The regular meeting of the Lino Lakes City Council was called to order at 8:00 P.M., Nov-
ember 14, 1977, by Acting Mayor Karth. Members present: McLean, Schneider. Absent:
Mayor Bohjanen, Zelinka. Mr. Locher was also present.
The minutes of October 24, 1977 could not be considered at this meeting, due to a lack
of a quorum of members present at that meeting. They will be considered at the November
28, 1977 regular meeting.
The Clerk presented the following items for Council consideration:
..Ambassador Homes had called and asked about the possibility of installing a half street
in front of the Tots just North of Orange Street. This would mean the complete installat-
ion of Eva Street. They asked to put in front of three lots. The Clerk was instructed
to contact the firm and ask them to present their proposal to the Planning and Zoning Board.
..Northwestern Bell had requested permission to bury cable on 4th Avenue to service two
new homes in that area. Mr. McLean moved to approve this request subject to approval by
Mr. Gotwald. Seconded by Mr. Schneider. Motion carried unanimously.
..Notice from North Central Public Service Company that gas rates will be increasing approx-
imately 9% effective on the November billings.
..An application form from the Division of Materials Management for Surplus Property had
been received. This allows City Employees to purchase surplus supplies. The Clerk was
authorized to complete the form and return it.
..The Metropolitan Waste Control Commission had written in conjunction with their non-
compliance to the U. S. Environmental Protection Agency's controls. This matter was dis-
cussed briefly with no action taken.
..State Aid for Police Service in the amount of $4,576.03 had been received.
..Confirmation of the City's request for a time extension for applying for Local Planning
Assistance Grant had been approved. The application must be mailed before November 28,
1977.
At the October 24, 1977 Council meeting, the Council had heard complaints on the way matters
are handled on dogs. The driver for MAPSI had been invited to attend this meeting to ex-
plain their procedures.
The residents present represented Ware Road. MAPSI had prepared a list of the complaints
received from that area. There was 14 complaints listed. The friver was questioned on
going into yards and picking up the dogs and he said he is merely enforcing the Ordinance.
Mr. Locher explained the current Ordinance is an absolute leash law. Dogs on steps' or
porches unattended do not necessarily mean the dog belongs to that home and is subject
to be picked up.
Several of the residents felt that Ware Road should not be patrolled but left alone. Act-
ing Mayor pointed out the City cannot write an Ordinance for each type of dog or to cover
each section of the City. An Ordinance is written to cover the entire City and all dogs.
The Council will request a monthly report on dog complaints from the Police Department and
will check on the call in time against the issue times on tickets.
Acting Mayor Karth reported the salt and fly ash will be hauled in next week and felt
that a bulldozer would be available on the same terms as last year.

Mr. McLean reported that there was no Planning and Zoning Board meeting. There had been
no feed back from the meeting with the Parks and Open Space Committee and nothing from
the special meeting with Mr. Boland.
Mr. McLean asked Mr. Locher to work out an Ordinance on mining of soils in the City that
would controt.tlne mining by elevation in conjunction with the surrounding properties. There
would be no need for escrow monies and the inspection could be handled by the Engineer.
Mr. Locher said a bonding provision should be included to insure the lands being returned
to usable state. He will have sample ordinances ready for the next Council meeting.
The Clerk was instructed to make a list of all fees and get a survey of the surrounding
communities for comparison.
Mr. Schneider reported on a meeting with Mr. Tomsche, Administrative Director at MMTC.
They had received a report on the type of men that will be housed in that facility. Each
Council member has a copy of the specifications.
He also reported on the possibility of obtaining CETA help for care of the hockey rinks.
There will be further reports on this. The South rink at Sunrise will be graded this week.
The North rink will be used for pleasure skating.
The Lions Club will be holding a fund raiser for funds to construct a warming house at Lino
Park. More on this later.
Mr. Locher suggested considering raising the fine for a misdemeanor to $500.00 as required
by the State. The present limit is set at $300.00. Mr. Locher said he would call the Lea-
gue on this matter.
The order from the Judges requiring Attorneys present at arraignments was discussed. Mr.
Locher said this would substantially increase the costs and the work load of his office.
He felt there would be at least 5 hours extra per week depending on how the Clerk of Courts
sets the hearings.
Mr. Schneider asked if the City can send a letter to the Clerk of Court asking for all
Lino Lakes cases to be set at the same session.
Mr. Locher said yes, amd also suggested that perhaps the communities could be listed alph-
abetically and each given a time slot. Mr. Schneider moved the clerk to write the Clerk
of Court with these suggestions. Seconded by Mr. McLean. Motion carried unanimously.
Mr. Tom Oswald, representing the Forest Lake Youth Service Bureau, appeared before the
Council. He presented a summary of the work that is being done and asked for financial
support from this City.
Mr. Schneider said the City's budget is not set as yet and some jugling of the figures
need to be done. All the City can do is keep him in mind. Mr. Oswald asked if they could
expect some assistance for this year and was told, not at this time.
The Clerk was instructed to put the matter of a tickler file on the agenda for the next
Council meeting.
There was some discussion on the Fire Contracts. Mr. McLean had talked to Mr. LaValle
informally. Mayor Bohjanen had arrived and said he had talked to Mayor Fogerty and had
been told the City would need to work through Spring Lake Park.

Mr. Schneider said he will check the Lexington Fire Report File and try to match Police
calls to the Fire Calls.
Acting Mayor Karth informed the Council that the VFW had installed a new flag at City Hall
this past week end.
Mr. McLean moved to approve requisitions #786 through and including #791. Seconded by Mr.
Schneider. Motion carried unanimously.
Mr. Schneider moved to approve checks #8336 through and including #8407. Seconded by Mr.
McLean. Motion carried unanimously.
Mr. McLean moved to adjourn at 9:45 P.M. Seconded by Mr. Schneider. Aye.
These minutes were approved with correction November 28, 1977 at the regular Council meeting.
