HomeMy WebLinkAbout11/03/1977 Council Minutes1 1 November 3, 1977 The special meeting of the Lino Lakes City Council was called to order at 8:15 P.M. on November 3, 1977 by Mayor Bohjanen. Council members present; Karth, McLean, Schneider, Zelinka. Absent; None. Mr. Locher was also present. Mayor Bohjanen said the purpose of this meeting is to consider the union proposal in con - junction with the union contract with the police department. He said the Council's posit- ion has not changed. Mr. Locher read the present salary scale - the union demands - the City's offer. The Union maintains that Article 17.lapplies to part time employees in that when they have worked 2,080 hours, they should be paid for ten days vacation pay. Mayor Bohjanen asked if there had been any change in the Council member's position on these questions and there was none. Mr. Bastain said they are in agreement on 9 Holidays, $200.00 for uniforms, and the union's understanding was that a part time employee would be paid for 10 days vacation after work- ing 2080 hours, the Council said they were not in agreement with that interpretation of the contract. The demand for "every other weekend off" was discussed. The Council said this is a manage- ment problem and every effort will be made to adjust the scheduling in order to give the employee some weekends off, but they will not agree to 'every other weekend off' bdeimg a part of the contract. Mr. Bastain said the areas of disagreement are Insurance, wages, Holiday premium, and part time employee vacation pay. He said they would go to mediation and ask the mediator if the language of the contract reads to that effect. There was discussion on the demand for triple time if a holiday is worked. The Council was in disagreement with this request. Mr. Bastain said they will consider 21 time pay for concession in other points. Mr. Karth noted that it would be impossible to schedule every other weekend off with the present level of employees. Mr. Schneider was concerned this would further restrict the City if the number of employees must be cut back. The point was made that in order to handle this demand, more personnel would be needed. 34 November 3, 1977 The union representative thanked the Council and left. Mr. Schneider wondered if it wodld not be advantageous to the City to avail itself to the use of the union specialist connected with the League of Minnesota Cities. Mr. Locher said he had consulted with the League on this matter and an attorney is available. The cost is $40.00 per hour. Mr. Locher was asked if he could set up a consultation session and he said he could. Mr. Schneider moved to authorize this. Seconded by Mr. Zelinka. Motion carried unanimously. The date was set for November 17, 1977 at 8:00 P.M. at the City Hall. The Clerk was instructed to put the union demands and the City's offerside by side in order to be compared easily. Chief Myhre was instructed to make some alternatives to scheduling. Mr. Zelinka moved to adjourn at 9:50 P.M. Seconded by Mr. McLean. Aye.
