June 10, 1974
The regular meeting of the Lino Lakes City Council was called to order at 8:05 p.m.
by Mayor Bohjanen on June 10, 1974. Councilmen present; McLean, Zelinka. Absent;
Jaworski, Marier. Mr. Locher and Mr. Gotwald were also present.
The minutes of May 28, 1974 were corrected by inserting "Mr. Zelinka arrived" just
before the Clerk's report.
Mr. Zelinka moved to accept the minutes as corrected. Seconded by Mr. McLean. Motion
carried.
The Clerk's report included the following items:
A letter from the Department of Natural Resources announcing a meeting to discuss
a program proposed for Lino Lakes on laying out a bike trail corridor. No action
was taken on this.
Had made a copy of the Council minutes dealing with the acceptance of the portion
of Baldwin Lake Road that runs East for partial maintenance. This portion needs
some grader work.
All Councilmen have copies of the Police monthly report and a copy of Mr. Karl
Burandt's report dealing with the interceptor.
A meeting scheduled for June 25, 1974 dealing with housing relocation.
A letter from the Minnesota Metropolitan Training Center questioning the possibility
of special assessments being levied within the next two years. The Council felt that
at this time there would not be any specials within this perod of time.
A letter from the Metropolitan Council giving the estimated population of Lino
Lakes as of April 1, 1974 as 4,172.
A letter from Senator John Milton to Commissioner Lappegaard in regards to the
interchange at County :toad 14 and Interstate 35W.
A letter from Mr. William Merritt of the State Highway department to Mr. Lundheim
on the same subject.
Received a request from the Minnesota Building Movers Assocation in reference to
the installation of utility lines, power lines and traffic signals, etc., they
would like a corridor of street free of these installations for the use of moving
buildings. The Clerk was instructed to refer this to the P &Z.
Read a letter from Mr. Dougherty acknowledging the receipt of the list of names
requesting sewer installation in the Shenandoah plat.
Reported on the Application for the installation of a 4000 gallon gasoline tank at
Ed's Skelly. This installation has been approved by the State Fire Marshall.
Read a letter from Mr. Bruce Benson on the sand washing into Reshanau Lake from
the storm sewer in that area. The letter was turned over to Mr. Gotwald for action.
The Federal Revenue Sharing Planned report was discussed. Several suggestions were
considered with the final decision as; 25% for Police; 25% for Parks; 20% for Roads;
20% for Equipment and 10% for General use. Mr. McLean so moved to approve the Planned
use. Seconded by Mr. Zelinka. Motion carried.

Mr. Jaworski was absent due to the fact that he was operating the sewer truck. Mr.
Backlin had been injured in an automobile accident.
Mr. Marier was absent in order to attend graduation ceremonies.
Mr. McLean reported that the second ball diamond has been graded. The fence at
Lino Park is up, except for the last three post adjoining Luther's Sport Shop and
the gates are not in as yet. He will check Sunrise before the campers come in and
will also check on Sunday evening before they leave. Mr. Clausen and Mrs. Kendall
will assist.
He reported that after some discussion with Mr. Beihn, the two young people who
will be working with Mr. Johnson in the Parks this summer will be one fully funded
person and one who is 75% funded. The City will pay 25% of his salary. Mr. McLean
moved to accept this arrangement. Seconded by Mr. Zelinka. Motion carried.
There was some discussion on the amount on some of the requisitions. The Council
feeling that items for this small amount should be purchased from the petty cash
fund. After some discussion, Mr. Zelinka moved that any item under $7.50 be
purchased from the petty cash. Seconded by Mr. McLean. Motion carried. In the same
line, Mr. McLean moved to increase the petty cash fund to $100.00. Seconded by Mr.
Zelinka. Motion carried.
Mr. Zelinka said that he will be out of town this coming week but that a Personnel
meeting will be set up for the week of the 24th. Mr. Larry Johnson is setting this
meeting up and will contact the office for notices to be sent out.
Mr. Bohjanen reported on the meeting scheduled for June 13, 1974. This meeting will
also include a discussion of the Anoka Highway department highway plans. He reminded
the Council of the meeting on the llth with Mr. Burandt and the Centerville's Council.
He felt that this meeting was necessary for the two Councils to draft a position
statement as to Mr. Burandt's report.
Mr. Bohjanen had the Clerk read a letter from Mr. Clement Frazer thanking the
Police Department for the house check while they were on vacation. They appreciated
the watch kept on their home very much.
