HomeMy WebLinkAbout06/05/1978 Council MinutesJune 5, 1978 119 The special meeting of the Lino Lakes City Council was called to order at 7:50 P.M., on June 5, 1978 by Mayor Karth. Council members present; McLean. Schneider, Zelinka. Absent; Kulaszewicz. The first order of business was considered of the method by which Mr. Ulmer can pay the assessment for park purposee. Mayor Karth said Mr. Ulmer was under the impression that he could pay his park deduction funds on a per lot basis. This plat had been approved and signed before the decision on what the assessment would be had been made. The assessment on this particular plat is around $8,000.00. Mayor Karth suggested resolving thos matter to the satisfaction of each party. He suggested a certain protion be paid on a per lot basis, then at the completion of that portion. the balance be paid in full. Mr. Ulmer suggeated that simce he has submitted a letter of credit for Ricel Lake Lane. he be allowed to finish that street on a per lot basis. When the other streets are opened up, then the balance be paid in full. Mr. Ulmer said this matter had been discussed at both Planning and Zoning and at Council meetings. He had asked about this at that time and no descision had been made. Mr. Ulmer said he was under the impression that he could pay this assessment per lot. Mr. Ulmer said he had paid a portion on this basis and he asked that he be allowed to continue in this manner. Mr. McLean felt this street represents approximately one half of the plat and he would hesitate to approve that many lots on this basis. Mr. Schneider suggested one - third of the lots be paid in this manner and the balance paid when this point has been reached The general consensus of Mr. Ulmer and the Council this manner of operation would be acceptable. Mayor Karth said this could affect the other hard shells that had been signed before the decision on charges had been made. A de- cision will have to be made on those plats. Mr. McLean moved to allow Mr. Ulmer to satisfy the funds for park purposes on a per lot basis for 1/3, or 20, of the lots and the balance be paid at that time or one year from the datethe hardshells were signed. whichever comes first. Seconded by Mr. Zelinka. Motion declared passed. Mr Mobley had presented the Council with a memo to the effect that he will be out of town from June8, 1978 through June 19, 1978 re- questing the Council to accept Mr. Edwin Bloomstrand, Building In- spector for Circle Pines, as a temorary Building Inspector for Lino Lakes with some assistance from Mr. Volk. Mr. Zelinka moved to approve the appointment of Mr. Edwin Bloom- strand as temporary Building Inspector with payment of services to be arranged between Mr. Mobley and Mr. Bloomstrand. The Clerk is 120 June 5, 1978 to inform the Circle Pines City Council of this action. Seconded by Mr. McLean. Motion declared passed. Mr. Ulmer asked about the signing of the hardshells for the p;at- ting of the Outlot. Mr. McLean moved to authorize the Mayor and tht Clerk to sign the hardshells. Seconded by Mr. Zelinka. Motion de- clared passed. Mr. Volk had presented drawings for the construction of a shop of- fice and a storage room on the balcony. The manner of construction, the fire - proofing, the details of the shop office, and the figures on the one bid in by the end of this week. It was felt this matter could be discussed at the Council meeting scheduled for June 12.1978. In the need to change the phones, Mr. McLean suggested a direct line to just the Clerk's desk. More will be considered on this at the time of final planning. Mr. Zelinka asked the Clerk to call Heathkit on the P.A. system. Mayor Karth reported that the parking lot between the ball fields would be started tomorrow, Tuesday. Old railroad ties have been obtained for the edge. The necessary coulvert will be furnished by the County. The surface will be of a temporary material in case this location doesn't work out and the parking area needs to be relocated. Mr. McLean introduced the subject of code enforcement - at the pre - sent time the City has these duties to many different departments: such as, weed inspector, fire marshall, sign inspection, waste control; what other ordinances do we have on the books that need enforcing? The building inspector now paid on a fee basis, cannot be expected to do these other duties without compensation. Should the building inspections be left on a fee basis and the other en- forcements on a retainer basis? Mr. Mobley injected with some problems he has encountered on West Shadow Lake Drive in the area of the installation of septic systems. The Clerk was instructed to pull the file on Lakes Add. #1, it was Mr. McLean's impression that this area along the lake the lake had been platted for city sewers and not for on -site septic systems. There was general discussion on putting this all tohether into a program of inspection control, such as a full time inspection de- partment. There was a suggestion on putting the weed inspection and the fire marshall's duties under Mr. Volk's department, with the ap- plications for fire permits being handled fromthe office, thus elim- inating those positions, with a salary compensation to Mr. Volk for the extra duties. Mr. Schneider suggested setting up a special meeting for the con- sideration of this. July 12 1978 at 8:00 P.M. was scheduled for this special meeting. Mr. McLean so moved. Seconded by Mr. Zelinka. Motion declared passed. Mr. Mobley presented a problem he has with a resident constructing a building without a permit and occupying an uncompleted home with- out an occupancy permit. He has put a stop order on the building and had red tagged the home. This resident had been given a variance '41 June 5, 1978 by the Council to have two open building permits, the second one being for a garage. It would seem the garage is to be used as a barn. Mr. Mobley asked for Council support in his actions in this and the Council agreed to support him. Mr. Mobley also requested the Council to consult with him before is- sueing variance on matters such as this in the future. Chief Myhre presented copied of the applications submitted by the men interested in the part -time patrolman position. The Personnel Commission has interviewed the three men had recommended two to fill the positions available. However, since then, one of the men had withdrawn his application. Mr. Kirschbaum has informed Chief Myhre he expects to return to work about the 15th of the month. Chief Myhre felt that one part -time patrolman os all that is needed at this time. If Mr. Kirschbaum does not return, then the other application can be considered at that time. Chief Myhre also felt that Officer Wilbur will have to be let go sometime this year because of the new ruling on certific- ation. He does not feel that he can get the necessary time off from his present job to be able to attend the school for certification. Mr. Schneider moved to approve the employment of Mr. John Picha as a part -time patrolman. Seconded by Mr. Zelinka. Motion declared passed. Mr. McLean asled about installing a power unit on the Suburban. The general consesus was this could be done and the cost would be ap- proximately $500.00. Mr. Volk is to check this. Mayor Karth informed the Council members of a tour planned by the Metro Council to tour all the Regional Parks in the Metro Area. This tour has been scheduled for July 14, 1978, to begin around 9:00 P.M. in downtown Saint Paul. Mayor Karth plans to attend. Mr. Schneider moved to adjourn at 10:45 P.M. Seconded by Mr. Zelinka.
