HomeMy WebLinkAbout05/03/1978 Council Minutes1 103. May 3, 1978 The special meeting of the Lino Lakes City Council was called to order at 7:00 P.M. on May 3, 1978 by Mayor Karth. Members present; McLean, Kulaszewicz. Schneider, Zelinka. Absent: None. Mr. Locher was also present. Mayor Karth said the purpose of this meeting is to discuss personnel problems within the Police Department. Mayor Karth and Mr. Kulaszewicz had met with the. Police Department personnel on Saturday, April 29, 1978 to air these problems. Basically the part time per- sonnel is objecting to the number of hours they are working. This is due to the injury of Officer Kirschbaum. The;part time personnel are working to the point that they only have one week off per month. Chief Myhre explained this is due to the shortage of manpower - Officer Kirschbaum's ill- ness and the part time man that had not been replaced. Mr. Kulaszewicz felt that, in order to bring the force up to the necessary manpower, it would take one full time man and two part time men. Chief Myhre said four part time men would cost no more in salaries than is being paid now the hours covered would remain the same, just be handled by differenct personnel. The full time man would assume the hours that Officer Kirschbaum shoud be working and the salary, insurance and uniforms are in the budget. Chief Myhre presented his figures for the proposed four full time men and four part time men. Mr. Schneider asked if there would be a problem getting someone for the part time posit- ion and Chief Myhre said, No. Mr. Zelinka asked if the extra personnel would alleviate the nessity to work so many week ends, and Chief Myhre said he has not decided on the schedule but it would be on a rotat- ing basis. Someone wondered if the Police Advisory Board should be involved in this matter and it was felt this Board is too new to have any input on this problem. Chief Myhre said, with the new regulations, he would only consider certified men to fill these positions. Mr. McLean moved to advertise for one part -time and one full -time certified officer with no increase in overall salaries and no increase in the hourly coverage. Seconded by Mr. Kulaszewicz. Motion declared passed. Mr. Zelinka suggested carring the League of Minnesota Cities for a possible list of avail - ale personnel - also ask if any of the part time personnel would be interested in the position. Mr. Kulaszewicz felt the Personnel Commission should be involved in this matter. Chief Myhre said he will screen the applicants and present to the Personnel Commission for a recommendation to the Council. Mr. Kulaszewicz will schedule a meeting for the interviews. The matter of the Police Contract was discussed. There has been no response from the III Mediator. The Clerk had sone an analysis on the budget, City's proposal and the Union Proposal. On the matter of the insurance, the Police wanted the dependent coverage paid by the City. Mr. McLean asked if this was paid for the City for the other employees and was told, No. He said then this should not be paid for the Police. The matter of the disability coverage carried by the City employees was discussed. Mr. Zelinka felt this insurance should be mandatory and should be paid for by the City, in 1.04 May 3, 1978 order to insure that the employee is covered. There were some changes in the wording of the contract which Mr. Locher went through with the Council. The points were discussed and the Council's decision made known to Mr. Locher. Some of the points were agreed to by the Council and some were questioned; Some were on hold by request of the Union. It was felt that the Council should meet with the Union representatives to clear some of these matters. Mr. McLean moved to set a meeting date for this matter. The meeting was scheduled for May 15, 1978 at 7:30 P.M. Seconded by Mr. Kulaszewicz. Motion declared passed. Officer Kirschbaum will contact the Union representatives and confirm this date. Mayor Karth said the matter of whether the Clerk should be included in the union contract is not a matter for decision here. This must be submitted to the Board of Mediation for a decision. Mr. Zelinka moved to file a request for a determination of this point. Se- conded by Mr. McLean. Motion declared passed. Mr. Zelinka moved to adjourn at 9:00 P.M. Seconded by Mr. Kulaszewicz. Aye.