Mr. Bohjanen had received a letter from Delores Knaak, Ramsey County Commissioner
dealing with the Battle Creek Watershed District. A hearing is scheduled for June
13, 1974 at 10:00 p.m. in the Hazel Park Jr. High School. The Council felt that
they could not approve this project since they have no information. After some
discussion, Mr. Zelinka moved to authorize Mr. Gotwald to attend this hearing and
present the City's stand on this proposal. Seconded by Mr. McLean. Motion carried.
Mr. Bohjanen had received a note from Senator Milton with a list of grants available
for Park projects. This was turned over to Mr. McLean.
He announced that the representative on the Open Space Commission representating
this area is Beverly McCumber of Hastings.
Mr. Jaworski arrived. He stopped to open the two bids received for the truck.
One from Bill Boyer Ford and one from International. After discussion of the
deliver date. Mr. Jaworski moved to table a decision on this until this can be
cleared up. Seconded by Mr. Zelinka. Motion carried.
Mr. Jaworski left. Mr. Zelinka moved to send Mr. Jaworski a letter of comendation
for stepping into Mr. Backlin's place and to include a badge (a close pin) . Seconded

by Mr. McLean. Motion carried.
Mr. Clyde Rehbein presented a letter concering property located on Lake Drive. One
of the units has been sold and he has a variance for the split of the lot but it
does not spell out the legal split.
Mr. McLean asked if this hould go through the P &Z? Mr. Locher said that the
variance was issued before the new ordinance was passed and thus would be acceptable
under Ord. No. 6.
Mr. Rehbein said that he must have a legal description for each lot. One unit is
sold and he needs this for the closing.
Mr. Zelinka moved to authorize the Clerk to generate the papers necessary to define
the portion of the Lot designated as lot A, this being the Northern portion. This
portion is entirely within the area described in the Variance. Lot B, that portion
of the lot lying on the Southern part will go before the P &Z. Seconded by Mr.
McLean. Motion carried.
Mr. Locher presented the applications for liquor licenses.
The first application was from Henry Rosengren for Hank's Cafe. The application,
insurance, and bond was in order. Mr. Zelinka moved to approve the license. Seconded
by Mr. McLean. Motion carried.
The second application was Mr. Stanley Thayer of the Blue Heron. The Bond was in
order but the insurance needs the "ten day written notice" clause inserted. Mr.
Thayer presented Bob and Faye Leiter who are in the process on buying the Blue Heron.
Mr. Locher informed them they would need a $5,000.00 Bond and the insurance necessary.
Also, on new applicants, there must be a Police investigation before licenses can
be issued. The dance license cannot be approved at this time since at that location
there must be a cabaret license issued and the City does not have an Ordinance
covering this as yet. Mr. Zelinka moved to table consideration of license for Bob
and Faye Leiter until June 24, 1974. Seconded by Mr. McLean. Motion carried.
Mr. Thayer asked that his application be considered in case the application for the
Leiter's is refused. He understood that in case the licenses are approved for the
Leiters and the sale goes through, there can be no refund of the license fee that
he has paid.
Mr. McLean moved to approve Mr. Thayer's application contingent upon receipt of
$5,000.00 bond and written notice in insurance by the 24th of June. Seconded by
Mr. Zelinka, Motion carried.
The application of the Nathe Brothers was considered. The written applications had
not been returned to the Clerk's office. The insurance needs the "10days written
notice clause inserted ". In the absense of the application forms, Mr. Zelinka moved
to table until June 24, 1974. Seconded by Mr. McLean. Motion carried.
The application for Bill and Frans Bottle Shop was in order. Mr. Zelinka moved to
approve this application. Seconded by Mr. McLean. Motion carried.
The applications of Lawrence and Monica Cichy for on and off sale at the Oasis was
considered. The insurance needs the "10 day written notice" clause inserted. Mr.
Zelinka moved to approve these applications to continue automatically upon receipt
of proper insurance. Seconded by Mr. McLean. Motion carried. The Dance license was
not considered due to lack of an Ordinance covering the new Cabaret license that

must be issued.
The application of Luther LeVessure was in order. Mr. Zelinka moved to approve.
Seconded by Mr. McLean. Motion carried.
Mr. Henry Speiser had neglected to sign his application. The Clerk is to contact
him and his application will be considered at the June 24, 1974 meeting.
