HomeMy WebLinkAbout2003-004 Council Resolution• • CITY OF LINO LAKES RESOLUTION NO. 03-04 RESOLUTION AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS — ELM STREET RECONSTRUCTION OF SANITARY SEWER AND WATERMAIN PROJECT. WHEREAS, pursuant to resolutions of the Council adopted May 14, 2001, a study has been prepared by the City Engineer, with reference to the improvement of EIm Street Reconstruction by constructing street, storm sewer, sanitary sewer and watermain extensions, and WHEREAS, the report provides information regarding whether the proposed project is necessary, cost - effective, and feasible, WHEREAS, the City proposes to assess the benefited property for all or a portion of the cost of the improvement, pursuant to Minnesota States, Chapter 429, and Chapter 8 of the Lino Lakes City Charter. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA: 1. The City Engineer is designated as the engineer for this improvement and he is directed to prepare plans and specifications for the EIm Street Reconstruction of sanitary sewer and watermain improvements. Studenski, City Engineer COUNCIL MEETING DATE: January 13, 2003 TOPIC: Resolution No. 03 -04, Authorizing Preparation of Plans and Specifications for Elm Street Sanitary Sewer and Watermain. VOTE REQUIRED: Simple majority to authorize plans and specifications BACKGROUND: Due to the deteriorating condition of Elm Street between Sunset Road and Grey Heron Drive, the City Council authorized the preparation of plans and specifications for street and storm sewer reconstruction. The City has allowed 60 days to elapse following the Public Hearing before any further action is taken on the sanitary sewer and watermain portion of the proposed project as required by the City Charter. The City has received very few petitions from the residents addressing their concerns (copies attached). The summary of the petitions is as follows: 1 -in favor, 1- opposed to sanitary sewer and water. 1 -in favor, 1- opposed to street and storm sewer. The City has proposed the project in accordance with the City Charter and has received little opposition. Street, storm sewer, sanitary sewer, and watermain would, in accordance with the City Charter, be assessed to the benefiting properties. It is staffs recommendation to authorize the preparation of plans and specifications for the sanitary sewer and watermain improvements. OPTIONS: 1. Adopt Resolution 03 -04, Authorizing the Preparation of Plans and Specifications for Sanitary Sewer and Watermain Improvements. 2. Return to staff for further review. Lino Lakes City Engineer Dear Mr. Studenski, We are writing this letter in response to the proposed reconstrution of Elm Street between Lake Driue and Sunset in Lino Lakes. This project, as portrayed to us, is something Rochelle and I are vehemently opposed to. Drainage ditches and pedestrian waIkwags were just put in a few years ago. During the construction of the walkway, my sprinkler system was destroyed. Furthermore, with the walkway now in its current location, it cuts off about 1/3 of my Front yard. This past summer, we spent close to S1,500.00 dollars to repair damages sustained from the walkway installation. Please don't think that I felt like putting that much money into repairing something the citg destroyed, just to rip it back out again? The last point we wish to make is the new road itself, and what issues this brings to the neighborhood. Raving lived in a neighborhood in the past that had a new road put in, our biggest concern is SAFTE9? Hewer, wider roads bring two things along with them. One; vehicles travelling at a higher rate of speed, and two; potential danger For the children of our neighborhood. Elm Street already has a respectable uolune of traffic due to the schools, church and access to shopping_ Pedestrians, mostly children are quite numerous on a daily basis. Adding width and new surfacing to this road at this time would be like pouring gasoline on a fire to put it out? It just is not fathomable. PLEASE reconsider this proposal for the reconstruction of Elm Street. It is our opinion that we share the same feelings as many other residents of our lovely neighborhood.
