The Council asked that Mr, Locher inform Mr. Kirschbaum that he could
bid in at the next opening. Mr. Locher had contacted Mr. Weisenberger
at the Union and had cleared this action with that organization.
Mr. Zelinka asked if any follow up had been done on a letter from Mrs.
Robert Kohl of County Road J and was told, No. The Clerk was instructed
to write to Mrs. Kohl and i -form her that the letter had been received
and discussed. At the present time no action has been taken.
Mr. Zelinka wondered if a check protector would save anu time in the
preparation of the checks. There was some discussion on this with the
Clerk saying that she felt a postage meter was needed more. She was
asked to present information on this matter.
Mr. McLean asked Mr. Mobley to check the distance on the sign being
painted on the silo on the corner of Cedar and County Road #84. He
felt it was too close to another sign.
There was discussion on the requisition #866, for the calibration of
the old radar. This had been held because the Council felt that since
the Police Department will be receiving a new unti, why have this one
repaired. Chief Myhre said the new one cannot replace an existing unit,
it must ba an addition to the department.
Mr. Zelinka moved to approve requisitions #866, 873 through and in-
cluding #880, holding #878. Seconded by Mr. McLean. Motion declared
passed.
Mr. Zelinka moved to approve Checks #9284 through and including #9321.
Seconded by Mr. McLean. Motion declared passed.
Mr. Zelinka moved to adjourn at 10:55 P.M. Seconded by Mr. McLean. Aye.
These minutes were corrected and approved at the January 8, 1979
regular Council meeting.

December 14, 1978
Mayor Karth called the special meeting of the Lino Lakes City Council
to order at 7:40 P.M. on December 14, 1978. Council members present;
Kulaszewicz, McLean, Schneider. Absent; Zelinka. Members of the Rice
Creek Watershed Board present; Mr. Goyer, Hamilton, Dimke and Cardinal.
Mr. Weidenbacher, their Engineer, was also present.
Mayor Karth said this meeting is the result of concern on the part of
the Building Inspector on the number of ponding areas being created
within the City of Lino Lakes as a part of the plats.. Mayor Karth
asked if it is not possible to utilize the County Ditches in some areas,
thus eliminating the need for some of the ponds.
Mr. Dimke suggested that perhaps this question could best be answered
by Mr. Weidenbacher.
Mr. Weidenbacher said that when development occurs in an area that 1)
there is an increase in the amount of water that runs off the land, and

2) there is an increase in the rate of run -off. The reasoning behind
the ponding areas is to control the run -off in both the amount and the
rate. One other concern is the quality of water - this should be as good,
if not better, than before the development occurred. This is why the
Board asks for weirs to be placed at the out flow of these ponding areas.
It is an ideal device to control the trash that could spill from a p ond-
ing area.
The question of the authority of the Rice Creek Watershed Board was asked
and the Council was informed that the authority of the Board is clearly
stated in the State Statutes, Chapter 112. Theo point of taking any pro-
blems or ideas to the Rice Creek Watershed Board was emphaized. The mem-
bers of that Board said they have rules and regulations that are followed,
but are willing to listen to a better way of solving any of the problems
they are faced with.
There was discussion of the ditches and of the problems encountered in
the cleaning and maintenance of those ditches. The matter is governed by
a very outdated law that needs to be changed.
Mayor Karth asked, if the ditches were operating properly, would ponding
be necessary? It was felt that, since this area is so flat, that water
in ditches would merely stand and the ponding areas provide a cleansing
action plus controlling the water flow.
A new idea being considered by the Rice Creek Watershed Board is to hold
the water in the Chain of Lakes, They are working with the Anoka County
Park Department and the Saint Paul Water Department on this matter. The
repair of the ditches may also be undertaken by petition of the affected
land owners. The work would then be done and the cost assessed to the
property owners. The Rice Creek Watershed Board has initiated a study
group to present recommendation on the ditches. Mr. McLean asked for
a target date for the completion of this study. Mr. Goyer said this
was a high priority item and will request this study be completed within
the next six months.
Mr. Goyer said that as soon as the City Council is aware of a problem
they should contact the Rice Creek Watershed Board. They have the staff
and the personnel to assit in solving the problems.
Mr. Robert Burman, Anoka County Commissioner, was in the audience and
agreed on the problem with the maintenance of the ditches.
Mr. Goyer, Presindet of the Rice Creek Watershed Board, apoligized for not
having met with this Council before this date. He said he appreciated the
opportunity to meet with them and should have been here before now.
Mr. Mobley explained the program he enforces in relation to the building
program and expressed his concern on the additional costs that are in-
curred by the developers due to delays by the Rice Creek Watershed Board.
It was generally felt that if the developer presents the items required by
the Board, there are few, if any, delays. Mr. Mobley was interrupted when
Me. Dimkd asked on what basis he was paid for building inspections. It
was brought out that he is paid on a fee basis and the Board suggested
that his criticism of the delays might have had some effect on the fees
that he was paid. The problems result when projects are presented in-
complete. Some of the problems that can be created by ponding areas was
discussed.

Mr. Gotwald presented a suggestion to the Board that an overall drainage
study be done of this area in order to better serve the developers and
persons buying land in the area. It was generally greed this was a
good idea.
Mr. McLean asked about establishing a water level to be maintained on the
lakes. Mr. Goyer said nothing had been done in that area but he agreed
this should be done. He will contact Mr. McLean on this matter.
The general idea is to set a bench mark, delete the permits for the taking
of water from the lakes and hold the water level within inches of the
established bench mark.
It was generally agreed that some sort of work shop between this Council
and the Watershed Board should be established to talk about mutual
problems.
Mr. Jeff Joyer presented an itemized list of additional costs that were
incurred by his firm in the development of some lands. He attributed
these costs to delays in actions on the part of the Rice Creek Watershed
Board, but the Board vehemently denited this.
The Board felt that those delays are caused by Enigneers who do not know
and do not take the time to find out what is required by teh Board, thus
incurring delays.
Mrs. Dee Knaak, State Senator, was also present, She said ti was good
to meet with teh Council and the Board. She said cummunications are
necessary and this sort of meetins is the best way of communicating.
Mayor Karth thanked all for attending and adjourned the meeting at
9:45 P.M.
These minutes were approved at the regular Council meeting held on
January 8, 1979.

December 26, 1978
The regular meeting of the Lino Lakes City Council was called to order at
8:00 P.M., December 26, 1978, by Mayor Karth. Council members present;
Kulaszewicz, Zelinka. Absent; McLean, Schneider. Mr. Locher was present
Mr. Gotwald was absent.
The minutes of the November 27, 1978 and December 11, 1978 were held due
to a lack of a quorum of members present at those meetings. These
minutes will be considered at the January 8, 1978 meeting.
The Clerk presented thefollowing items for Council consideration:
..The Insurance Study being done by the League of Minnesota Cities will
cost $75.00 as this City's portion. Mr. Zelinka moved to authorize this
check to be written. Seconded by Mr. Kulaszewicz. Motion decalred passed.
..Municipal fines for the month of November were $704.67.
..A variance had been requested by Elizabeth Sands for the transfer of a
parcel of land of less than 2 acres olcated on Otter Lake. This parcel
is to be added to an existing parce, The Planning and Zoning has re-
commended approval of this variance but had requested the land owner's