Mr. Gotwald had looked over the letter concerning the Battle Creek Watershed
District and said that the hearing scheduled is to consider the expansion of this
District. Mr. Gotwald felt that the City should object to being included in this
District for several reasons. We have had no communications• from this District,
there has been no engineering study and most of the area of Lino Lakes is already
included in the Rice Creek Watershed District. This would be an overlapping
situation. All platting done in the area must be approved by the RCWD at the present
time and with the formation of this district, one more agency could be involved
thus complicating the procedure of platting.
Mr. Ross asked if the City received copies of the RCWD and was told that we do.
The Clerk was instructed to draft a letter for Mr. Gotwald informing this group
that; 1) we are not a part of the drainage system that flows into Battle Creek. 2)
there has been no engineering study as to why Lino Lakes should be included in
this district. 3) the City of Lino Lakes doesn't need another agency controlling
the growth of the City and 4) the City of Lino Lakes had neither representation on
this Board nor communications from them.
Mr. Carl Nelson asked if the two districts overlapped and was told No.
Mr. Gotwald reported that he will have a preliminary cost estimate for planned
road repairs for the next meeting.
The Clerk asked who to get to test the water at the well. Mr. Gotwald suggested
Gene Smith of White Bear Township, Bill Imme of Circle Pines or Greg Morstad of
Lexington.
Mr. Al Ross made comment of the study being conducted by the City for full time
Law enforcement. He felt that we have a Library District, Hospital District and
felt that with the number of surrounding communities needing full time protection,
a Law Enforcement District could be set up. He felt that this matter should be put
on the ballot this fall and let the people vote on it. He also reminded the Council
that the possibility of issuing an unlimited number of liquor licenses. He felt
that this should also be on the ballot for approval of the residents.
Mayor Bohjanen told Mr. Ross that there has been three meetings of the Commission
studying a full time Police Department, the next one is scheduled for June 26, 1974.
Before any decisions are made on this, a public hearing will be held. This project
is still very much in the planning stages.
Mr. Zelinka moved to approve requisitions #436 through #446 inclusive. Seconded by
Mr. McLean. Motion carried.
Mr. Zelinka moved to pay bills with checks #5787 through and including #5810.
Seconded by Mr. McLean. Motion carried.
Mr. McLean moved to adjourn at 10:30 p.m. Seconded by Mr. Zelinka. Aye.

The special meeting of the Lino Lakes City Council was called to order at 8:05 p.m.
on June 11, 1974 by Mayor Bohjanen. Councilmen present; Jaworski, Marier, McLean,
Zelinka. Mr. Locher, Mr.Carley and Mr. Gotwald were also present.
Mr. Karl Burandt of the Metropolitan Council Staff was here to explain his report
dealing with the Lino Lakes - Centerville interceptor. Mr. Ray Payne of the Metro
Sewer Board was present. Mayor Prachar, Councilmen Murray, Burgue, Anderson and
L'Allier of Centerville and Mrs. Marcello, Centerville Clerk was also present.
Mayor Bohjanen explained that this meeting had been scheduled for the purpose of
discussing Mr. Burandt's report. He turned the meeting over to Mr. Burandt.
Mr. Burandt gave the Mayors copies of Metro Development Framework Interim Policies
and a Metro Report. He read from the report which basically says that development
should be curtailed in the fringe area and the now sewered areas built up to
capacity before sewer lines are extended. These are the lands nearest the core
Cities.
He read the five points that set the tone of this report;
1) The plan should encourage contiguous development extending outward from the
core cities and fully developed suburbs without skipping over large open
areas already provided with central sewers.
2) The plan should not require other urban services to be prematurely provided
such as roads, schools, local utilities and governmental services.
3) The plan should not open up large areas to development with long expensive
sewer lines at an early date.
4) The plan should relieve pollution problems where necessary without inducing
development.
5) The plan should provide for meeting local sewer needs where necessary.
He went to detail as to why the Lino Lakes portion of the interceptor would be
brought to the City limits. He recommends that Centerville be sewered through the
Forest Lake interceptor and that this can be done with a full gravity flow system.
Mr. Bohjanen asked if he has consulted with the City Engineers and if he had used
the City's comprehensive land use plan in formulating this recommendation?
Mr. Burandt said that he had used the City's land use plan, the NSSSB report, MSB
studies and the North area study.
