HomeMy WebLinkAbout2003-054 Council ResolutionCITY OF LINO LAKES RESOLUTION NO. 03-54 RESOLUTION ACCEPTING THE PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS— ELM STREET RECONSTRUCTION PROJECT. WHEREAS, the City Engineer has prepared plans and specifications for Elm Street Reconstruction project, and has presented such plans and specifications to the Council for approval; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA: 1 Such plans and specifications, a copy of which is attached hereto and made part hereof, are hereby approved. 2. The City clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids for the making of such improvement under such approved plans and specifications. The advertisement shall be published for 3 weeks, shall specify the work to be done, shall state that bids will be received by the Clerk until 10:00 a.m. on Wednesday, May 28, 2003, at which time they will be publicly opened in the City Hall by the City Clerk and Engineer, will then be tabulated, an assessment hearing held at 6:30 p.m. on Monday, June 9, 2003, and will be considered by the Council at 6:30 p.m. on Monday, July 14, 2003, in the Council Chambers of the City Hall. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the Clerk for five (5) percent of the amount of such bid. Studenski, City Engineer COUNCIL MEETING DATE: April 28, 2003 TOPIC: Resolution No. 03 -54, Approving Plans and Specifications and Authorizing Advertisement for Bids for the Elm Street Reconstruction Project. VOTE REQUIRED: Simple Majority BACKGROUND: The plans and specifications for the street and storm sewer portion of this project were ordered by the City Council on October 28, 2002. The sanitary sewer and watermain plans and specifications for this project were ordered by the City Council on January 13, 2003. Preparation of the plans is substantially complete, including reviews by the Anoka County Highway Department, the Minnesota Department of Transportation, and the Minnesota Department of Health. City staff has prepared the plans and specifications for this work and is requesting Council approval to advertise for bids. The project schedule is as follows: April 28,2003 May 5, 2003 June 6, 2003 July 14, 2003 November 2003 Approve Plans and Authorize Advertisement for Bids Open Bids Assessment Hearing Consider Award of Contract Substantial Completion of Construction OPTIONS: 1. Return to staff for further review. 2. Adopt Resolution Number 03 -54, approving plans and specifications and authorizing advertisement for bids for Elm Street Reconstruction Project. 3. Not adopt Resolution Number 03 -54. RECOMMENDATION: Option No. 2 - Staff recommends that Resolution No. 03 -54 be adopted.
