HomeMy WebLinkAbout09/05/1990 Council Minutes1 1 1 SPECIAL COUNCIL MEETING SEPTEMBER 5, 1990 The special meeting of the Lino Lakes City Council was called to order by Mayor Bisel at 4:50 P.M., Wednesday, September 5, 1990. Council Members present: Neal, Kuether, Reinert, Bohjanen. Council Members absent: none. City Administrator Randy Schumacher, and Assistant to the City Administrator Daniel Tesch were also present. CENTERVILLE POLICE SERVICES CONTRACT Mr. Schumacher introduced this subject by explaining that he had delivered a figure to the City of Centerville for police services for 1991. The City of Centerville responded that they could not afford this figure, and have asked Anoka County for a bid. Mr. Schumacher informed the Council that the liaison for police services from Centerville, Mr. Joe Pelton, had stated that they have no problems with the services provided by Lino Lakes, and would like to keep the service, but the cost at this point was prohibitive. He added that it appeared that they would only be able to afford 8 hours a day from the County. Mr Neal questioned why for $19,000.00 they would want to go from 24 hour coverage to 8 hour coverage. Mayor Bisel added that they had requested a bid for services based on the same level of service as last year. We could have given them a dollar figure based on 8 hours as well. The bottom line, he continued, is that Lino Lakes has a product /service available. We are offering that service to Centerville with a price tag attached. They have the option of purchasing it or not. The question of mutual aid was raised. Mr. Schumacher explained that Mutual Aid Agreements would apply only on a very limited basis. The Council discussed setting a per call fee. After some discussion, it was determined that this would not be administratively feasible. Council Member Kuether felt that the City was not in a position to simply lose the dollars associated with this contract. Council Member Reinert added that should a crisis arise in Centerville, with or without a contract, we wouldn't let them down. As our officers drive through Centerville, they would stop should they see a crime occurring. Mayor Bisel requested that staff meet with Centerville, and determine a level of service they can afford. It was the concensus of the Council that we cooperate with the City of Centerville to work through this situation. One option would be to lower the cost of the contract, maintain 24 hour protection, but reduce the number of optional services such as house checks, and crime watch. Mayor Bisel added that the figure we offered was quite fair. Council Member Neal PAGE 1 SPECIAL COUNCIL MEETING SEPTEMBER 5, 1990 agreed. The Council set a 1 month deadline for resolution of this issue. DISCIPLINARY ACTION J SERGEANT ROSS Mr. Schumacher began by explaining that Chief Campbell had .been on vacation out west when action needed to be taken on this case. Mr. Schumacher, under the authority of the Personnel Policy, suspended 'Sergeant Ross with pay. Since that time, Sergeant Ross was suspended 1 week without pay. Mr. Schumacher added that only the City Council can demote an employee. Council Member Neal questioned whether on not this was a permanent demotion. Mr. Schumacher added that while nothing is for an infinite period of time, this demotion has no time limit to it. Council Member Reinert stated that you can not punish an individual forever. Mayor Bisel agreed. Council Member Reinert stated to the Council that news of this situation had gone beyond the borders of our own community. News of this nature has a tarnishing affect on the department, the city, and our reputation as a whole. Mr. Bohjanen concurred. Mr. Bohjanen moved to accept the City Administrator's recommendation to demote Sergeant Ross to the position of patrolman. Mr. Reinert seconded the motion, but requested that Mr. Bohjanen add the words "not permanently" to his motion. Mr. Bohjanen agreed and restated the motion that Mr. Ross not be forever barred from the Sergeants' position. On a roll call vote: Neal, Aye; Kuether, Nay; Bisel, Aye; Reinert, Aye; Bohjanen, Aye. Motion carried. Mayor Bisel stated that this was also a case of trust and confidence in an employee. He felt that a shadow of doubt had been cast, but hoped that some day that trust could be regained. Council Member Neal agreed, and stated that he hoped this was now finished and no more on this issue would be said. RESHANAU PARR 2ND ADDITION /GARY UHDE Mr. Schumacher explained that Mr. Gary Uhde is developing property on the North end of Reshanau Lake between West Shadow Lake Drive, and Black Duck Drive. Mr. Uhde has requested that the Council grant him building permits prior to final plat approval. He hopes to have the models sold prior to Christmas as market conditions are right for this type of home now. Council Member Reinert questioned how responsible it would be for the City to allow homes to be built with only proposed PAGE 2 1 1 SPECIAL COUNCIL MEETING SEPTEMBER 5, 1990 lot lines. Council Member Kuether stated that potential home buyers will wait for a $90,000.00 lot for 6 months. Mr. Reinert added that he wished developers would not ask for special consideration on such matters. Mrs. Kuether felt that developers should go through the normal channels on development issues. Mayor Bisel stated in conclusion that better cause needs to be shown for a matter such as this. Mr. Schumacher would inform Mr. Uhde of the Council's decision. Mr. Bohjanen moved to adjourn the meeting. Council Member Kuether seconded the motion. Motion carried unanimously. Meeting was adjourned at 6:40 P.M.
