HomeMy WebLinkAbout02/27/1989 Council MinutesCOUNCIL WORK SESSION FEBRUARY 27, 1989 FEBRUARY 27, 1989 Mayor Benson called the Work Session of the Lino Lakes City Council to order, Monday, February 27, 1989 at 6:00 P.M. Council Members present: Neal, Bohjanen, Reinert, Bisel. Council Members absent: None. City Engineer, Ron Stahlberg; Planner, John Miller and Clerk- Treasurer Marilyn Anderson were also present. DISCUSSION OF FIRE STEERING COMMITTEE MEETING OF TUESDAY, FEBRUARY 21, 1989 Mr. Reinert gave a brief report of the meeting held on February 21, 1989 with the Circle Pines and Centerville representatives of the Steering Committee. He noted that there is more opposition from Centerville than Circle Pines to the suggestion that the funding formula be changed. He also explained that the three Administrators from the three communities met on Friday and there was no further progress. He asked if the Steering Committee cannot get past the funding issue, where would this Council like their representatives to go. A Steering Committee meeting has been set for Monday, March 6, 1989 here. Mr. Neal told the Council that he had received a telephone call from Mr. Bruen, Fire District Chairman who explained that if rescue calls were the problem, they could be stopped in Lino Lakes. Mr. Reinert said this was not the issue. He said that there should be an agreement that the Fire Department has a certain dollar value for each community whether it is part of the district or a city owned department. Then the percentage factor would be added. Neither Circle Pines or Centerville has offered any alternatives. Mayor Benson asked if the negotiators should bend on this issue. He noted that they have offered to separate residential considerations from the commercial. Mayor Benson has also asked that Mr. Schumacher prepare some five and ten year cost projections for what a Lino Lakes Fire Department would cost. This calculation should take into consideration the expected population increase in Lino Lakes. This would be useful in explaining to the other two cities that Lino Lakes could be financially better off by starting their own fire department at this time. Mr. Bisel explained that this was his concern from the beginning. Mayor Benson explained that if Circle Pines and Centerville budge on the financial issue, they would ask for a long term agreement from Lino Lakes. Mr. Reinert noted that it usually takes several meetings to come to a "meeting of thought ". He said he is looking forward to a more open acceptance at the next meeting. -Mr. Bisel asked Mr. Reinert and Mayor Benson to find out what ' the-other two Cities are thinking and not budge at this point COUNCIL WORK SESSION FEBRUARY 27, 1989 FEBRUARY 27, 1989 and update the Council at the March 13, 1989 meeting. He also asked for a presentation from Centerville and Circle Pines. He noted that they may have a better alternative. Mr. Neal said he would support Mayor Benson and Mr. Reinert in whatever they decided was best. PLAN REVIEW OF SUNRISE MEADOWS Mr. Stahlberg showed overhead maps of this subdivision that showed final locations of the water and sewer mains. He noted that three property owners adjoining Sunrise Meadows on the west have petitioned for utilities so that they can subdivide their property. He suggested that the water main be looped from the trunk line west on Gladstone, north on Sunrise Drive to Green Briar Drive then east to the trunk lines. Sunrise Drive would be restored to its current status. He noted that the residents on the west side of Sunrise Drive could be notified that the services were available and they could petition for the services if they desired. This would be similar to the situation on Laurene Avenue and-the Woodridge Estates development. There was discussion regarding going all the way up Sunrise Drive and then looping to connect with the main trunk lines. Mr. Reinert was concerned that this would cause delay of the entire project since residents in the Sunrise area have been so opposed to any sewer and water improvements. Mr. Miller explained that he is going to suggest to the Council later that the entire MUSA boundary be re- assessed. The one area he is considering eliminating from the MUSA boundary is the Lexington Park Lakeview area. If they are removed from the MUSA area, utilities will not be available to them. Mr. Reinert said that he felt the primary goal is to get the trunk lines north to the prison. He suggested that any change of this type could substantially delay the project past the construction season. The lot subdivisions must go through the P & Z Board and the matter of supplying services can be dealt with at that time. The plans for Sunrise are to remain as submitted and any revisions are to be made after the formal procedures are followed for replatting and petitions received for utility extension. Mr. Stahlberg explained the drainage pattern for Sunrise Meadows. He noted that Mr. Volk had recommended that the drainage of Gladstone Drive be tied into the storm sewer because of the pattern of water flow. This has been incorporated into the drainage plan. Mr. Stahlberg