HomeMy WebLinkAbout2003-013 Council Resolution• • CITY OF LINO LAKES RESOLUTION NO. 03-13 RESOLUTION AUTHORIZING PREPARATION OF REPORT ON IMPROVEMENT CSAH 49 /CSAH 10 WHEREAS, certain development proposals have identified the need to improve portions of CSAH 49 (Hodgson Road) and CSAH 10 (Birch Street) to accommodate their additional traffic generation; and WHEREAS, it is proposed to improve CSAH 49 (Hodgson Road) between the Rice Creek Bridge and a point approximately 1500 feet south of CSAH 10 (Birch Street) and to improve CSAH 10 (Birch Street) from its intersection with CSAH 49 to a point approximately 600 feet east of Ware Road, in accordance with the Anoka County Highway Department project review letter, dated November 20, 2002; and WHEREAS, the City's Engineer, TKDA, has submitted a proposal to perform such services; and WHEREAS, Spirit Hills, Inc., and Bruggeman Properties, LLC have agreed to equally split the costs of the report preparation NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA: 1. That the proposed improvement be referred to TKDA for study and that they are instructed to report to the council with all convenient speed advising the council in a preliminary way as to whether the proposed improvement is necessary, cost - effective, and feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended. 2. That the City's Engineer shall not commence such activities until payment has been received from Spirit Hills,. Inc., and Bruggeman Properties, LLC to equally split the costs of the report preparation. Adopted by the Lino Lakes City Council this 27th day of January, 2003. Ann , City Clerk J. Berge n, Mayor • AGENDA ITEM 7H • STAFF ORIGINATOR: COUNCIL MEETING DATE: TOPIC: ACTION REQUIRED: BACKGROUND: Michael Grochala January 27, 2003 Resolution No. 03-13, Authorizing Preparation of Feasibility Study, CSAH 49 /CSAH 10 Improvements Simple Majority In November of 2002, the City received a project review letter, from Anoka County, identifying the minimum required improvements for CSAH 49 (Hodgson Road) and CSAH 10 (Birch Street) to facilitate the development of Spirit Hills Commercial Center as well as proposed future development on the Miller Farm, located immediately to the south. The letter identified the need for the following improvements: 1. Construction of Eastbound and Westbound CSAH 10 left and right tum lanes at Ware Road 2. Construction of Southbound CSAH 49 left turn lane at CSAH 10 3. Construction of Northbound CSAH 49 right tum lane and Southbound left tum lane at Arrowhead Street (future access to Miller Farm) 4. Realignment of Ware Road, south of CSAH 10, to line up with Ware Road north of CSAH 10. 5. Construction of Eastbound CSAH 10 right turn lane and raised pork chop median to facilitate right -in /right -out access from the Miller Farm to CSAH 10. 6. Construction of Northbound CSAH 49 right tum lane and right -in /right -out access (raised pork chop median) at the Ware Road extension. 7. Construction of Traffic Control Signals at the CSAH 49 /CSAH 10 intersection. Since the responsibilities for the above referenced improvements are shared between two developers it is staffs opinion that a City prepared report would be advantageous to insure that a coordinated improvement plan is prepared. Both developers have requested that the city prepare the report and have agreed to equally split the costs of its preparation. Therefore, at staffs request, TKDA, the City's Engineer, has submitted a proposal to prepare a feasibility study for the above referenced improvements for a not to exceed cost of $7,400. The feasibility study is intended to better delineate the extent of improvements and associated costs. • OPTIONS: • • 1. Return to staff for further review. 2. Adopt Resolution Number 03 -13, Authorizing Preparation of a Feasibility Study for CSAH 49 and CSAH 10. RECOMMENDATION: Staff is recommending approval of the resolution. ATTACHMENTS 1.
