RESOLUTION NO. 03-63
RESOLUTION AUTHORIZING PREPARATION OF AN ENVIRONMENTAL
ASSESSMENT WORKSHEET FOR THE VILLAGE DEVELOPMENT
WHEREAS, a request has been submitted to the City for development of a mixed -use
project on the southeast quadrant of I -35W and Lake Drive, and
WHEREAS, the proposed development exceeds the minimum threshold under MN Rules
4410 triggering a mandatory Environmental Assessment Worksheet (EAW), and
WHEREAS, the purpose of the EAW is to aid in providing understanding of the impact a
project will have on the environment through the preparation and public review of
environmental documents, and
WHEREAS, a traffic analysis will be required as a part of the EAW to determine the
impact of the proposed development.
• NOW, THEREFORE BE IT RESOLVED by the Lino Lakes City Council that an EAW
is required and shall be prepared according to MN Rules 4410, after submittal of an
escrow by the proposer of the development amounting to 110 percent of the costs of
review, revision and administration of the EAW.
BE IT FURTHER RESOLVED that a traffic study shall be completed after submittal of
an escrow by the proposer amounting to one -half the costs of the traffic study, with the
other half to be paid for by the proposers of the Lakes Business Park plat.
Adopted by the Lino Lakes City Council this 12th y of May, 2003.

Environmental Assessment Worksheet for the Village
Development
BACKGROUND:
The Hartford Group is proposing to be master developers of the mixed -use
Village project on 35W and Lake Drive. The project is anticipated to include
approximately 400 housing units and 200,000 sq. ft. of commercial uses.
Under state statutes, this size and type of development requires that an
Environmental Assessment Worksheet (EAW) be completed by the city as the
"responsible government unit" (RGU). This review looks at how a proposed
project could potentially effect the environment and ways to avoid or minimize
the impacts before the project is built. The review process includes a multi -
agency analysis of the proposed project's environmental effects and a public
comment process.
SEH has submitted a proposal and timetable for the completion of this EAW.
Because traffic impacts from the proposed project will be significant on Lake
Drive, SEH will also be completing a separate traffic impact analysis. The
developers will be required to submit an escrow of 110 percent of the cost of the
EAW and will be sharing the cost of the traffic analysis with developers Lakes
Business Park on Lake Drive.
This EAW is anticipated to be complete late summer.
RECOMMENDATION:
Adopt Resolution No. 03 -63 authorizing preparation of an Environmental
Assessment Worksheet for the Village development
