RESOLUTION NO. 03-58
ACCEPTING PETITION FOR SURFACE WATER MANAGEMENT IMPROVEMENTS
AND AUTHORIZING PREPARATION OF A FEASIBILITY STUDY FOR PRAIRIE
FLOWER ROAD DRAINAGE IMPROVEMENTS
WHEREAS, the City of Lino Lakes has received a petition from residents of Prairie
Flower Road, west of West Shadow Lake Drive and south of Birch Street, requesting
preparation of a study on the feasibility of storm drainage improvements to their
properties, and
WHEREAS, in response to this petition, it is proposed to improve Prairie Flower Road
west of West Shadow Lake Drive and south of Birch Street constructing storm drainage
improvements and
WHEREAS, the City proposes to assess the benefited property for all or a portion of the
cost of the improvement, pursuant to Minnesota Statutes, Chapter 429, and Chapter 8
of the Lino Lakes City Charter.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LINO LAKES, MINNESOTA:
1. That the proposed improvement be referred to the City Engineer for study and
that he is instructed to report to the Council with all convenient speed advising
the Council in a preliminary way as to whether the proposed improvement is
necessary, cost - effective, and feasible and as to whether it should best be made
as proposed or in connection with some other improvement, and the estimated
cost of the improvement as recommended.
Adopted by the Lino Lakes City Council this 28th day of April, 2003.

VOTE REQUIRED: Simple Majority
BACKGROUND:
The City has received a petition from residents and property owners on Prairie
Flower Road, west of West Shadow Lake Drive and south of Birch Street, for
preparation of a report on the feasibility of storm drainage improvements. A copy
of the petition is attached.
When the City has received petitions from neighborhoods in the past, the first
step has been to hold a neighborhood meeting before any formal study is
prepared. At the neighborhood meeting, we discuss the public improvement
process, the City Charter, the location of existing utilities, and an overview of the
construction process. The study would follow the neighborhood meeting.
The study will address, on a preliminary basis, design, cost, assessment,
schedule, and other issues as they relate to providing storm drainage
improvements.
OPTIONS:
1. Return to staff for further review.
2. Adopt Resolution No. 03 -58, Accepting Petition for Surface Water
Management Improvements and Authorizing Preparation of a Feasibility
Study for Prairie Flower Road Drainage Improvements.
RECOMMENDATION:
Option No. 2 - Staff recommends that Resolution No. 03 -58 be adopted.

Dear Jim:
As you will recall, we had several conversations last summer and into the fall regarding
the problem we have in our backyards with the lack of water drainage. In the last
conversation we had, you indicated the City would be willing to do something to correct
the problem, but the cost to do so would likely be shared with the affected homeowners.
In these regards, enclosed is a petition signed by all affected homeowners indicating a
desire to have the City investigate and propose a solution. Also enclosed is a lot diagram
showing the affected properties.
Jim, the problem we have is, in our minds, a very serious problem. There are many
young children that run around and play back there, and there are health risks with having
standing water in such a high-traffic area. Additionally, it becomes a huge breeding
ground for mosquitos, something we don't need any help with in this area.
We have lived in our home for .31 /z years, but we understand from our neighbors they
have been talking to City personnel for many years about the problem. We are looking
for some action this time, so the problem can be put to bed.

Petition to the City of Lino Lakes for the water drainage problem in our back yards
By signing below, I permit the City of Lino Lakes to investigate a solution to the water
drainage problem in our back yards. I understand the City will explore alternative
solutions to allow for better and adequate drainage. I realize the cost for any work to be
done to implement a solution will be assessed back to those signed below, but no costs
will be assessed without further approval by those listed below. Signing below does not
hold anyone responsible for any costs to explore solutions, and does not indicate approval
to do any work beyond the exploration stage.
