OCTOBER 14, 1975 <br />The regular meeting of the Lino Lakes City Council was called to order on <br />October 14, 1975 at 8:00 P.M. by Mayor Bohjanen. Council Members present: <br />Mr. Jaworski, Mr. McLean, Mr. Zelinka. Absent: Mr. Marier. Mr. Locher <br />and Mr. Gotwald were also present. <br />Mr. McLean moved to approve the minutes of the Special Meeting held on <br />September 9, 1975. Seconded by Mr. Zelinka. Motion carried. <br />Mr. Zelinka moved to approve the minutes of September 22, 1975 with the <br />following correction: Page 5, paragraph 10, last line: delete the <br />word "her" and add: "Mrs. Soukop's position." Seconded by Mr. McLean. <br />Motion carried. <br />The Clerk read a letter from the Minnesota Highway Department setting <br />the speed limit on Birch Street from Highway 49 to Centerville Road at <br />50 MPH and from Centerville Road to 20th Avenue at 55 MPH. He also <br />stated that the City's request concerning the service road East of 135 E <br />will be sent to the State Highway Department for study. <br />The Clerk was instructed to write to Mr. Paul Ruud stating that the road <br />is not capable of carrying traffic at that speed. The design of the <br />road makes this rate of speed unsafe. They would also like Mr. Ruud <br />to know that the Council feels that the repair work done on Birch Street <br />is atrocious and a waste of money. The condition of the street now makes <br />the control of a car almost impossible. The condition of County Road <br />No. 14 is about the same. She was instructed to send a copy of this <br />letter to Mr. Burman and ask that he drive out and inspect these streets. <br />Read a letter from the State Board of Assessors announcing a Property <br />Valuation Short Course and Continuing Education Workshop for Certified <br />Assessor's. The letter states also that in order for an Assessor to <br />retain their certification a certain number of Continuing Education Units <br />(CEU) will be necessary. The number necessary to retain the certification <br />will be discussed at these classes. Mr. Kelling had requested permission <br />to attend the one at St. Joseph on October 28, 29 & 30, 1975. The Clerk <br />requested permission to attend the same course. After some discussion, <br />Mr. Jaworski moved to grant Mr. Kelling permission to attend the courses <br />to be offered on November 7, 12 & 13, 1975 to be held in Chaska. Seconded <br />by Mr. McLean. Motion carried. <br />Mr. Zelinka questioned the Clerk as to how many of the CEU's are necessary <br />to retain certification. She said she didn't know, this has just been start- <br />ed and will be discussed the first day of the course. She said she would <br />like to attend one of the sessions in order to retain her certification <br />and would pay her own transportation charges. <br />After consideration, Mr. Zelinka moved that the Clerk be allowed to <br />attend the course at Chaska, the only cost to the City to be Mrs. <br />Sarner's wages for the three day period she is gone. Seconded by Mr. <br />McLean. Motion carried with Mr. Jaworski voting, No. <br />Read a letter from Rep. Oberstar in connection with the approval of the <br />interceptor. <br />In connection with this, Mr. George Gotwald said that his firm had been <br />told that the funds for this interceptor are not in the 1976 budget but <br />will be in the 1977 budget.
