HomeMy WebLinkAbout06/30/1975 Council MinutesJUNE 30, 1975 A Special Meeting of the Lino Lakes City Council was called to order at 7:45 P.M. on June 30, 1975 by Mayor Bohjanen. Council members present: Marier and Jaworski. Absent members: Zelinka and MCLean. The meeting was called for the purpose of discussion of road problems in Lino Lakes and to outline the road improvement schedule for 1975. Mr. Jaworski said that he and Mr. Volk had meet_w.th George Gotwald, City Engineer, to discuss what should be done this year to maintain the streets. Mr. Gotwald said he is basing his recommendations on a list prepared by Mr. Volk; his recommendations are as follows: LAKEVIEW AREA: seal coat 2 3/4 miles of streets in this area. WARE ROAD: should be seal coated. 7TH AVENUE a sand mix was used 4 years ago and 1 mile of it should be sealed this year. PELTIER DRIVE should be seal coated this year. 77TH EAST EAST RONDEAU 4TH AVENUE 80TH STREET MAPLE & ORANGE BALD EAGLE the East end should be patched and restored. must be remixed. the North mile should be seal coated. West 900' need to be restored. need to be graded and gravel laid down. two bad break ups on this road make it necessary to remove clay pockets and patch. OAK LANE $ 62ND bQth,`need to be scarified and shot with oil. 24TH AVENUE North end - one mile - needs a lot of work and three alternatives are being offered: 1. Scarify and lay a mix down 2. Lay a 2" mat 3. Grade and re- gravel 1 1 JUNE 30, 1975 The costs for the above work would be: Total Cost for Seal Coating Scarifying & re -mix Maple $ Orange Bald Eagle Blvd. $14,700.00 5,100.00 3,800.00 1,900.00 $25,500.00 There are 29 miles of roads in Lino Lakes to be maintained by the City. The streets are paved in the following manner: 14.02 miles Bituminous base 9.28 miles Prime and Seal 5.11 miles Gravel .05 miles Dirt Fifty percent of the roads already have a bituminous base and I would suggest laying out a program to road mix 3 to 4 miles per year. If the work is to be done as in past years, by City Crews, accurate records will be very valuable in estimating costs and maintanence to be done on each road. If streets on the boundaries of the City are to be included, this would add 14.03 miles of roads, then a bituminous mat should be layed and maintanence would consist of seal coating. Mr. Marier asked what the difference between pea rock and sand would be as far as costs are concerned. Mr. Gotwald said that the costs differ about $1.00 per ton. He felt that pea rock would be the best mix to use. Mr. Marier recommended that on 24th Avenue that it be patched, a mat of gravel laid down and road be oiled. Let it set for one week and add a layer of pea rock. Mr. Jaworski said that one clay pocket should be removed - it should be dug out and rock laid down. Mr. Marier suggested a ditch be put in for better drainage. He said that the first quarter mile and the last third of the road are not in too bad a condition and part of the problem on this street is that horses use the street. Mr. Gotwald said that on Rolling Hills Drive a lot of heavy equipment uses the street and contributes to the break up problems. Mr. Marier suggested that a letter be sent to the party that owns the heavy equipment and uses Rolling Hills drive frequently asking that he reduce his speed and take as many precautions as possible to avoid using Rolling Hills Drive when possible. Mr. Marier moved to take Mr. Gotwald's recommendations, apply a pea rock seal for 24th Avenue, allocate $38,000.60 for road repairs to be completed by October 15, 1975 with the labor coming from City Crews. Mr. Jaworski seconded the motion. Motion carried. /73 174 JUNE 30, 1975 Mr. Marier suggested that the patching on all the roads in the program be done as soon as possible in time for the patches to settle before the necessary improvements are made. Mr. Marier moved to adjourn the meeting on the road subject at 8:15 P.M. Mr. Jaworski seconded the motion. Motion carried. The meeting re- opened at 8:16 P.M. on an emergency basis to consider the liquor application of Mr. Pomerleau, the new owner of the Blue Heron. Mr. Locher went through the application, the insurance provides adequate coverage, the bond is more than is required by the City. Mr. Marier questioned the residency of the owner. Is he in fact a resident of Lino Lakes as required by the Ordinance? Mr. Locher said that Mr. Beverson is living on the premises while they are having the living quarters remodeled. He is registered to vote. Mr. Marier asked if he is a part owner of the business? Mrs. ppmerleau said that he is ntt. Mr. Marier said he thought the Ordinance stated that an owner or part owner must be in residence in Lino Lakes. Mr. Locher confirmed this - an owner must be a resident of the City of LIno Lakes. (Ordinance No. 31 A) Mr. and Mrs. Charles Tutton were in the audience; they are the current managers of the Blue Heron and have a share in the business. Mrs. Tutton said they could arrange to have their mobilehome moved to Lino Lakes and asked if that would meet4the residency requirements? Mr. Locher said yes. Mr. Locher also asked if Mr. Pomerleau has a building permit for the remodeling and was told no. He said a permit would have to be issued before any more work could be done. Mr. Tutton said that the value of the remodeling was only $300.00. Mr. Marier asked how long it would take the Tuttons to complete the move to Lino Lakes. Mrs. Tutton said she thought it could be done within 4 weeks. Mr. Marier moved to approve the application witk the following stipulations: 1. Mr. Pomerleau obtain a building permit immediately. 2. Permanent residency be established in accordance with the terms of Ordinance No. 31 A withing 45 days. 3. The square footage requirements of Ordinance No. 56 A be adhered to for the living quarters. Mr. Jaworski seconded the motion. Motion carried. Marier moved to adjourn at 9:15 P.M. Mr. Jaworski seconded the motion.
