HomeMy WebLinkAbout10/15/1990 Council Minutes074 COUNCIL WORK SESSION 15 OCTOBER 1990 A work session of the Lino Lakes City Council was called to order by Mayor Bisel on Monday October 15, 1990 at 4 :10 P.M. Council Members present: Neal, Kuether, Reinert, and Bohjanen. Council Members absent: none. City Administrator Schumacher, Assistant to the City Administrator Tesch, Mr. Gene Nelson and Ms. Ellen Luken of Winsor /Faircy were also present. The purpose of this work session was to examine future building plan needs and review development issues and statements. Mr. Schumacher began the meeting by reviewing an outline of eleven goals assembled by staff regarding development strategies for public buildings (attached). The Council concurred that these were sound goals and a good starting point. Mr. Nelson of Winsor /Faircy outlined for the Council the first of three possible strategies for future municipal buildings. Strategy A calls for a new fire hall (district headquarters with ambulance services) to be located at our present site on Lake Drive. City hall and police services would be relocated to .a central campus site. Public works would remain at city hall (1189 Main St.), with the present cA .tgx.4 .rowaAn-i ty, ,t =::::.,r: services." Questions were raised as to what community services would be offered, and the advisability of separating the Police Department, and the Department of Administration. Strategy B calls for a new Police /Fire /Ambulance facility to be built on the site of the present fire hall, a new City Hall and Public Works facility to be built on present city hall property, with the existing building being remodeled for community services. Strategy C would alleviate short -term space needs, but it was felt would only put off the inevitable building of new facilities. The Council stated that their objective is not to "throw good money after bad ", and would rather do it right the first time. Council Members Kuether, Neal and Bohjanen all felt that one of the proposed sites just of Rice Lake was not appropriate. Mayor Bisel stated that our objective is to find a site that is the most centrally located within the city. Unfortunately, the regional park takes the center out of Lino Lakes. Council Member Reinert added that our purpose today is not to choose a site, or even talk about actual dollars. Rather, we are looking at principles thatae will be following for the next several years. The reoccurring theme has come to be the present lack of space at city hall. Council Member Kuether asked what the PAGE 1 1 1 1 COUNCIL WORK SESSION 15 OCTOBER 1990 city will be doing to alleviate this problem in the short term. Mr. Schumacher replied that he and staff have been looking at alternatives. One such alternative would be to dismantle the present fire hall located on Lake Drive, and have it moved to the back of the city hall property. The building would then be remodeled and serve as the Police Department. This would increase the square footage the department now has from 1500 to 2500. The building has been paid for, and is owned by the City. This move would create more space for administration at City Hall, create more space for the Police Department, and keep the two departments on the same property. Mr. Reinert asked if residents are complaining about our location. Mr. Schumacher replied only during elections. Mr. Reinert commented on what a good job the City of Shoreview had just done with their facilities. He added that he doesn't not want to do anything that is piecemeal, or poorly thought out or done. Ms. Sally Kuether added that she could not believe the crowded conditions that presently exist at City Hall. The concensus of the Council was to wait with a new City Hall, and do it properly. It was felt that the Rice Lake property was not satisfactory for a new campus location, but that we should investigate properties and determine an ideal site. In the short term, we would go ahead with the new Fire Hall, and investigate inexpensive alternatives to alleviate over crowding at City Hall. Mr. Schumacher recommended the Council enter into an agreement with Winsor /Faircy for the Fire Hall so that bids may be let as soon as possible. The goal for construction to begin on the Fire Hall is March 1 of 1991. The Council again discussed options for the present fire hall. Mr. Reinert questioned the police department space needs. The alternatives mentioned were: 1. rent /lease space away from City Hall; 2. relocate a building on to the property at 1189 Main Street. Mr. Schumacher handed out a list of Development Statements that staff had compiled (see attached). The purpose of this list was to give staff an idea of what the Council wants in the way of development policies. Staff would then use these guidelines when working with the public and developers, and would eliminate a great number of the special meetings the Council has had to have, especially the last several months. The Council reviewed the six statements, and after some discussion endorsed them. Mr. Schumacher was instructed to review these guidelines with the staff. Mr. Neal moved to adjourn the work session, seconded by Mr. PAGE 2 075. 0.7b COUNCIL WORK SESSION Bohjanen. Motion passed unanimously. Continue to use all existing city owned structures. 3. Complete construction of the fire hall as required by joint powers agreement. 4. Undertake no new construction that will be temporary and will not fit into long range goals. 5. Relieve office congestion. 6. Provide additional office space for employees to be hired within the next five years. 7. Reduce congestion in public works "shop" areas. 8. Provide the police department with added space for 1) offices, 2) evidence, 3) holding areas and 4) vehicle and equipment storage. 9. Eliminate the "mobile home" temporary office used by public works. 10. Start no major construction at this time with the exception of the fire hall. 11. NO SEWER AND WATER TRUNK EXTENSIONS CONSIDERED UNTIL INTERNAL INFILL HAS BEEN FINANCIALLY SATISFIED 4. PETITIONED IMPROVEMENTS SHALL STRICTLY FOLLOW CHARTER REQUIREMENTS 5. FINANCIAL IMPACT STATEMENTS SHALL ACCOMPANY DEVELOPMENT PROPOSALS 6. NEW DEVELOPMENT WILL REFLECT A QUALITY IMAGE THAT FOLLOWS LAND USE PLANS, IE INTERSECTION DEVELOPMENT PLAN APPROVED BY THE CITY COUNCIL
