HomeMy WebLinkAbout05/15/1978 Council Minutes109 May 15, 1978 The special meeting of the Lino Lakes City Council was called to order at 7:30 P.M. on May 15, 1978 by Mayor Karth. Council members present; McLean, Kulaszewicz, Schneider, Zelinka. Mr. Locher was also present. The Union was represented by Mr. Larry Bastian. Mayor Karth said the purpose of the meeting is to go through the Union contract and clear the several points remaining unsettled. If this is to be a three year contract, a salary schedule for Mrs. Pankratz must be set up. Mr. Weisenberger had called Mayor Karth and suggested the following salary schedule; 1978 - $792.00; 1979 - $847.00; 1980 - $906.00. Mayor Karth said the figures he would sugg- est are as follows: 1978- $780.00; 1979 - $835.00; 1980 - $894.00. This schedule would only be considered if this position remains in the bargining unit. Mr. McLean suggested starting from the top and clean up the points in order to insure there are no points missed. The salaries was dicussed with Mayor Karth's suggested figures for Mrs. Pankratz and a $75.00 increase each six months for the Patrolmen. The Council agreed to this. The $75.00 is to be added to the current salary steps as they appear in the 1977 contract. Mr. Locher asked that 3.13 be added to clarify 'working days' as opposed to 'calendar days'. Mr. Bastian said this is automatically considered as 'calendar days' where not specifically stated as 'working days'. Mr. Bastian asked that under 6.1, a statement to the effect "that new members may or may not join the Union, but if they do not, then they must pay 85% of the current union dues. The Council had no objection. Mr. Bastian said under Article VII he would insert the word 'calendar' wherever necessary. A discussion of 9.1 dealing with seniority clarified the implications this Article has in relationship to part time Personnel. The Seniority is to be computed on the actual.hours worked. • Under 9.3, the words 'based on relevant job qualifications' is to be added. There was discussion on whether this clause should be added to 9.4, with the general consensus of the Council that it should not be added. 10.5 - This clause applies only to non - veteran personnel. Under the Veterans Preference Act, a Veteran may not be suspended without pay. Under Article XVI, delete the word 'Severance' in the title and add the word 'maximum' after 'The' in the second line. Under Article XVII, the following sentence will be added. "Employees will not use earned accumulated vacation time during their first year of employment without specific employer authorization ". Under Article XVIII, the personnel is now being paid for eight Holidays. For the year 1978, one floater will be added and for the year 1980, the second floater will be given. This will be a total of nine paid Holidays for 1978 & 1979 and ten for 1980. Article XIX will be changed to read, "all eligible employees will join the H & W plan offered by the City. The City will pay coverage for employees only for Hospitalization, Life Insurance, and Long Term Disability as the present policy provides per policy limits. If the dependents are to be covered, the employee will assume the cost of this coverage. 110 May 16, 1978 Under Article XXI, it was filt.thetwilkh:)aucambizsation of the Worker's Camp. and the Long Term Disability, this should take care of the salary at the present time, in case of an injury on duty that would result in a long term:disability.` Mr. Bastain presented the following schedule for Uniform allowance; 1978 - $200.00; 1979 - $215.00; 1980 - $230.00. Mr. Zelinka moved to approve this. Seconded by Mr. McLean. Motion declared passed. AA new Article XXVI to be added that would set forth the portions of this contract that will not apply to part time personnel. 26.1 Overtime 26.2 '_Sdika .esae Vacation time for part time personnel was discussed. Vacation time will'.be earned based on completion of 2080 hours of work. 18.4 will be added to read "part" time personnel scheduled to work on listed holiday shall receive double pay." 26.3 The City will assume the oost of long term disability coverage for part time personnel. 26.4 Article XX does not apply to part time personnel. There was discussion of the pro's and con's of the 10% extra salary for the Sgt's position, with no decision being reached. The Clerk was instructed to contact Mr. McGowan for information on the coverage of Long Term Disability - would this be asequate to cover the entire salary? Mr. Bastian left the Council chambers to present these items to the Police Personnel. In the interim, Mr. Schneider reported that Mr..'.Anfinson will be at the June 26, 1978 Council meeting. He also requested the Clerk to get,a'copy of the water and sewer rate study that Mr. Gotwald had gotten for the City. Mayor Earth asked the Clerk to check with Mr. Zaatrow on the estimate for the expansion of the Council table. Mr. Bastian returned. He said the other City Employees have a total of 120 days ac- cumulative neck leave time andthe police want the same number of days. There was some discussion on possibly cutting the other employee benifits to 90 days - the same as is being offered the police personnel, but it was decided, since there is no severance pay, this is'no problem. The Council agreed to the•120 day' aocuaulation. On the overtime pay for the part time personnel, this is the current praotioe and the police personnel felt his should remain the same. There was some disagreement on this with some members feeling that part time employees 'in most oboupations'do not reodive any benefits. Another sesber said this'is the ourrent polioy. Chief Myhre said, with the employment of another full time men, the part'time personnel would only be used for appreximately eight hours per week. Mr. McLean said the overtime of these men oan be controlled and is ansdsinstrative problea. Mr. Kulassewios'soved to leave this clause in the contract. Seconded by Mr. Zelinka. Motion was declared passed. On the Matter of having.weekende off, Chief Myhre'is to work with mr. Wieenberger on 1 May 16, 1978 a schedule to accomplish this. 111 Based on this, Mr. Bastian said the employees would agree to the con- tract. Mr. Zelinka moved to approve the contract with the modif- ications as set forth at this meeting. Seconded by Mr. Kulaszewicz. Motion declared passed. Mr. Kulaszewicz moved to adjourn at 10:45 P.M.
