The special meeting of the Lino Lakes City Council was called to order at 8:05 P.M.
by Mayor Bohjanen. Councilmen present: Jaworski, Marier, McLean and Zelinka.
Mr. Marier said since he was most familar with the rating sheets used by Mr.
Myhre, he would like to question Mr. Myhre on how he had used the sheets to rate
the men. He moved to limit the questions to three at this time. Seconded by
Mr. Jaworski. Motion carried.
Mayor Bohjanen said the purpose of this meeting was to select the full time
personnel for the Police Department.
Mr. Myhre explained that he had gone through the rating sheets a few questions
at a time for each man.
Mr. Marier asked if any of the personnel knew of the rating. Mr. Myhre said two
did - Wilbur and Holman. Mr. Marier asked why those two? Mr. Myhre said they
happened to be in the office the night he was completing the rating.
He also said that Wilbur would not like to be considered at this time but would
like to remain on the list for consideration in the future. Mr. Myhre said the
rating sheets had pretty much agreed with the cards he had previously filled out.
Mr. Myhre was asked to send in the first man for the interview. In the meantime,
Mr. Marier said that if this ratings sheets is used correctly, there is no way
that you can arrive with all men about average. If you only consider the man,
then you get an average.
Mr. Jaworski felt that Mr. Myhre had tried to rate the men as individuals.
The Patrolmen were interviewed in the following order: Mr. Ross, Mr. Costa,
Mr. Kirschbaum, Mr. Armstrong; Mr. Myhre. Mr. Wilbur and Mr. Holman did not
want to be considered for full time at this time.
The men were given a copy of the rating sheet used and asked questions on the
catagories - how they would rate themselves and why. They were questioned on
the reasons for their desire to become a policeman - on how they would react
if they were not selected for the full time positions - and what they felt they
could offer to this department. The Council asked if the men felt the rating
sheets were a fair way to rate their qualities and they agreed it was.
The Council discussed the answers of each man, the attitudes, the reactions to
some questions and after much consideration of each man, Mr. Marier moved to
hire Mr. Myhre as a full time police officer to serve as Acting Chief for six
months. He is to set up the department with a long range and short range plan.
The position of Acting Chief will be reviewed at the end of six months. Seconded
by Mr. Zelinka. Motion carried unanimously.
Mr. Zelinka moved to hire Mr. Sal Costa as a full time police officer in the
position of Number .one patrolman. Seconded by Mr. Marier. Motion carried
unanimously.
Mr. McLean moved to hire Mr. Ron Armstrong as a full time police officer in the
position of Number Two Patrolman. Seconded by Mr. Marier. Motion carried
unanimously.
Mr. Jaworski brought up the position of Police Clerk. The Council deferred
action on this position. There was discussion on a school that she should

The Council agreed to send her to this school provided it is local.
Mr. McLean moved to disband the Police Study Commission. Seconded by Mr. Marier.
Motion carried.
Mr. McLean moved to create a Police Advisory Board of five members plus the Mayor
as liaison to include one member from the Centerville Council. Seconded by Mr.
Marier. Motion carried with Mr. Bohjanen and Mr. Jaworski voting, No.
The Board should be established by January 1, 1975. There will be discussion
of this at subsequent Council meetings.
Mr. Myhre returned and the motions concerning the full time personnel were read.
Mr. Marier reiterated the necessity of setting up the department with short range
and long range plans - these plans to be written up and scheduled. He must present
new ideas for the department.
Mr. Myhre asked for four things:
1. He would like to see a progressive wage scale created - with pay
levels after so many years.
2. He would like a benefit program worked out for hospitalization and
insurance.
3. He would like his vacation time to be computed from the time he started
working for the City.
4. He would like permission to work eight hours on Saturday at the Applebaums'
store at Northway in order to retain his seniority, benefits and vacation
time for a period of six months.
The wage increases would depend on the money available and what per cent each
year must be considered each year. There is no way this Council can bind future
Councils to pay increases at a certain percentage. The Council pointed out that
there are few is any places of employment where a guaranteed wage increase is given
at the time of employment.
As to number four, they could see no conflict with this arrangement. The Council
gave permission for this arrangement for six months and will open discussion on
this at that time.
The Clerk was asked to send confirming letters to the men hired and also to
the ones not selected.
Mr. Myhre said that the school that Mrs. Pankratz should attend is to be held
February 16, 17 and 18th in the Metropolitan area. Mr. Marier moved to authorize
Mrs. Pankratz to attend this school. Seconded by Mr. McLean. Motion carried.
There was some discussion of deputizing ilr.s'Pankratz. The Council asked for
a recommendation for this. They felt that this would not be done before the 1st
of January at the soonest.
Mr, Jaworski asked about putting anew type of synthetic oil in the new truck. Mr. Marier
siad it had been tried in our trucks and had not worked. He will check.
Mr. McLean moved to adjourn at 11:15 PM. Seconded by Mr. Marier. Aye. q,, �p�.c,�J
