The eight budger meeting was called to order at 8:15 P.M. by Mayor
Bohjanen on November 6, 1975. Council members present: McLean and Zelinka.
Absent: Marier and Jaworski. Newly elected Council members Schneider
and Karth were in the audience.
Mayor Bohjanen said this meeting had been called to consider the Lexington
Fire Contract and their method of arriving at the cost figures. Mr.
Benjy Munson, Lexington Fire Chief, was present to explain.
Mayor Bohjanen turned the meeting over to Mr. Munson. Mr. Munson went
through the formula that was used to compute the costs allocated to the
City of Lino Lakes for fire protection.
The number of calls for the past four years and the first 9 months of
1975 had been computed and averaged in order to arrive at the percentage
of cost to be allocated. It was found that 60.6% of the calls are for
Lino Lakes. The value of the equipment and buildings had been added on
a percentage basis. The assessed valuations had been totaled and averaged.
The operating costs, depreciation costs on equipment and buildings and a
10% administration costs had been added and multiplied by the percentage
of use.
Mr. McLean questioned the 10% administration costs. He felt this charge
had already been accounted for in the operating costs. After some
discussion on this, Mr. Munson agreed. Mr. McLean asked if the contract
could be adjusted to reflect this and Mr. Munson said that it could be. He
will re- compute the figures and get a copy back for the Council. Mr.
Zelinka computed the costs and found that the Contract for Fire Coverage
with the City of Lexington for 1976 would be $11,575.00.
Mr. McLean complinmented Mr. Munson on the formula. He felt this is a much
more efficient way of computing costs.
Mr. Munson said this is an accepted way �f computing cost by the Fire
Association. He said that the City of Lexington would like to talk to
the Council about a contract for a longer period of time than one year.

He felt that possibly a five year contract would be to the advantage of
both communities.
Mr. Zelinka said that he did not feel that Lino Lakes would be in a position
to start their own fire department for some time yet. Mr. Munson said that
when this does happen, the Lexington department will assist in any way
they can.
The Mayor said that the possibility of a longer contract is something that
can be discussed and he will contact Mr. Munson. He thanked Mr. Munson
for his time and for the formula.
Preliminary figures of approximately $5,000.00 had been received from
Centerville. The total needed to be budgeted is $16,600.00 to cover the
costs of the two contracts. $14,600.00 had been established in the budget
figures. The Council transferred $1,000.00 from the General Fund Levy
and $1,000.00 from the Road Fund Levy to the Fire Fund making that a total
of $16,600.00 to be levied.
The Clerk was instructed to make the necessary changes on the certification
forms and have ready for the November 10, 1975 Council meeting. The Clerk
was also instructed to start computations for an operating budget based
on the estimated percentage of non - collectable revenue.
The budget minutes are to be in one package for consideration at the
November 10, 1975 Council Meeting.
Mr. Ringaman, from the audience, questioned the differences in some of the
figures as noted in budget meeting minutes. Mr. McLean explained these
were preliminary figures and that many changes had taken place before
the final figures were arrived at.
The request of Mr. Charles Neson for partial maintenance on the street in
the Pines Vista plat was considered. The Council is still not clear on the
monies in escrow for the completion of that street. The Clerk was asked
to contact Mr. Nelson or his Attorney and ask that they attend the Coucnil
meeting on November 10, 1975.
Mayor Bohjanen felt that a meeting for the consideration of the letter from
Mr. Ray Payne of the Metropolitan Waste Control Commission should be set
soon. The dates of the 17th or 18th of November was suggested. The Clerk
was asked to contact Mr. Locher, Mr. Gotwald, Mr. Glenn Rehbein, Mr. Payne,
and the residents of Shenandoah for a possible conflict of dates. She is
to have this information for the Council Meeting scheduled for November
10, 1975.
Mr. McLean moved to adjourn at 9:30 P.M. Seconded by Mr. Zelinka. Aye.
