Mr. Schneider said, on reconsidering, he moved to set the allownace at $35.00 per
month effective March 1, 1978. Seconded by Mr. Zelinka. Motion carried with Mr.
Kulaszewicz voting, No.
Mr. McLean moved to approve requisition #817. Seconded by Mr. Kulaszewicz. Motion
carried unanimously.
Mr. Kulaszewicz moved to approve checks #8572 through and including #8619, with #8576
being void. Seconded by Mr. McLean. Motion carried unanimously.
Mr. Kulaszewicz moved to adjourn at 11:55 P.M. Seconded by Mr. McLean. Aye.
These minutes were approved with corrections at the mmeeting held on February 27, 1978.

February 23, 1978
The special meeting of the Lino Lakes City Council and the Hugo Council was called to
order at 7L30 P.M. on February 23, 1978. Mr. Locher also attended this meeting.
The meeting had been called to discuss the two City's position on the proposal as
submitted by Mr. Netercut of the M &tropolital Open Space Commission. A position paper
had been prepared byuuLino Lakes and copies had been forwarded to members of the City
of Hugo's City Council.
Mr. McLean presented the general concept of the Chain of Lakes Park and the misuse of
the land in that Park. He also pointed out the plans for day camping and overnight
camping facilities planned for the Chain of Lakes Parks and questioned the duplication
as proposed by Ramsey County in the area of Otter Lake.
Mayor Karth reported on the discussion of the question of the legality of the use of
the Hensel farm home by the Jonathan Home for Boys. There has not been an answer on
this question as yet.
Mr. Locher suggested the possibility of Mr. Hensel taking action against the County for
condemning and taking his land by misrepresentation in that the lands were condemned
for open space and are now being used for an entirely different purpose.
Mayor LeValle, of Hugo, said they have no problem with land acquisition; he felt they
could agree to the bike trail concept; will not consent to any land acquisition.
The pros and cons of retaining ownershop of the bike trails was discussed. There was
concern of the cost of construction and maintenance. A plus in the retention of owner-
ship of the trails was the elimination of patrols in the area by Ramsey County.
The general consensus of both Council was there could be an agreement on the bike trail
proposal, providing this trail remians within the existing rught -of -way. Mr. McLean
said this agreement should be emphasized as the end of any kind of acquisition with the
boundaries of these two Cities.
Each Council will formulate a Resolution for presentation to the Metropolitan Open
Space Commission.

The requisition for the Clerk's attendance to the Clerk's Conference was approved.
Mr. McLean so moved. Seconded by Mr. Zelinka. Motion carried unanimously.
This meeting was concluded at 8:00 P.M.
The minutes of this meeting were read and approved at the February 27, 1978 meeting.
