HomeMy WebLinkAbout2003-064 Council Resolution• CITY OF LINO LAKES RESOLUTION NO. 03-64 RESOLUTION REQUIRING PREPARATION OF AN ENVIRONMENTAL ASSESSMENT WORKSHEET FOR LAKES BUSINESS PARK WHEREAS, a request has been submitted to the City to plat the Lakes Business Park to provide a site for a proposed light industrial use and three outlots, and WHEREAS, the proposed plat exceeds the minimum threshold under MN Rules 4410 triggering a mandatory Environmental Assessment Worksheet (EAW), and WHEREAS, the purpose of the EAW is to aid in providing understanding of the impact a project will have on the environment through the preparation and public review of environmental documents, and WHEREAS, a traffic analysis will be required as a part of the EAW to determine the impact of the proposed development. NOW, THEREFORE BE IT RESOLVED by the Lino Lakes City Council that an EAW is required and shall be prepared according to MN Rules 4410, after submittal of an escrow by the proposer of the plat amounting to 110 percent of the costs of review, revision and administration of the EAW. BE IT FURTHER RESOLVED that a traffic study shall be completed after submittal of an escrow by the proposer amounting to one -half the costs of the traffic study, with the other half to be paid for by the proposers of the Village development. ATTEST: Berson, Mayor AGENDA ITEM 7F STAFF ORIGINATOR: Michael Grochala DATE: 05/12/03 TOPIC: Resolution No. 03 -64 Authorizing Preparation of an Environmental Assessment Worksheet for Lakes Business Park BACKGROUND: The developers of Lakes Business Park are proposing to plat approximately 32 acres on Lake Drive to create a site for a potential light industrial user, plus three outlots for future development. This size and type of development triggers an Environmental Assessment Worksheet (EAW) to be completed by the city as the "responsible government unit" (RGU). SEH has submitted a proposal and schedule for the completion of this EAW also. The traffic analysis will take into account both potential developments and their impact on Lake Drive. The developers will be required to submit an escrow of 110 percent of the cost of the EAW and will be sharing the cost of the traffic analysis with developers of the Village project. This EAW is anticipated to be complete late summer. RECOMMENDATION: Adopt Resolution No. 03 -64 authorizing preparation of an Environmental Assessment Worksheet for the Lakes Business Park
