HomeMy WebLinkAbout02/11/1991 Council Minutes235 COUNCIL WORK SESSION FEBRUARY 11, 1991 Mayor Bisel called a work session of the Lino Lakes City Council to order on Monday, February 11, 1991 at 5:47 P.M. Council Members present: Neal, Kuether, Reinert, Bohjanen. Council Members absent: none. City Administrator, Randy Schumacher and Clerk - Treasurer Marilyn Anderson were also present. The purpose of the work session was to discuss Council Appointments. This matter will be discussed at the regular Council meeting as well. Mr. Schumacher explained that an ordinance has been prepared to reduce the number of Park Board members from seven (7) to five (5). However, the Park Board is opposed to this ordinance. They feel that they work well with seven (7) members. Mr. Schumacher explained that in the past, the Park Board had a lot of responsibility. However, staff has been added (Park Director, Planner) and this takes most of the pressure of the Park Board. There is no longer a need to delegate responsibilities to various board members. Council Member Neal said he sees Park Board members in the parks looking at the needs of the parks. Council Member Bohjanen said he felt the boards should not be larger than the Council. Council Member Kuether said she felt the Park Board should not be larger than the Design Review Board. Mr. Schumacher explained that this is not a personal issue and there are no axes to grind. He felt there should be consistency between the boards. However, the Park Board does not want to be split up. Mr. Schumacher said he did go before the Park Board and explained the reasoning for reducing the size of the Park Board. Council Member Kuether said she has heard threats of resignation of members if the size is reduced. Council Member Reinert said that if they do work well together, why change it. Mayor Bisel said that he observed two (2) years ago that the Park Board needed a lot of direction and there was some absenteeism. However, he felt that since we now have the staff members, the Park Board membership can be reduced. Council Member Reinert noted that the Economic Development Committee consists of ten (10) members. Mayor Bisel noted that they are advisory only and do not get paid. Mr. Schumacher explained that this is a committee where a lot of ideas are needed. There was discussion regarding some issues that have recently PAGE 1 1 1 COUNCIL WORK SESSION FEBRUARY 11, 1991 come before the Park Board and then were returned because staff felt park land should have been requested rather than park money. Mr. Schumacher explained that all staff should review an agenda item before it goes before the Park Board. This will cause less confusion. The Council discussed the appointment of the chairman for each committee or board. It was felt that there should be a limit on the length of time one (1) person can serve as chairman. Mayor Bisel said that there are still problems that need to be addressed. Park Board members should not interfere with the staff and they should not be taking on duties of the staff. Council Member Reinert said that he is not "hung up" on the number of board members. He felt that if they are working well, they should be allowed to serve. Mayor Bisel said that if the Council is going to maintain the seven (7) member board, this Council will have to meet with them to resolve the problems. Council Member Bohjanen said he felt the only issue is whether the boards should be five (5) or seven (7) members. Mayor Bisel suggested that the issues be discussed with each board.
