OCTOBER 22, 1975
The Special Meeting of the Lino Lakes City Council and Representatives of
the Police Union was called to order at 7:45 P.M. by Mayor Bohjanen. Council
Members present: Jaworski and Zelinka. Absent: Marier and McLean. Mr.
Bastain and Mr. Wisenberger were present. Mr. Locher, City Attorney was
also present.
Mayor Bohjanen asked the Union to state their differences. Ther is $68,387.00
in the budger for salaries for the Police Department. The Representatives
asked if this amount included the Chief's salary and was told that it did.
Mr. Zelinka computed the Union offer and the salaries amounted to $79,493.00
($70,890.00 less the PERA).
The benefits would cost the City $46.58 per month for each full time
employee. This would amount to $1,677.60 per year for three full time
people.
The fact that this plan has a retirement fund was brought up. The Clerk
was instructed to contact PERA and ask for a letter to the effect that
if the Police Personnel have a retirement fund of their own, can they be
excluded from PERA.
The Union representatives presented the following salary requests:
Sergeant $14,562.00 per year
Patrolman (2) 26,400.00 " "
PERA (3) 1,677.60 " "
Total - Full Time $42,603:60 " "
Part -time Personnel 13,764.00 " "
TOTAL $56,367.60 " "
This figure does not include the Chief's salary. The Council could not
agree to this figure.
Mr. Bastain served the Council with a Mediation Order. This notice will be
sent by registered mail. He was sorry that the two bodies could not come
to an agreemnt. Mr. Bastain said he understood that the Council had contacted
Anoka County for contractal coverage and he considered this unfair labor
practices.
The Clerk said that the County had been contacted for charges only, not for
a contract.
Mr. Bastain said that the ability of the City to pay had been considered but
he felt the Police Employees were entitled to a living wage and they should
not have to subsidize the City. He also stated this contract would become
effective on May 16, 1975 and there should be an adjustement for 1975
salaries. He felt that there was no alternative to mediation since the
City was not flexiable. Mr. Bastain felt that there is only about $4,000.00
difference in what the Union is asking and the City will pay.
Mr. Locher said the problem of the City is one of a tight budget and the
loss of 4,200 acreas of lands and lakes to Anoka Coutny for Regional Park
had hurt the City in tax revenues.
Mr. Bastain said the only thing the Union can do is put it in the hands
of a mediator and show that an agreement cannot be reached.

Mr. Zelinka reminded Mr. Bastain that there are only three members of a
five member Council present. Mr. Jaworski said that it is hard to make
such a decision with two members missing.
Mr. Bastain said that the delegate to the arbitration will have to have
the authority to make an agreement.
Mr. Bastain thanked the Council for their time and was sorry a decision
could not be reached.
Mr. Locher was instructed to compile all information necessary to deal
with this.
Mr. Zelinka so moved. Seconded by Mr. Jaworski. Motion carried.
Mr. Jaworski moved to adjourn at 9:15 P.M. Seconded by Mr. Zelinka.