explained that he and Mr. Volk have spent a lot of time talking to the residents on the south end of Ulmer's Rice Lake Addition regarding drainage and feels it was time well spent. Mr. Stahlberg noted that the portion of 2nd Avenue abutting -Sunrise Meadow on the east will be constructed to state aid standards utilizing MSA funds. Mr. Bisel asked if there was 2 2 9 COUNCIL WORK SESSION FEBRUARY 27, 1989 FEBRUARY 27, 1989 any chance that Sunrise Drive could be constructed to state aid standards. Mr. Stahlberg explained that the problem is that there is a county state aid road two blocks to the west. He has reviewed this with the state aid engineer. Mr. Stahlberg explained that Mr. Menkveld has already started grading the area and moving dirt to the low areas for fill. There will be a substantial change in the area. PLAN REVIEW OF WEST CENTRAL TRUNK SEWER AND WATER Mr. Stahlberg outlined the route of the trunk lines beginning at the Lino Industrial Park west through the property owned by Tilsen and south to the freeway. He displayed a proposed plat by Tilsen for the area south of the prison and north of 35 W and the area south of Marvy Street and north of 35 W. He noted that in the area zoned Light Industrial, Tilsen is proposing a buffer of single family homes. This would require a rezone of a portion of this Light Industrial property. Mr. Stahlberg continued by explaining where the trunk lines would go under 35 W south through St. Joseph Church property. He also displayed a preliminary plat of the Tilsen property west of the church. The trunk lines will then continue south of Elm Street through another parcel owned by the church to the Menkveld subdivision of Sunrise Meadows. Mr. Stahlberg explained that a ghost plat of the church property was designed so that the trunk lines could be properly placed. The trunk lines will continue south through Sunrise Meadow into the Strauss property and the Begenisich property. Easements will be needed through all of these properties and the easement through the Strauss and Begenisich property will be used for street purposes in the future as well as the utility lines at this time. He also noted that a lot of trees will be removed during construction. Mr. Neal asked if there will be a gravel road over the utility easement on the back side of the Rustic Lane lots. Mr. Stahlberg explained that was the original plan but Mr. Volk has requested that the hard surface be removed and the area restored to its natural condition. He explained that Mr. Volk was with him and the survey crew and talked to the residents. Mr. Reinert asked if it was possible to put in a good base but also have grass. Mr. Stahlberg said yes, however he will replace what is there as Mr. Volk has requested. HISTORICAL SOCIETY E. A. W. COMMENTS Mr. Stahlberg explained a letter from the Historical Society -dated February 17, 1989 is requesting an archaeological survey of the area south of Sunrise Park to Lake Drive. He COUNCIL WORK SESSION FEBRUARY 27, 1989 FEBRUARY 27, 1989 has received a proposal from Cristina Harrison who has completed several surveys in Lino Lakes. He noted that the survey would take about three working days and another one or two days to complete a final report. She would probably start the survey about the first of April. He also noted that a survey would'`probably be required for any improvement within 1,000 feet of the chain of lakes. This requirement is for Lino Lakes because of the historic significance of the lakes. MINNESOTA POLLUTION CONTROL AGENCY REQUEST FOR PREPARATION OF EAW The Minnesota Pollution Control Agency (PCA) has requested that Lino Lakes withdraw the EAW from the review process and submit the necessary materials to them so that they can start the EAW review process. PCA explained that the EAW process is their responsibility not Lino Lakes. Mr. Stahlberg will submit all of the material to this agency and also try to talk them out of requiring that Lino Lakes withdraw their EAW. Mr. -Bisel asked why this route was not followed in the beginning and Mr. Stahlberg explained that he thought that the City was responsible for this as was the situation in Andover about two years ago. However, PCA says it is their responsibility . Mr. Stahlberg did not feel PCA would be difficult to deal with. Mr. Stahlberg has submitted a schedule for the West Central Trunk improvement. If plans and specifications are approved this evening, the archaeological study can begin about April 1, 1989. The PCA will publish the EAW on March 20, 1989, bids can be taken on March 31, 1989 and awarded on April 10, 1989. The bond consultant will look at the bids prior to the awarding of the bid. Bids cannot be awarded prior to formal action by MPCA on the EAW. Mr. Bisel asked if anything was missed regarding the PCA responsibility and what will it cost the project in time? Mr. Stahlberg said a procedural step was missed. It should set the project back about two to four weeks. Mr. Bisel noted that time is critical at this point. The remaining items on this agenda were delayed to the regular Council meeting. Mayor Benson closed the Work Session at 7:18 P.M.
