HomeMy WebLinkAbout10/08/1990 Council Minutes038 COUNCIL WORK SESSION OCTOBER 8, 1990 A work session of the Lino Lakes City Council was called to order by Mayor Bisel, Monday, October 8, 1990 at 5:30 P.M. Council Member present: Neal, Kuether, Reinert, Bohjanen. Council Members absent: none. City Administrator, Randy Schumacher and Clerk - Treasurer, Marilyn Anderson were also present. The purpose of the work session was to discuss the Centerville Police Contract. Mayor Bisel explained that the process of determining the 1991 Centerville Police Contract started in April, 1990 with this Council requesting that the City of Centerville give the City of Lino Lakes a statement outlining what type of police coverage they wanted. As of today, there is no indication from Centerville that they will accept any contract. Mr. Schumacher told the Council that he met with the Centerville City Council and a mediator and discussed the concerns of the City of Centerville. Basically, the City of Centerville is very pleased with the police coverage they are now getting. The do not want to delete any coverages nor do they wish to add any coverages. The only concern expressed by the City of Centerville is the proposed cost for 1991. They explained that their 1991 Budget contains from $65,000.00 to $95,000.00 for police service. The City of Lino Lakes is proposing a contract for 1991 for twenty four (24) hour coverage at a cost of $119,000.00. Centerville explained that was more than their budget could handle. Mr. Schumacher then proposed to the mediator that services be cut so that the costs could be cut. The City of Centerville did not like this proposal. This would mean that preventative measures would be eliminated from the Centerville Police Contract and Chief Campbell felt that this would not be a good situation. He did not like providing one type of coverage for Lino Lakes and another type of coverage for Centerville. The mediation session ended with Mr. Schumacher agreeing to propose a reduced contract to the Lino Lakes City Council at a cost of approximately $104,000.00. The City of Centerville was also going to take this proposal back to their Council for action by the full Council. There was a discussion regarding the impact on Lino Lakes if Centerville were to select a different police coverage provider. Chief Campbell explained that there would be no layoff of officers since the department is already short staffed. There would be no impact on staff or equipment. Mr. Schumacher noted that the loss of revenue from Centerville would have to be made up by Lino Lakes residents. Mayor Bisel asked if Centerville contracted with the Sheriff's Department for partial service would Lino Lakes be obligated to provide mutual aid. Chief Campbell explained PAGE 1 1 COUNCIL WORK SESSION OCTOBER 8, 1990 that the Lino Lakes Police Department could be called to aid in Centerville. However, Chief Campbell felt that the City of Centerville may have a wrong impression of just exactly what mutual aid is. Mutual aid is assisting an office or only in case of an life threatening emergency. Mayor Bisel asked if there was a call in Centerville outside of the normal eight (8) hour coverage, would the Lino Lakes Police Department be called to cover? Chief Campbell said that Anoka County could ask the Lino Lakes Police Department to cover the call. Council Member Neal noted that there would be a loss of revenue to the City of Centerville if coverage was reduced. Mr. Schumacher explained that this was discussed at mediation and the City of Centerville felt that this was not an important issue because the revenues are offset by court fees. Council Member Neal explained that the City of Centerville did not understand that the Sheriff's time starts when the officer leaves the court house to get into his squad, not when he reaches the City of Centerville. Since it is at least a half hour drive from the court house, Centerville would be getting no more than seven (7) hour coverage. Council Member Neal said he felt that Lino Lakes should offer Centerville coverage for $104,000.00. He felt there were many good people in Centerville and he did not like the idea of reducing services. He also felt that this City should offer a three (3) year contract. Council Member Bohjanen asked if the contract could contain a clause in case fuel costs increase considerably. Mr. Schumacher said any portion of the contract is negotiable. He recommended a three (3) year contract with an escalator clause. He noted inflation clauses for gas and other items could also be included. Mayor Bisel explained that he was opposed to the use of a mediator and the procedure used in this matter. He felt that Lino Lakes had proposed a honest and fair figure to the City of Centerville and it should not be negotiable. If they do not like the proposal, they can reduce coverages or look elsewhere. He asked what if Centerville does not like the proposal just sent to them? Do we reduce our price to $94,000.00? Where does this end. Council Member Neal explained that he had checked with the City of Lexington and they are paying the City of Circle Pines about $150,000.00 per year for the same services we are providing Centerville. Next year they are looking at a 7% increase in costs. Mayor Bisel said that Lino Lakes should not provide police protection at a loss. Council Member Neal agreed but said he hated to "throw $100,000.00 out the PAGE 2 0'3 9 040 COUNCIL WORK SESSION - OCTOBER 8, 1990 window." Mayor Bisel said he would not object to the $104,000.00 figure providing services were reduced. Council Member Reinert said he felt this situation was ridiculous. He asked if providing service to the City of Hugo would be any different? Mr. Schumacher and Chief Campbell said yes, the costs are not as rigid. We surround Centerville so that it is not out of our way. Council Member Reinert said that Lino Lakes is proposing a contract for full service at a cost of $119,000.00. Centerville is proposing a full service contract at $94,000.00. He suggested that the difference be split and offer a full contract to Centerville for $106,000.00 with the provision that it be a three (3) year contract with escalated costs. This would be negotiating on common ground. Council Member Reinert also said he did not want to lose the money from the Lino Lakes budget. He also noted that neighborliness is also worth something. Mr. Schumacher said that Centerville is looking at $99,000.00 as being their top figure. Offering full service for $106,000.00 may mean something. Mayor Bisel asked what happens if Centerville does not like the figure of $106,000.00? Council Member Kuether said she did not want to get into partial service. She suggested that if they want partial service, they should contract with Anoka County. She also noted that with a full service contract both cities benefit. Council Member Bohjanen said he could go along with full service at $106,000.00 or reduced service at $104,000.00. Council Member Kuether suggested that Mr. Schumacher present this proposal to Centerville with the stipulation that Centerville go with a three (3) year contract. The cost in the second and third year would be inflation plus 5 %. This would be a part of the contract. Mr. Schumacher asked what if $106,000.00 is alright and the cost of living is alright but they want a three (3) per cent increase rather than a five (5) percent increase. The Council was unanimous that it should be five (5) percent. Council Member Kuether moved to adjourn at 6:28 P.M. Council Member Neal seconded the motion. Aye. Marilyiy' G.
