Further
information will be obtained from Circle Pines. This information
will be given to the City Council.
Centennial School Board - Sewer Hook -up, and Joint Meeting
Mr. Schumacher explained that he has received a telephone call
from Superintendent McClellan requesting that he and the City
Council get together and talk about a bond issue and where to
build their proposed new elementary school. Mr. McClellan has
suggested a 7:30 A.M. breakfast meeting sometime in July, 1990.
Mr. Schumacher explained that Mr. McClellan's biggest concern is
that the school district is looking at approximately 40 acres and
they want to be sure that there will be sewer service available
at that location. He also noted that if the school bond issue
passes, the school board would want to move quickly to secure the
property and construct the school. Mr. Schumacher will confirm a
breakfast meeting.
Union Contracts
Mr. Schumacher explained a tentative settlement has been reached
with Local 49. He will explain in more detail on Thursday. Mr.
Schumacher explained that the proposed settlement will bring this
union closer to complying with the Pay Equity requirements.
Property on Corner of 77th Street and Lake Drive
There was discussion regarding how many lots should be purchased
for the new fire hall. It was suggested to purchase three (3)
lots from Schifsky, the current fire hall lot and the lot north
of the current fire hall. Mr. Schumacher explained that purchase
agreements should be ready by Friday and the purchases should be
closed by July 1, 1990.
Mr. Bergeson noted that there is a possibility that West Shadow
Lake Drive would flood again. He suggested that the City
consider a shuttle to move residents through the area.
Council Member Kuether moved to adjourn at 6:32 P.M. Council
Member Neal seconded the motion. Motion carried unanimously.
