HomeMy WebLinkAbout10/05/1990 Council Minutes036 SPECIAL COUNCIL MEETING OCTOBER 5, 1990 Mayor Bisel called a special meeting of the Lino Lakes City Council to order, Friday, October 5, 1990 at 3:30 P.M. Council Members present: Neal and Kuether. Council Members absent: Reinert and Bohjanen. City Administrator, Randy Schumacher and Clerk - Treasurer Marilyn Anderson were also present. The purpose of the special Council meeting is to consider and approve a one day 3.2 Beer License for the Lino Lakes Lion's Club for Lino Days, October 6, 1990. Council Member Neal explained Lino Days is planned for Saturday, October 6, 1990 and the Lions Club had forgotten to apply for the Beer License. Council Member Neal moved to approve the Beer License for the Lino Lakes Lions Club for October 6, 1990. Council Member Kuether seconded the motion. Motion carried unanimously. CENTERVILLE POLICE CONTRACT Mr. Schumacher updated the Council regarding the negotiations on the Centerville Police Contract. He explained that he and Chief Campbell had met with the Centerville Administrator, several Centerville Council Members and a mediator this morning regarding this matter. Mr. Schumacher said the major issue with the contract is cost. Centerville feels that they do not have the resources to pay what Lino Lakes has proposed for 1991. However, they are happy with the services. They have explained that if they could pay more, they would. They would also like to have a long term contract. Centerville is proposing to pay about $95,000.00 for 1991 police service. Mr. Schumacher has proposed a reduced services contract for $104,000.00. The mediator has asked that this proposal be brought to each Council. Mayor Bisel gave a brief background on this matter. He noted that last year Centerville requested bids for police service. They thought that they would get a better deal. This year, the Council asked that contract negotiations begin early and in April we notified Centerville that we wanted to know what level of service they required. Lino Lakes told Centerville that the cost would be bid according to the level of service they had requested. When we finally received a response from Centerville, the cost was determined at near $120,000.00. Now Centerville is considering service from the Sheriff's Department with backup from Lino Lakes at no expense. Chief Campbell explained that there would be no backup, only emergency response if called. Council Member Neal noted that patrol time with the Sheriff's Department starts when the officer enters his squad, not when he reaches the City of Centerville. There was a discussion regarding whether full -time or part - time service should be offered to Centerville. The Council PAGE 1 1 1 1 SPECIAL COUNCIL MEETING OCTOBER 5, 1990 felt it made no sense for the Lino Lakes Police Department to operate full -time in Lino Lakes and only part -time in Centerville. Council Member Kuether asked what effect there would be on Lino Lakes if Centerville did go with other police protection. Mr. Schumacher explained that our business is taking care of Lino Lakes citizens. However, it would be difficult if we lose $90,000.00 to $100,000.00 of income. Mayor Bisel said he felt that Centerville has had a "good deal" with the Lino Lakes Police service. Lino Lakes assumes all of the risks and liabilities. This has cost Centerville nothing. The old formula for calculating the cost of the contract was fine for a while but did not keep up with the inflation rate. He noted that the fire protection costs in Lino Lakes have escalated at a much higher rate than the police costs in Centerville. Mayor Bisel said he objected to negotiating the price of the contract. Chief Campbell had calculated the cost of providing service to Centerville at $119,000.00. If this figure is legitimate, offering the service to Centerville at a lower figure would mean that the citizens of Lino Lakes are supporting the coverage in Centerville. This would not be fair. Council Member Kuether asked what would happen if Lino Lakes loses the contract? Mr. Schumacher explained that it would be real tough. Mayor Bisel said that it would be costing Lino Lakes citizens if Lino Lakes offers coverage at less than $119,000. Mayor Bisel asked if Lino Lakes could generate additional taxes to make up for some of the loss in revenue from Centerville. Council Member Kuether asked if someone would lose their job if the contact is not renewed. She suggested that this Council should offer to split the difference this year and then catch up in the second and third year of a three (3) year contract. Mayor Bisel asked that this Council think about the process we are now in. He also asked that Council Members Reinert and Bohjanen be updated on this matter. The Council will meet at 5:30 P.M. on Monday, October 8, 1990 to discuss this matter further. Council Member Neal moved to adjourn at 4:26 P.M. Council Member Kuether seconded the motion. Aye.
