The purpose of the work session was to continue the discussion of
the 1992 General Fund Budget.
Mr. Schumacher reminded the Council Members that the public
hearing is scheduled for Thursday, December 5, 1991 at 6:30 P.M.
He said he would like to resolve all issues that were raised at
the November 20, 1991 work session.
Quarterly Newsletter - Mr. Tesch explained that in 1990, the
Council decided to upgrade the newsletter. The cost of the
newsletter after the upgrade was approximately $2,200.00 for the
first quarter. This appeared to be costly so the City purchased
a computer program called "typesetter ". This purchase improved
the quality of the newsletter and has saved approximately $500.00
per quarter because the newsletter does not have to be sent to a
printer for typesetting. Two (2) additional pages were added to
the newsletter.
Council Member Neal asked if inserts could be added to the
newsletter. Mr. Tesch said yes but the City would not want to be
involved in placing non - governmental items with the newsletter.
Council Member Reinert asked if the newsletter could be
categorized. He suggested that the format be changed. Mr. Tesch
explained how material for the newsletter is gathered and how
Cathy Wyland (newsletter editor) prepares the newsletter.

Council Member Reinert said he felt the costs did not appear to
be much considering the number of residents and businesses that
receive the newsletter.
North Metro Mayor's Association - Mr. Schumacher had sent to the
Council the 1991 Benefits and Accomplishments publication of the
North Metro Mayor's Assn. He cited some issues that were of
concern to this organization during 1991 including supporting a
sales tax increase for the purpose of substituting for the loss
of state aid. Mr. Schumacher noted that there is now concern
regarding the status of the increased portion of sales tax. It
appears that the state may retain some of this money to help
balance the state budget. He also noted that the North Metro
Mayor's Association formed a committee to determine a formula for
distribution of the additional sales tax.
Council Member Reinert asked if this association has a budget.
Mr. Schumacher explained that it did and it is under the
direction of the Board. Council Member Reinert asked what Lino
Lakes got for its contribution to the 1991 budget. Mr.
Schumacher said that Lino Lakes bought into the credibility of
the North Metro Mayor's Association. He explained that other
areas of the metro region have similar associations that lobby
for the interest of their particular area. This is the purpose
of the North Metro Mayor's Association.
1992 Revenue Budget - Mr. Schumacher reviewed the revenue
portion of the budget item by item. He noted that the City is
instituting a new policy of charging for gopher state one calls.
A fee will be added to each building permit to help cover the
cost of the gopher state one calls.
Council Member Reinert asked that it be determined if Centerville
will be asking for bids for police coverage. It was noted that
their current contract will not expire until December 31, 1992.
Chief Campbell said this matter would be looked at during the
fall of 1992. Council Member Kuether felt a letter should be
sent to the City of Centerville stating that Lino Lakes is
interested in bidding on any new contract.
Non - revenue receipts were reviewed. Mr. Schumacher explained
some of these items.
The work session ended at 6:30 P.M.
These minutes were considered, corrected and approved at a
regular meeting of the City Council on December 9, 1991.
